On Septem1ber 24, 1979 a letter was received from
Tooker, Esseks, Hefter, Cuddy & Angel withdrawing the
Wetland Application 'of George Thogersen.
The Town Board requests that you make an inspection
of the property and determine whether Mr. Thogersen is
in violation of the Wetland Ordinance if he does not
apply for and obtain a permit.
Copy of letter from Charles R. Cuddy, attorney
for Mr. Thogersen is enclosed as well as a copy of
the application which was withdrawn.

Pursuant to Article 8 of the Environmental Conservation Law
State Environmental Quality Review and 6NYCRR Part 617 , Section
617 . 10 and Chapter 44 of the Code of the Town of Southold, notice
is hereby given that Southold Town Board as lead agency for the
action described below, has determined that the project will not
have a significant effect on the environment.
DESCRIPTION OF ACTION
ZS.pplication of George Thogersen for a wetland permit. Per-
mission is requested to bulkhead along existing shoreline, approx-
imately 95 feet, northerly end of Fordham Canal, at the southwest
corner of North Road and Wiggins Lane, Greenport, New York.
The project has been determined not to have a significant
effect on the environment for the following reasons :
An environmental assessment has been submitted which
indicated that no significant adverse effect to the
environment were likely to occur should the project
be implemented as planned;
The project will meet all requirements of the Code of
the Town of Southold.
Furtherinformation can be obtained by contacting Judith T.

Gentlemen:
The matter of the application for a Wetland Permit
#40 of George Thogersen to place bulkhead along shoreline
of approximately 95 feet at the northerly end of Fordham
Canal was discussed. The Board of Town Trustees reviewed
the action of the Southold Town Conservation Council.
Motion was made by Trustee Hataier, seconded by
Trustee Harris and carried that the Board of Town
Trustees agrees with the findings of the Conservation
Advisory Council with the additional comment that this
emphasizes the problem of contractors continually
functioning in this Town without permits.

Gentlemen:
The Southold Town Conservation Advisory Council has inspected
the site involved in Wetland Application #40 of George Thogersen
to place bulkhead along shoreline of approximately 95 feet at
northerly end of Fordham Canal. The Council found that the project
was already completed prior to its inspection. Therefore, it was
impossible to inspect the site in original condition and the Council
is not able to make a recommendation for approval or disapproval.
In addition the Council finds that the way the project was
completed that the grading was done wrong and the return wall on
the south end of the bulkhead was of insufficient length and
heighth and severe erosion and siltation will occur with a heavy
rain. The Council recommends that this be immediately corrected
to the satisfaction of the Conservation Advisory Council before
any building permit is issued.
Mr. Cichanowicz made a motion, seconded by Mr. Plock and
carried that the above recommendations be transmitted to the Town
Board.

INSTRUCTIONS FOR PERMIT
A. This application is to be completely filled in by typewriter or ink and submitted to the Town
Clerk in quadruplicate, accompanied by writter permission from the owner of the property if not
the some as the applicant.
B. Pilot Plan must be drawn to scale on the reverse side of this application showing the location
of property, the names and locations ,of owners of adjoining properties, and a detailed description
of proposed project. (Note: Copies of the Pilot Plan may be made by a copy machine and attached
io the Permit Application)
C. No operation shall be initiated by the applicant until all permits that are required are issued.
D. A detailed statement of the rehabilitation and proposed condition of the premises after the
work is completed must be given, including a survey if required.
E. If permit is being sought for a more sizeable excavation than the construction of a private
single dock or jetty, then this application must be accompanied by a survey and topographical map
certified by a registered land survey or Professional Engineer. The horizontal--control of survey
shall be based upon an approval local coordinate system. The vertical control for elevation and sound-
ings shall be based upon United States Coast and Geodetic Survey and/or United States Geological
Survey datum.
F. A statement must accompany the application describing any known prior operations conducted
on the premises in question and whether any prior licenses or permits have been issued to erect
structures or to dredge or deposit fill on said premises and whether any such permits or licenses
were ever revoked or suspended by a governmental agency.
G. A filing fee of $25.00 shall accompany the application. This filing fee includes one inspection,
there is a $5.00 fee for each additional inspection.
H. The Town Board upon request o _t a applicant f°q�r a permit, may waive in whole or in part,
the provisions of Article 11, Section subdivisions 6l�) and V-1 where it finds that nature of the
proposed operations are such that 'the requirements of such provisions are not necessary for a
proper consideration of a permit application.
I. Upon approval of this application the Town Clerk will issue a permit to the applicant. Such
