Trustee Smith continued and explained that with the bulkhead, digging in front , and filling behing that the trustees see this as separate operations. The horizontal control of survey shall be based upon an approval local coordinate system. The vertical control for elevation and sound- ings shall be based upon United States Coast and Geodetic Survey and/or United States Geological Survey datum. F.
