Dear Mr. Larsen,
The following action was taken by the Board of Town Trustees
during a Regular Meeting, held on March 22, 2000, regarding the
above matter:
WHEREAS, PAUL LANCEY, applied to the Southold Town Trustees for
a permit under the provisions of" the Wetland Ordinance of the
Town of Southold, application dated February 29, 2000 and,
WHEREAS, said application was referred to the Southold Town
Conservation Advisory Council for their findings and
recommendations, and
WHEREAS, a Public Hearing was held by the Town Trustees with
respect to said application on March 22, 2000, at which time all
interested persons were given an opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are
familiar with the premises in question and the surrounding area,
and,
WHEREAS, the Board has considered all the testimony and
documentation submitted concerning this application, and,
WHEREAS, the structure complies with the standard set forth in
Chapter 97-18 of the Southold Town Code,
WHEREAS, the Board has determined that the project as proposed
will not affect the health, safety and general welfare of the
people of the town,
NOW THEREFORE BE IT,

RESOLVED, that the Board of Trustees approves the application of
PAUL LANCEY to remove and replace inkind/inplace 110' of
bulkhead and backfill with 200 c.y. of fill from upland source,
remove and replace, inkind/inplace a 9' X 12' deck, stairs
relocated and rebuilt, replace any bare areas with beach grass
and any disturbed areas on neighbors property be repaired or
maintained. Located: 18565 Soundview Ave., Southold.
BE IT FURTHER RESOLVED that this determination should not be
considered a determination made for any other Department or
Agency which may also have an application pending for the same
or similar project.
Permit to construct and complete proiect will expire two years
from the date it is signed. Fees must be paid, if applicable,
and permit issued within six months of the date of this
notification.
Two inspections are required and the Trustees are to be notified
upon completion of said project.

Confirming conversation with Mr. Larsen on March 13,2000 and the certified mail sent
to me, 1 want you to know that I do not understand the plan submitted with the notice. I
strongly object to any kind of repairs or modifications you are going to do next to Vihold
Corp's property.
In the event that you undergo the reconstruction of your existing bulkhead and relocation
of the stairs at 18565 Soundview Ave, Southold. with or without a permit, I hold you and
your contractor fully liable for any damage or any other effect to Vihold's property as a
consequence of such work.
I appreciate you didn't have any time to further explore the situation over the phone
yesterday but please be advised that unless I understand the work in V ihold Corp's
property I do not agree to such repairs and/or modifications.
A copy of this letter is also being sent to the Board of Trustees of the Town of South old.

DESCRIPTION OF AUTHORIZED ACTIVITY:
Remove and replace in the same location 110 linear feet of existing timber
bulkhead and place 200 cubic yards of clean upland sand as backfill.
Remove and replace in the same location the existing 9' x 12' wood deck at
the top of the bluff. Remove the existing 4 . x 17' stairs, 4 ' x 8 ' wood
deck, 4 ' x 15' stairs and 10' x 10' wood deck and replace at the same
dimensions within the property line. Install a 4 ' x 10' stairway from the
top of the new bulkhead to the beach and plant the area to be backfilled
and the bare areas of the bluff with beach grass on 12" centers.
