Our latest attempt involves Joseph Cavaliere. Mr. Lavaliere -has applied for necessary permits to construct ,a,-dock-- suitable for Northville on his Matti-tuck property. The N_ew York--State Department of Environmental Conservation will hold a hearing in your town hall on June 24 to consider Mr. Cavaliere ' s application. Because this application is important to Northville I would like to request that the Town- Board support it favorably at the .June 24 hearing. Although Northville contributes little financially to the Town of Southold, our operations in Mattituck have provided a definate benefit to the town. The attached clippings and state- ments show that over the years Northville has unselfishly contributed its manpower and material in time of need. New equipment now enables us to provide -an even greater potential benefit to Southold. In addition to search and rescue and fire fighting capability our inventory now includes the equipment necessary to protect Mattituck Inlet from the intrusion of spilled oil--whatever the source. (Last summer we provided needed oil sorbents to clean up a third party oil spill within the Inlet) . Adg, Dace File Questions most frequently asked about the Joseph Cavaliere application and Northville' s participation. 1. Why does Northville have to use Mattituck Inlet? Because it is the only safe harbor within 22 miles of Northville' s Riverhead facility. Exclusion from Mattituck would mean a 400% increase in Northville ' s marine operating expense and appreciably:decrease-fhe safety of its marine personnel. Mattituck provides a location which is : A) the shortest distance to break ice in the winter. B) safe in all weather. C) close to the offshore tanker berth. D) central to the homes of the marine personnel. 2. Northville has moved several times in the past. Why do they want to move again? Previous moves occurred because the owners of waterfront property Northville was using sought to expand their business . The result was increased exposure and inconvience to Northville' s operations. A new location was sought. This has happened three times in the past. It is happening again, now. Previously, there was always an alternative location available. Today, changes in ownership of Mattituck property have eliminated most alternatives . Northville must make an arrang- ments which provides for eventual ownership or perpetual lease to insure a stable, long-term mooring site. Their present landlord is unwilling to sell or perpetually lease the desired dock space. 3. What does Northville do for Southold/Mattituck Inlet? A) Search and rescue: Provides a 601 , all weather, radar and 'radio equipped boat, with a crew on-call 24 hrs . a day, available at the request of local authorities to assist in search and rescue operations. Northville ' s search and rescue record includes numerous unsolicited responses to vessels in distress as well as responses to requests for assistance from local Police Departments and the U.S. Coast Guard_ B) Fire fighting: Provides a 60 ' boat available for callout by Mattituck Fire Department to fight waterfront or boat fires in Mattituck Creek. The capabilities of the boat were demonstrated -on May 13 (as published in the Suffolk Times , May 20) . C) Salvage: Northville operates a crane barge capable of removing sunken boats from the channel -- as they did in 1969 . D) Location encourages boaters to slow down when entering the Inlet. E) Maintain open channel in inlet during icing conditions_ 4. What will this move do for Southold? A) Increase tax revenues. B) Provides for continuing availability of capabilities described above. C) Improve the appearance and housekeeping of the Cavaliere property. D) Provide a 5mph village ordinance speed limit sign' at NS-C expense. 5. Will this move interfere with navigation? No. The proposal would relocate Northville ' s operations to a site where its equipment would be alaout 30 ' further from the channel than it is now. Relocation of Northville' s facility to the Cavaliere property will reduce the amount of time their vessels spend using the channel. 6. Will Northville own the property? The lease agreement calls for purchase by Northville within the next 10 years. Northville will retain ownership until the Riverhead Terminal closes (some time after 2020) . The Town of Southold will have a first-refusal option if and when Northville decides to sell the property. 7. Will Northville handle oil there? The only oil Northville has ever handled in Mattituck was fuel for our boats. We conduct no commerical activities in the inlet. Northville ' s Mattituck operations are a liability (expense) to the company. They exist only "to support the Riverhead tanker facility. The company has never made any income from Mattituck Inlet. 8. Will the project damage the environment? There will be a temporary disturbance of about 110 ft. of shoreline, and the permanent removal and/or filling about 7000 square feet o: marsh. A new shoreline will be constructed of rock rip-rap and reseeded with marsh grass. 