Pursuant to the provisions of Article 8 of the Environmental Conservation
Law; Part 617 of Title 6 of the New York State Codes, Rules and Regulations,
and Chapter 44 of the Southold Town Code, the Southold Town Board, as lead
agency, does hereby determine that the -action described below is a Type I action
and is likely to have a significant effect on the environment.

WHEREAS,
984:WHEREAS, The Land Use Company, on behalf of George Sweeny, applied to
the Southold Town Board• for a permit 'under the provisions of the Wetland Ordinance
of the Town of Southold, application dated April 25, 1984, and
WHEREAS, said application was referred to the Southold Town Trustees and
Southold Town Conservation Advisory Council for their findings and recommendations,
and
WHEREAS, a public hearing was held by the Town Board with respect to said
application on the 19th day of June, 1984, at which time all interested persons were
given an opportunity to be heard, now, therefore, be it ' , '
RESOLVED that The Land Use Comapny, on behalf of George Sweeny, be Denied
permission, without prejudice to reapply, under the provisions of the Wetland Ordinance
of the Town of Southold to install timber bulkhead at the end of Mason Drive, on Hay-

NOW, THEREFORE, IT IS RESOLVED AS FOLLOWS:
1. That pursuant to the provisions of Article 8 of the Environmental Conserva-
tion Law, Part 617 of the Title 6 of the New York State Codes, Rules and Regulations,
and Chapter 44 of the Southold Town Code, the Southold Town Board, as lead agency,
does hereby determine that the action proposed is a Type I action and is likely to have
a significant effect on the environment.
2. That the Town Clerk shall file and ci-rcule such determination as required by
the aforementioned law, rules and code.
3. That the Town Clerk immediately notify The Land Use Company, on behalf
of George Sweeny, of this determination, and further request said applicant to prepare
a Draft Environmental Impact Statement, all in accordance with said law, rules and

Application #200 is hereby amended as follows:
On motion made by Trustee Bredemeyer seconded by
Trustee Kujawski it was
RESOLVED to amend the recommendation to the Town Board to
deny the Wetland Application #200 submitted by the Land Use
Company on behalf of George Sweeny to include the reason that
the proposed bulkhead construction will permanently, and in
perpetuity, destroy the wetland fringe by proposing to fill in.
behind, and being right in the wetland zone, directly contradicts
Section 97.28 6f the Wetland Ordinance under "Standards" , A. Adversely
affect the Wetlands of the Town.

deeper than 2 ft. below MLW all fill to be trucked to approved upland site and
replanting of the marsh fringeon the north side of the slip,."

Dear Judy:
In the matter of the Wetland Application for George Sweeny
submitted by the Land Use Company, to maintenance dredge an
existing boat slip to provide 3' of depth at MLW and to install
a 25' section of timber bulkhead with two 3' returns to prevent
further siltation of an existing boat slip in Haywater Cove,
Cutchogue. Trustee Bredemeyer stated that the site had been
inspected on May 23, 1984 and questions were raised with the
possibility of constructing a timber bulkhead- and filling behind
it and to extend the docki.'out ," i.nto,,the -water to give the required
depth for the docking of a boat and as such feel it unnecessary
as proposed. Trustee Smith continued and explained that with the
bulkhead, digging in front , and filling behing that the trustees
see this as separate operations.
On motion made by Trustee Bredemeyer seconded by Trustee Cochran
it was -
RESOLVED to recommend to the Town Board to separate the applications

The following action was taken by the Conservation Advisory
Council at a regular meeting held Tuesday, May 1, 1984 .
The Conservation Advisory Council has tabled application #192
submitted by Stanley R. Gould on behalf of Francis S. Perrone to
construct a catwalk, ramp and floating dock until more information
is available. At this time, there is ' no access to the property
and the Council feels that in order to have access, wetlands will
have to be destroyed.
RESOLVED to recommend to the Southold Town Board approval of.
the wetland application #193 submitted by Matt-A-Mar Marina to
install a floating dock, ramp and walkway. Mattituck.
RESOLVED to recommend to the Southold Town Board approval of
the wetland application #194 submitted by Costello Marine Contracting
Corporation on behalf of Alvah, Jr. , Bruce, and Allen Goldsmith to
construct bulkhead. Southold.
RESOLVED to recommend to the Southold Town Board approval of the
wetland application #195 submitted by the Land Use Company on behalf
of -Edward Quintieri & Richard Pulcini to instlall bulkhead. Mattituck:

INSTRUCTIONS FOR PERMIT
A. This application is to be completely filled in by typewriter or ink and submitted to the Town
Clerk in quadruplicate, accompanied by written permission from the owner of the property if`not—
the some as the applicant. -
B. Pilot Plan must be drown to scale on the reverse side of this epplicction showing the location
of property, the names and locations of owners of adjoining properties, and a detailed description
of proposed project. (Note: Copies of the Pilot Plan may be mcde by a copy machine and attached
lo the Permit Application.)
C. Pio operation shall be initiated by the applicant until oil permits that are required are issued.
D. A detailed statement of the rehabilitation and prc,posed condition of the premises after the
work is completed must be given, including a survey if required.
E. It permit is being sought for a more sizeable excavation ihan the construction of a private
single dock or jetty, then this application must be accompanied by a survey and topographical map
certified by a registered land survey or Professional Engineer. The horizontal control of survey
shall be based upon an approval local coordinate system. The vertical control for elevation and sound-
ings shall be based upon United States Coast and Geodetic Survey and/or United States Geological
Survey datum.
F. A statement must accompany the application describing any known prior operations conducted
on the premises in question and whether any prior licenses or permits have been issued to erect
structures or to dredge or deposit fill on said premises and whether any such permits or licenses
were ever revoked or suspended by a governmental agency.

G. A filing fee of $z``a"00 shall accompany the application. This filing fee includes one inspection
there is a $5.00 fee for each additional inspection.

H. The Town Board upon requesttie applicant for a
9n-�- y permit, may waive in_whole or in port,
the provisions of Article 11, Section . subdivisions 0 and t�,-v-where it finds that nature of the
proposed operations are such that the requirements of such provisions are not necessary for a
proper consideration of a permit application.

action described below, has determined that the project , which is
