After speaking to Mr. McMahon, I am requesting approval to plant Russian Olives on the western border of my property. Mr, McMahon informed me that they can grow up to three feet a year and they are ideal for the moist conditions that exist along the property border between the two houses and they also will eventually create ideal screening. Krupski, Jr. President - Board of Trustees Town Hall, 53095 Main Road Southold, New York 11971 May Re: Rambler Road - Site Inspection Potential Recharge Basin Site SCTM #: 1000 - 88 - 05 - 19 Dear Mr. Krupski: In the recent months the Highway Department, as well as your office, has been contacted by a resident who is considering the purchase of a lot on the south side of Rambler Road for the purpose of constructing a residence. This lot is adjacent to the low point in the road and currently serves as a collection point for all run-off generated in the road and surrounding water shed area. Mr. Jacobs is concerned about the amount of surface water run-off that currently flows into the adjacent wetland area by way of this lot. The Suffolk County Topographic Maps indicate that approximately 1,200 feet of road and 12 acres of land shed water in this direction. The volume of water generated by this area could not be handled sufficiently by the installation of drainage rings within the road shoulder area. A site inspection was held on 4/23/97 between you, members of your office, the DEC and myself to discuss the proposed development. At Mr. Jacobs direction, I discussed the possibility of collecting the run-off in a Catch Basin and extending drainage pipe below grade to a point beyond the proposed new construction. A wide head wall at the end of the pipe would dissipate energy and allow the water to continue to sheet flow through 200' (+/.) of phragmites and vegetated wetlands prior to entering the creek. The DEC representative and members of your office were not in favor of this proposal at the time of the meeting. The possibility of purchasing adjacent property for the purpose of constructing a recharge basin was suggested by members of your office during the meeting. As per your request, I have inspected the above referenced site to verify its value as a location for siting a future Recharge Basin. The lot in question is also adjacent to the low point in the road on the north side of Rambler Road. The following is a review of the site and a list of potential construction items needed to construct a recharge basin: Cont. . . . . Albert J. The lot is approximately 1/3 of an acre in size and fronts on Rambler Road. It is currently overgrown with limited access to allow for a complete visual review of the existing topography. It appears that the lot is slightly higher than the road and gradually rises as you move north away from the road. Depending on the depth to ground water and the permeability of the soil, the lot could be constructed into a recharge basin without creating steep side slopes or future maintenance problems. 2.) Prior to acquisition of any property, test holes should be authorized to verify that the proposed recharge basin would function normally under heavy rainfall conditions. It may also be necessary to raise a portion of the road to ensure the capacity of the basin. 3.) The economics involved should also consider the cost of construction as well as the purchase price of the property. Construction items would include but not be limited to: clearing & grubbing, excavations, trucking, structural fill, placement of asphalt road materials, installation of concrete catch basins, drainage pipe, culverts, concrete head walls and perimeter chain link fencing. These construction items could cost upwards of forty thousand ($ 40,000) dollars. The above referenced items should be considered preliminary. No detailed surveys were performed or reviewed. Test holes within the basin site and exact grades of the lot and adjacent road will be required before any engineering design could be produced.