9000 square feet of marsh will be preserved. Northville' s activities in Mattituck are non-polluting. Although this project is opposed by staff of our Bureau of Tidal Wetlands due to its likely destruction of wetlands, we nevertheless feel that the scope and magnitude of the wetland and water-related impacts do not require preparation of an Environmental Impact Statement as thsse impacts will be thoroughly addressed in our normal permit review procedures. I have been in contact with Mr. Paul Stoutenberg, President of the Town Trustees and he told me that the Trustee's concern for the project is not with the wetlands but with the creation of a possible hazard to navigation. I informed him of another application by the adjacent land- owners, Petersen Towing Comoration, for a similar project of which he was already aware (application also made to the Town Trustees) . I also stated we intend to schedule a combined hearing for both these projects to coincide with a map change hearing to amend our Tidal Wetland map for -this area, Ms. Judith T. Terry Page 2 As you can see the project is somewhat involved and has generated considerable public and agency interest which should properly be resolved through the public hearing process. Therefore, to expedite_ the administrative process we will not require an EIS and agree with your preliminary determination of non-significance. Dear Sirs: I regret that circimstances beyond my control prevented me from attending your meeting of April 7, 1982 at which you further discussed the above referenced application. Captain John Dudley of Northville and Dr. Thomas Samuels both attended and informed me of the discussion which took place. The Board recommends that more of the point be removed so that vessels moored there will be further south. This poses a problem to Northville due to the type and size of the craft to be moored there and the configuration of the parcel. As can be seen from the survey with which you have been supplied, the width of the parcel decreases as one progresses southward. Therefore, the more of the point which is removed, the closer to the property line vessels would be moored until the point when they would extend over it which would be an infringment upon the rights of the adjacent owner. As presently proposed, a 30' x 85' barge would be tied parallel to the main section of the dock. A 20' work boat would be tied to the westerly 25' n-s section of the dock in a n-s direction. Assuming the dock and dredging were to be moved to the south further, it would not be possible to accomodate these vessels in this manner. A significant inconvenience of breasting the smaller work boat to the barge would result where it would have to be moved every time the barge was moved. Southold Town Trustees 2 The amount of the point to.be removed was determined by taking into account the vessels which will use the facility and the impact of the project upon navigation and the environment. It can be shown that vessels to be moored under the proposed conditions will extend no further into the waters of Mattituck Creek than the present shoreline and that no impediment to navigation will accrue. Due to these special circimstances, we request that you consider our original application unchanged. I shall shortly apply to you and other regulatory agencies for a dredging and dock project on the Petersen property directly to the east of the Cavalier parcel. While I can understand your desire to review both at the same time, I believe it would be unfair to both parties if approval of one would be contingent upon approval of the other. The proposed usage differs as do other conditions. Therefore, each should stand on its own merits. RESOLVED to recommend to the Southold Town Board approval of the wetland application of Friedrich Krug #87 to replace timber bulkhead in same location and configuration and backfill with clean sand fill to be trucked in from up- land source. Application #86, Joseph Cala7ier to create a mooring for commercial vessels be tabled until the Conservation Advisory Council receives more information. Upon visiting the site the Council found there were no reference points, no way of knowing where the MHW mark is. The Council recommends everything be staked out. Where will the dredging begin? Where is the planting of marsh grass going to be? How will the fill be retained? Application #85, Cheryl Pagnozzi was reviewed by the Council and has been approved. Application #82, Matt-A-Marr Marina has been approved by the Council, and they recommend a permit not be required. SEA SPRAT'—Northville Industries shows off its new 60-foot work boat, the L.C. McKay, which is equipped with firefighting apparatus. The boat will be kept in Mattituck Inlet and will be available for fighting fires - .along the Sound shore. Three deck hydrants are supplied by a diesel-driven firepump capable of 300 gallons per,minute. The "fire monitor" on the bridge can spray water more than 100 feet. The boat also is an ice- breaker and can be rigged to pump foam for gas or oil fires on the water. On deck for the demonstration were.
