The validity of this permit is or may be subject to the- approval of
other governmental or municipal authorities. The Town accepts no
responsibility in applying for or obtaining such approval. - in the
event that such approval is -necessary, the holder of this permit
shall not commence operations hereunder until such approval has been
obtained in writing. The failure to obtain such other approval when
required shall subject this permit to immediate revocation by the
Town Clerk upon receipt by the Town Clerk of written notice from such
other governmental or municipal authorities of its refusal or disapproval
. , . The applicant does by the acceptance of this permit, assume all
responsibility for operations undertaken pursuant to this permit,
and shall take all precautions for the prevention of injuries to '
persons and property resulting 'fr6m such operations. By such
acceptance, the applicant alsb agrees to indemnify and save harm-
less the Town, and its officers, agents and employees from any and
all claims arising from operations under this permit and any and
all acts or omissions of applicant, his agent and- employees.
The applicant and the owner and occupants of the premises upon which
the operations authorized by this permit are 'being conducted, do,
by the acceptance of this permit, give consent to the Town,- -and its
officers and employees to enter upon the premises where such opera-
tions are being conducted to make such inspections as the Town may
deem necessary to insure that such operations are being conducted
in conformity with this permit.
This operation will not substantially:
A- Adversely affect the wetlands of the town.
B. Cause damage from erosion, turbidity or siltation.
C. Cause saltwater--ihtrusion intothe fresh water resources
of the town.
D. Adversely affect fish, shellfish or other beneficial marine
organisms, aquatic wildlife and vegetation or the natural
habitat thereof.
E. increase the danger of flood and storm-tide damage.
F. Adversely affect navigation on tidal waters or the tidal
flow of the tidal waters of the town.
G. Change the course of any channel or the natural movement
or flow of any waters.
H. Weaken or undermine the lateral support of other lands in
the vicinity.
I. Otherwise adversely affect the health, safety and general
welfare of the people of the town.

FOR A WETLAND PERMIT
A public hearing was held by the Southold Town Board at the
Southold Town Hall, Main Road, Southold, New York 11971, at 3 :30
o 'clock P.M. on the 18th day of December, 1979 in the matter of
the application of the Goose Bay Civic Association, Inc. for a
permit under the provisions of the Wetland Ordinance of the Town
of Southold for permission to maintenance dredge the channel at
Goose Creek and place the fill along the beach at the end of Cedar
Avenue, Goose Bay, Southold, New York.

at the Southold Town Hall, Main Road, Southold, New York on
Tuesday, December 18, 1979 at 3 : 30 o 'clock P.M. in the matter

I also have a letter to the Southold Town Board regarding this
application from the Southold Town Advisory Council, Frank Kujaw-
ski, Chairman:
. . .Gentlemen: The following action was taken by the Con-
servation Advisory Council at a regular meeting held September 25,
1979 . RESOLVED to recommend to the Southold Town Board approval
of 'application No. 41 for a wetland permit submitted by the Goose
Bay Civic Association, Inc. It was recommended that the dredging
be extended to include the front of the Lawson property as per the
application to the Department of Environmental Conservation. . . .
I have an affidavit from the Long Island Traveler Watchman that
the above notice was printed on the week, o-f November 29th and
also from the Suffolk Times on November 29, 1979 . And also that
the Town Clerk had posted this notice on her Bulletin Board at the
Town Hall. Also I have a letter from the North Fork Environmental
Council to the Southold Town Board, to Mr. James Homan, Supervisor,
regarding wetland application No. 41 :
. . .Gentlemen: The North Fork Environmental Council, Inc.
wishes to make the following comments in regard to the maintenance
dredging of channel and placement of fill along the beach at the
end of Cedar Avenue at Goose Bay in Southold, NY. (1) Include
the Larsen property as per application of the NY State Dept. of
Environmental Conservation, (2) The Beach grass, should be set
aside and replanted after spoil has been deposited on the upland,
(3) Project should not be started before March, 1980 and not then

SUPERVISOR HOMAN: Ladies and gentlemen, you have heard the
reading of the legal notice of hearing, heard the reading of
publication in the two local papers and the fact that this was
posted on the Town Clerk ' s Bulletin Board. We have from the Town
Trustees the recommendation that this be approved, with conditions .
We have the same from the Southold Town Advisory Council, and last
we have for the file the letter from the North Fork Environmental
Council making certain recommendations in this application. I
will now ask for anyone in favor of the application if they would
like to speak at this time.
IRVING LATHAM: Gentlemen, we have done this job about five
times I think in the last 25 years. It ' s almost essential to
nourish the area, because the continual erosion takes all of

the beach nourishment in front of these homes along the waterfront,
and there seems it ' s something that ' s been done and should be con-
tinued.
SUPERVISOR HOMAN: Thank you, Mr. Latham. Is there anyone else
who wishes to speak in favor of this application? (There was no
response. ) Is there anyone who wishes to speak in opposition to
this application? (There was no response. ) Is there anyone who
cares to make any comments on this application in any respect?
(There was no response. ) There being no response, I will declare
the hearing closed. The Town Board will make the determination in
the very near future.
The hearing was declared closed at 3 : 35 P.M.

INSTRUCTIONS FOR PERMIT
A. This application is to be completely filled in by typewriter or ink and submitted to the Town
Clerk in quadruplicate, accompanied by written permission from the owner of the property if not
the some as the applicant.
B. Pilot Plan must be drawn to scale on the reverse side of this application showing the location
of property, the names and locations of owners of adjoining properties, and a detailed description
of proposed project. (Note: Copies of the Pilot Plan may be made by a copy machine and attached
to the Permit Application:)
C. No operation shall be initiated by the applicant until all permits that are required are issued.
D. A detailed statement of the rehabilitation and proposed condition of the premises after the
work is completed must be given, including a survey if required.
E. If permit is being sought for a more sizeable excavation than the construction of a private
single dock or jetty, then this application must be accompanied by a survey and topographical map
certified by a registered land survey or Professional Engineer. The horizontal control of survey
shall be based upon an approval local coordinate system. The vertical control for elevation and sound-
ings shall be based upon United States Coast and Geodetic Survey and/or United States Geological
Survey datum.
F. A statement must accompany the application describing any known prior operations conducted
on the premises in question and whether any prior licenses or permits have been issued to erect
structures or to dredge or deposit fill on said premises and whether any such permits or licenses
were ever revolted or suspended by a governmental agency.
G. A filing fee of $25.00 shall accompany the application. This filing fee includes one inspection,
there is a $5.00 fee for each additional inspection.

Gentlemen:
In revi ew ina the Vele t land Application 7-7'41 of the
Goose Bay Civic Association, Inc. for the maintenance
dredging of the channel. at Goose Creep: and the
placement of fill, the north Fork Environmental
Council is in agreement with the Town B oard 's
recommendation that the grasses be replaced
on the spbil.,
This matter ray be expedihted by using the
expertise of the Suffolk County Soil and Water
Conservation District. A formal recuest , in that
event , should be addressed to Mr. Stanley Pauses,
Dist.tict Pianaer, asking him to hake reco niendations
in the critical area planting of the grasses . -If
the Suffolk County Soil and tater Conservation
District would oversee this project , the correct
replacement of the grasses would be insured.
