November 20, 2001
RESOLVED, that the Southold Town Board of Trustees APPROVED the request for a Transfer
of Permit #1275 &1276 from the name of Henry H..Karlin to the name of Robert Landherr for a
dock and float (bulkhead was never done) with the condition that it conform to permit.

TO WHOM IT MAY CONCERN:
Thi6 District has received an application for a Department of
the Army ~ermit pursuant to Section 10 of the Riv~r and Harbor
Act of 1899 (33 O.S.C. 403); Section 404 of the Federal Water
Pollution Cont~ol Act (86 Stat. 10521 P.L. 92-532) as appro-
priate, as described below:

LOCATION:
Southold, Suffolk County, New York
A detailed description and plans of the proposed work are
inclosed to assist in your review of the proposal.
The decision whether to issue a permit will be based on an
evaluation of th~ pr0bable impact of the proposed activity on
the public interest. That decision will reflect the national
concern for both protection and utilization of important
resources. The benefit which reasonably msy be expected to
accrue from the proposal must be balanced against its reasonably
foreseeable detriments. All factors which may be relevant to
the proposal will be considered; among those are conservation,
economics, aesthetics, general environmental concerns, historic
values, fish and wildlife values, flood damage prevention, land
use, navigation, recreation, water supply, water quality, energy
needs, safety, food production and in general, the needs and
welfare of the people. No permit wil be granted unless its
issuance is found to be in the public interest.

PUBLIC NOTICE NO. 9117
A preliminary review of the application indicates that an Environ-
mental Impact Statement will not be prepared. A review of the latest
published version of the National Register of Historic Places and of
the presence or absence of registered properties or properties listed
in the latest published version of the Register as being eligible for
inclusion, therein, has been made. Presently unknown archeological,
scientific, prehistorical or historical data may be lost or destroyed
by work to be accomplished under the required permit.
The evëluation of the impact of the activity on the public interest
will include application of the guidelines promulgated by the Adminis-
trator, U.s. Environmental Protection Agency, under authority of
Section 404(b) of the Federal Water Pollution Control Act or of the
criteria established under authority of Section 102(a) of the Mari~e
Protection, Research and Sanctuaries Act of 1972, as appropriate.
Any person may request, in writing, within the coment period specified
in this notice, that a public hearing be held to consider this appli-
cation. Requests for public hearings shall state, with particularity,
the ~easons for holding a public hearing.
The following government authorization(s) has(have) been obtained or
will be obtained prior to the issuance of a Department of the
Army permit:
1. Tidal wetlands permit from the New York State Department of Environmental
Conservation.
2, Water Quality Certif1.cation from the New York State Department of
Environmental Conservation
Any criticisms or protests regarding the proposed work should be
PREPARED IN WRITING AND MAILED TO REACH THIS OFFICE prior to
15 November 1977 otherwise it will be presumed that there
are no obj~ctions.
It is requested that you communicate the foregoing information
concerning the proposed work to any persons known by you
to be interested and who did not receive a copy of this notice.

DESCRIPTION OF WORK
The applicant proposes to construct approx. 166 fc. of timber bulk-
head along the present line of mean high water, install a timber
pier, ramp and float extension approx. 60 ft. in overall length,
which will connect an eXisting 50 ft. open timber pier to the upland,
and install as~ociate~ timber mooring piles Ð3 shown on the attached
pla:ts.
In addition, it is also proposed to maintenance dredge an 85 ft. x
85 ft. area adjacent to the proposed ramp and float extension to a
max. depth of 6 ft. below the plane of mean low water. Approx.
1,200 cu. yds. of material will be removed on an initial basis and
place behind the proposed bulkhead and suitably retained to prevent
its return to the waterway.
The PUrpose of the proposed work is to protect the applicant's
shoreline area from further erosion and provide direct access to
the boating channel adj~cent to the property.
