At the meeting of the Southold Town Conservation Advisory Council held Thursday,
April 18, 2002, the following recommendation was made:
Moved by Jason Petrucci, seconded by Nicholas Dickerson, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit Application of PETTY'S BIGHT ASSOC., INC. for the restoration of the
bluff with plantings to prevent further erosion.

Pet ,ty's Bight Bluff Restoration Proiect
The North Fork Environmental Council CNFEC) is seeking support from the Long Island Sound Study
(LISS) for a vegetative bluff restoration project at Petty's Bight in Orient Point, New York. With
detailed, step-by-step documentation of the process, a model program for other communities or
individual landowners with similar erosion problems along the shoreline of Long Island Sound will be
developed. The project will be a partnering opportunity, with the Petty's Bight Property Owner's
Association providing volunteer manpower, the North Fork Environmental Council providing
coordination, oversight and monitoring and the USDA's Natural Resources Conservation Service
providing professional technical assistance.
Blufferosion is fairly common along the northern shores of the North Fork due to circumstances both
natural and man-made. For many years erosion prevention has taken the form of shoreline hardening,
either by bulkheading with treated timber or by stone wall revetment. Over time these measures have
proved to be less than successful with further erosion damage occurring at adjacent sites that were left
unprotected. Bluff stabilization by vegetative restoration is becoming the preferred method for erosion
prevention. Use of native plants and grasses that are naturally resistant to the harmful effects of disease
and xveather conditions is recommended, with the hope that in the end, with a little nudge, nature will
restore its own defenses and provide protection for its indigenous landscape.
Proiect Description
Geographical focus and projected audience. Petty's Bight is located approximately 1.5 miles from
the tip of Orient Point on the north shore of Long Island. A small beach and grassy ½ acre parcel,
managed by the Petty's Bight Property Owner's Association, lies at the end of Greenway East in the
Green Acres' community in Orient. (The NFEC's executive director, Debra O'Kane, lives in this
community and setwes as vice president of the Petty's Bight Association, Inc.) A barren bluff,
approximately 195' long by 21' high, displays the damage that erosion has taken over many years.
Members of this community, with the best of intentions, have attempted to stop the erosion;
admittedly, with little knowledge of proper conservation techniques. Driftwood and rocks have
occasionally been used to bolster the bluff but have served no significant purpose. The North Fork
Environmental Council recognizes the need for a substantive restoration project at this site. The NFEC
has agreed to act as project coordinator and has met with Allan Connell, District Conservationist, at the
USDA's Natural Resources Conservation Service. Mr. Connell has agreed to provide consultation and
technical support for this project. The NFEC will fully document each phase of this project to develop
a model program for other bluffrestoration projects. An inter/m report will be presented at the
NFEC's annual "Go Organic" fair in Spring 2002 (drawing participants from all East End towns) and a
formal presentation of the completed project will be organized for Fall 2002 which will be open to the
public. The NFEC will archive this material and make it available for any group presentation.
Methods for accomplishing goals. After receiving printed materials from the USDA's Natural
Conservation Service on procedures for the stabilization of eroding bluffs, the NFEC met with district
conservationist, Allan Connell, at the Petty's Bight site. Mr. Connell assessed the proposed task and
gave the following recommendations:
Phase I (to begin on or around March 1, 2001)
A small portion (approximately 1,000 square feet) of grassy parcel at top ofbluffshould be regraded
slightly with topsoil to redirect the flow of stormwater run-off from adjacent property. At the present
time, during heavy rain, water funnels down a path of adjacent property and trickles down the bluff
face. With regrading this water will be redirected back to the grassy ½ acre parcel to be absorbed by
topsoil and grass. Trimming of a small portion of overhanging lip should also be removed at this time
from the top of the bluff. Two Petty's Bight volunteers will accomplish these tasks in consultation
with Mr. Connell. They will also seed the freshly graded areas with a fescue/rye grass mixture
recommended by the USDA.
Phase II (can be done simultaneously or shortly after Phase I)
Bluffand beach should be cleared of all excess debris, i.e., large rocks and driftwood on bluff face and
debris at base of bluff. Beach clean-up xvill be accomplished by Petty's Bight volunteers and NFEC
coordinator.
Phase III (1 to 2 xveeks after completion of Phases I and II)
Vegetative restoration of the bluff face along with the planting of native Long Island beach grass at the
base of the bluff is the recommended course of action for the stabilization of Petty's Bight Bluff.
Ellen Talmage of Friar's Head Farm, Riverhead, NY works with local genotypes and is authorized to
propagate Cape American Beach Grass. She will be the supplier of the 7600 stems or culms of beach
grass needed for both bluff face and bluff base. Local supplier, Long Island Cauliflower Association, is
able to supply the warm season grass mixture recommended by the USDA's Natural Resources
Conservation Service. Petty's Bight volunteers, under the direction of Allan Connell and Debra
O'Kane (project coordinator), will spend a full day planting the 4,100 square feet of bluff face and
3,510 square feet of bluff base with American Beach Grass culms or stems, after broadcast seeding the
warm season grass mix on the bluff face, as recommended.
Phase 1V (March 1st through September 15th, 2002)
After the clearing and planting is accomplished in early spring, vigilant monitoring xvill be necessary to
ensure the project's success. Visits to sur,,ey the bluff site will be done twice weekly and a journal will
be maintained throughout the process to track growth and state of health of the plantings.

Permits. The North Fork Environmental Council will apply for the appropriate project permits fi.om
the Town of Southold Trustees and the New York State Department of Environmental Conservation in
January 2002. Proof of insurance coverage for both the North Fork Environmental Council and the
Perry's Bight Association, Inc. are attached.
Project Evaluation. The success of this project will be evaluated by the tangible and measurable
outcomes of the restoration itself. As mentioned above, monitoring xvill take place regularly along
with both visual and written documentation of the project. If there are indications that plants are not
thriving or that the bluff continues to erode in spite of our efforts, contact will be made immediately
with the project's consultant, Allan Connell to determine what measures need to be taken.
In addition, public presentations on the project will be offered at our "Go Organic" Educational Fair
and Forum in Spring 2002 and at a special meeting in the Fall 2002. We antic'ipate media coverage of
the project highlighting its purpose as a model project for the community and will make ourselves
available to homeowners and property owner groups who might be interested in initiating their oxvn
bluff restoration projects.
