RESOLVED that pursuant to Article 8 of the Environmental Conservation
Law, State Environmental Quality Review and 6NYClLR Part 617,
Section 617.10 and Chapter 44 of the Code of the Town of Southold,
notice is hereby given that the Southold Town Trustees, as Lead
Agency for the action described below, has determined that the
project will not have a significant effect on the environment.
Please take further notice that this declaration should not be
considered a determination made for any other department or agency
which may also have an application pending for the same or similar
project.

DESCRIPTION OF ACTION: Applicant requests a Coastal Erosion Permit
to cut back weeds and scrubs and cover with top soil near the bluff
for reinforcing. Located Sound Drive, opposite McCann Lane,
Greenport.

REASONS SUPPORTING THIS DETERMINATION:
1. An on site inspection has been conducted by the Board of
Trustees.
2. An environmental assessment, submitted by the applicant and
reviewed and completed by the Board of Trustees, has indicated that
no significant adverse effects to the environment are likely to occur
should the project be implemented as planned.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH PROVISIONS of the Wetland Application of STEVE PAPACIANAKIS
33-~-2 to cut back weeds and scrubs and cover with top-soil near the bluff
for reinforcing.
The Council recommends approval with the provision the applicant slope
the top away from the bluff to keep runoff from going over the top edge of the
bluff; the applicant plant a temporary cover of winter rye; and maintain a
buffer along the edge of the bluff.

81-1-17 to install 75' upper retaining wall and 8' return, backfill with clean
fill (approximately 10 c.y.). To be constructed using 6" x 6" timbers.
The Council recommends approval provided the applicant plant beach grass
behind the existing bulkhead.

Dear Mr. Papagianakis,
On the day of my inspection of your wetland violation, we
discussed the need for a landscaping plan on your property that
would bring the erosion of your property under control. Minus
such a plan, (either from and by myself or with the help of the
Suffolk County Soil & Water Conservation Services), the Southold
Town Board of Trustees cannot process your application and put
your violations to rest. In addition, you have subjected your
property to the forces of wind and water erosion.
For your own protection, and that of your neighbors, please
submit a soil stabilization plan and an updated survey showing
location of planting plan immediately.
