DAVID PATTERSON PERMIT AMENDMENT DEC# 1-4738-02125/00001 . GENERAL The Pattersons built their dock several years ago and have been boating at the site ever since during the summers. There is a large boulder located almost right in the middle of the slip which is approximately 3 feet below the surface and on a couple of occasions, the boat has bounced off the boulder during wavy conditions. The boulder protrudes I to 2 feet above the bottom sediments and can be easily split to allow the removal of the exposed portion. The sole purpose of this project is to remove this obstruction to allow tie-up ofthe Patterson's boat during typical sea conditions without incurring damage. DESCRIPTION OF THE WORK This work will be done by hand and will require drilling several holes around the perimeter of the boulder and possibly over the top of the boulder to allow it to be split using "feathers" and "wedges" or similar technique. After the hole is drilled, the steel feathers will be set inside the drilled holed and a wedge will be driven in to cause the boulder to crack. It is not possible to detennine the exact ITacture pattern of the boulder and so it is anticipated that several successive lines of holes will have to be drilled and split. Fragments of the rocks should be on the order of I CI' or less and will be easily removed by hand and placed into the revetment on the upland shore. It will be necessary to scoop sandy bottom sediments away ITom the edge of the boulder in order to allow drilling to be conducted below the existing sediment line. However, the bottom sediments will be re-spread around the boulder upon completion of the work, ENVIRONMENTAL IMPACT There is no foreseeable adverse environmental impact as a result of this work. The existing bottom sediments will be minimally disturbed during the construction process, but will be returned to their equalibrium state upon completion of the work. In order make the slip safe and avoid damage to the hull of the boat during berthing and when tied up at low tide conditions, the top of this boulder must be split off and removed. The DEC has advised us that this is very simple process by their regulations, and we were hoping that there might be a technicality or a special section of the Town of Southold's ordinances and regulations that might allow the same abbreviated process. Mr. Patterson obviously, would like to use his slip for most of the summer. Due to the fact that the application was not received in your office until after the May 30th deadline for this month's agenda, he will now have to wait until the end of July to have the application acted on. It would be greatly appreciated if you could review this application during your visit to the Fishers 1sland this week and perhaps you could advise us on a more expedient means of accomplishing this work.
