Adoption of Meeting Minutes: · Adoption of minutes from November 23, 2004 MOTION made by Craig Arm, seconded by Ray Huntington to accept minutes of the November 23, 2004 meeting. Motion carried 5/0. The Members entered into EXECUTIVE SESSION. [executive session] MOTION made by Ray Blum, seconded by Ray Huntington to direct Melissa Spiro to make an offer to landowner for the purchase of development rights on the acreage designated by landowner stipulating 2% lot coverage on PDR. Agricultural operations looked upon favorably by LPC members. Mr. Glover to send letter to Melissa Spiro, Land Preservation Coordinator, describing location of hoop house temporary greenhouses, business operations trailer, underground electric, water mains and irrigation for final approval by LPC members. Purpose of letter is to help document potential approval in context. Discussed Melissa's recent appointment with landowners, Planning Staff, and Marian Sumner. Melissa directed to find out more information as to what property owners want to do with the property and the environmental significance of property before commissioning another appraisal. This property is potentially located in the Cutchogue "halo zone". Melissa discussed project with Town Board and Town Board approved LPC proceeding towards preservation with the concept of keeping the present usage as a golf course open to the public and/or for future recreational activity. MOTION made by Eric Keil, seconded by Michelle Zaloom, to direct Melissa Spiro to commission an appraisal for the purpose of purchasing a development rights easement, with land use remaining as its present use (public golf course) or other type of public recreation, or as agriculture use. Future structures (including ag structures) would be prohibited within easement area. Proposal includes a reserved area for clubhouse and support structures. Motion carried 6/0. DEERKOSKI PROPEPRTY (TPDR): SCTM #: Location: Total Acreage: PDR Acreage: Zoned: CPF: 1000-101-1-2.3 4600 Elijah's Lane, Mattituck +20.78 acres +10to 11 acres A-C Yes Reviewed new application. Landowner submitted application for easement on northerly 10 acres of 20+ acre property. LPC discussed ordering appraisal for entire property (instead of 10 acres only) for purpose of discussing additional preservation with landowner. MOTION made by John Sepenoski, seconded by Craig Arm, to direct Melissa Spiro to commission an appraisal on the subject property in its entirety making sure that appraiser also gives value for 10 acres only (the area offered in the landowner's application) for the purpose of the purchase of a development rights easement. Motion carried 6/0. FLOWER HILL BUILDING CORP. PROPERTY (TPDR): SCTM #: Location: Total Acreage: PDR Acreage: Zoned: CPF: 1000-69-3-10.1 Ackerly Pond Rd, Southold +25.888 acres +20.71 acres A-C Yes Update. Melissa Spiro updated the LPC on meeting she had with Town Board concerning this application and told LPC that Town Board directed LPC to wait on acting on this application until after the halo study was completed in January 2005. KENNEY'S BEACH AREA PROPERTY (TPDR): SCTM #: Location: Total Acreage: Zoned: CPF: 1000-59-1 -. ..... Kenney's Beach area, Southold (vacant properties north of Lake Drive) +10to 12 acres R-40 No Update. (Craig Arm recused himself) There are several lots located in this area that Peconic Land Trust is working with the Civil Association and the Town of Southold to preserve. Lillian Ball, civic association member, is working on a grant application to Long Island Sound's Future Fund. Melissa Spiro brought this matter before the Town Board at their work session on December 7, 2004, as the LPC previously discussed provided limited funding towards the purchase of lots in this area. · NJ MANAGEMENT PROPERTY(TPDR): SCTM #: Location: Total Acreage: PDR Acreage: Zoned: CPF: 1000-113-13-1.2 4735 Westphalia Rd, Mattituck +17.32 acres +15to 16 acres R-80 Yes Update. (Eric Keil recused himself) Melissa Spiro received response from property owner regarding purchase of development rights offer made by LPC. Offer was not accepted and property owner requested that the committee members reconsider raising their offer if the new lot proposed is eliminated. MOTION made by Ray Blum, seconded by Ray Huntington, to increase offer to property owner, eliminating proposed new lot and providing an appraisal update supports the increased price per acre. Motion carried 5/0. General: · No Review of Melissa's status report at this meeting.
