PERMIT APPLICATION FORM
Construct a residential life care community complex consisting of 118 single family detached
cottages, 132 apartment units, a 24 unit assisted living center (enriched housing), and a 32 bed skilled care
center.
The project includes some clearing within 100' of the freshwater wetlands to facilitate the
construction of two (2) masonry retaining walls and some regrading of slopes. These activities are further
described as follows:
Construct a masonry retaining wall, approximately 138' in length and varying in height from 1' to 5',
on the westerly side of the wetland. Regrade an area of approximately 3,000 square feet in the vicinity of
this retaining wall and revegetate with plant materials approved by the NYSDEC.
Regrade an area of approximately 2,800 square feet on the easterly side of the wetland and revegetate
with plant materials approved by the NYSDEC.
Construct an improved pedestrian path, along the existing unimproved access path. All pedestrian
paths constructed within 100' of the wetlands shall not exceed 4' in width and shall be surfaced with wood
chips and/or other surface material approved by the NYSDEC. All bare earth adjacent to the proposed
wood chip pedestrian paths within 100' of the wetlands shall be seeded with wildttower mix.
Construct a masonry retaining wall, approximately 275' in length and varying in height from 1' to 11'
on the northerly side of the wetland. Regrade an area of approximately 4,125 square feet in the vicinity of
this retaining w~ll ~md rev~getate with plant materials approved by the NYSDEC.
There are no proposed structures or other construction activities within 75' of wetlands or open
water.

The following recommendation was made at the meeting of the Southold Town
Conservation Advisory Council held Monday, January 26, 1998:

RESOLVED to recommend to the Southold Town Board of Trustees
CONDITIONAL APPROVAL of the Wetland Permit application of PECONIC
LANDING 35-1-25 for construction of residential life care community complex
buildings consisting of 118 single family detached cottages, 132 apartment
units, a 2~ unit assisted living center and a 32 bed skilled care center.
Route 25, Creenport
The CAC recommends approval with the condition cited in the Long
Environmental Assessment Form date September 1997 (page 2~) that all future
construction including beach access points should be placed in a location that
does not support rare plant, and possibly animal, species and that will protect
wetland areas.

NOTE: The CAC requests that the Trustees table their recommendation until
it receives the CAC~s final recommendation. The CAC would be willing to meet
and discuss the application early next month to to facilitate promptness.

Dear Mr. Wolpert:
The Department of Environmental Conservation has received your
application for the. proposed development and we have the
following comments/concerns:
The proposed plan does not indicate who delineated the
wetland boundary and the date. Therefore, this Department
will conduct a field inspection and subsequent to that
inspection, you may be required to modify the plans showing
the correct wetland delineation.
Please complete the enclosed Structural Archaeological
Assessment form and return it to me.
Are any irrigation wells proposed? If so, this must be
shown on the plans and a supplement form for a well permit
will be required.
Upon completion of the field inspection, a planting plan
will be required. Please do not prepare a planting plan at
this time in the event other modifications are required.

Can the Greenport Sewerage Treatment Plant accept the
increase in influent?
o
It appears the proposed community is out of jurisdiction for
Article 25. Please provide a survey which shows elevation
contour lines at two foot intervals, completed by a licensed
surveyor, and referenced to USGVD, USC&G or NGVD.
