The following action was taken by the Southold Town Board of
Trustees at their Regular Meeting on September 22, 1999:
RESOLVED, that the Southold Town Board of Trustees grant an
Amendment to Permit #4970 to allow for the construction of the
stairs and platforms to go straight down the bluff and transfer
the permit to new owner from Herbert Jacobs. Located: 605 Sound
Blvd., Laurel.
However, this determination is not a determination from any
other agency.

CONSERVATION ADVISORY COUNCIL
At the meeting of the Southold Town Conservation Advisory Council held Monday, September
20, 1999, the following recommendation was made:
Moved by Melvyn Morris, seconded by Bret Hedges, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Amendment Request of JANE MASTER 94-1-4 to allow for the construction of the stairs and
platforms straight down the bluff, and transfer permit from Herbert Jacobs to Jane Master.

Dear Permittee:
Your recent request to modify the above permit has been
reviewed pursuant to 6NYCRR, Part 62L It has been determined that
the proposed modifications will not substantially change the scope
of the permitted actions or the existing permit conditions.
Therefore, the permit is amended to authorize:
The installation of a stairway down the face of the blurr as
shown on the plans prepared by En-Consultants, Inc. on 9/16/98,
last revised on 9/1/99, and stamped NYSDEC approved on 9/10/99.
This letter is an amendment to the original permit and, as such,
shall be available at the job site whenever authorized work is in
progress.
All other terms and conditions remain as written in the original
permit.

Dear Mr. Penski:
The captioned permit for the construction of a timber retaining wall was issued to then owner Herbert
Jacobs on 10 November 1998 (copy attached). We then submitted a request for an amendment to
include the construction of timber stairs down the bluff, to which the Department responded on 12
April 1999 (copy of letter attached) that the stairs could be constructed using angled stairs and
platforms or stairs and platforms straight down the bluff After submitting a revised plan depicting the
angled design, the Department issued an amendment dated 26 April 1999 (copy attached).
Subsequently, on 1 July 1999, we submitted an application to John Wieland to transfer the permit from
Mr. Jacobs to the now owner, Jane Master (copy attached).
I am writing to request that the permit, presumably now in the name of Jane Master, be amended again
to allow for the construction of the stairs and platforms straight down the bluff, as the cost of the
angled design is estimated to be more than twice that of the straight-down design. As the Department
has already indicated that this design would be approvable, I trust that such an amendment can be
issued without further review. Otherwise, please contact me with any questions at your earliest
convenience, and I thank you in advance for your anticipated cooperation

land amend their permit.
