Krupski, President Board of Town Trustees Southold, NY September 20, 2001 Dear Mr. Krupski; On May 6th of this year I filed an application for a building permit to modify one side of a small portion of the attic in the house that I built in 1973 and have lived in since that date. Mr. George Terry of this town agreed to do the work which we thought could be finished before the fall heating season. Unfortunately I didn't realize that the Building Department was so far behind in its work. Last week after 4 months had elapsed I visited the Building Department and was offered an apology and a promise that they would review the plans very shortly. However I was stunned when I was told that the plans would have to be approved by the Trustees because it is less than 100 ff. from a waterway (actually 94 ft.). Would you suggest that I move the section of attic that I was going to change 6 ff. so that it would be 100 ff. from the waterway? This seems silly but it would then be out of the Trustees' jurisdiction. Am I right? This little improvement project has nothing to do with wetlands or waterways which are the Trustees' responsibility. It involves raising only a small portion of the existing reef in a central portion of the house in order to install a window, gain headroom and make the attic space usable. This would give my wife a place to keep and work on her sewing and needlework projects instead of having them take up space in the living room. I visited the Trustees' office this afternoon and was told that I would have to file a "request for a waiver" which of course involves a fee. The most disturbing thing I learned was that once I did this no action would be taken until the next meeting of the Trustees on October 24th. VVhen I requested a meeting with a trustee to explain the problem I was told that there was a work session that evening at 6:30 which I could attend. I did attend at 6:30 but it must have began at 6, there was no opportunity to talk to any trustee as people were waiting for the Board's meeting to begin. That means that the work probably can not be done until winter and I do not want to open up the roof in freezing weather when the heat is on in the house. I may have to give up the whole idea and make my wife very unhappy. I am enclosing an elevation and also a survey showing this change. Also a "Letter of Request for a Waiver" knowing that you will probably still feel it is necessary. If the work could be done before winter I would go ahead. If not, I don't know.
