Meeting of December 2~, 1974
The Southcld Town Board met at the office of Supervisor Albert M.
Martocchia, 16 South Street, Greenport, New York, at 3:00 P.M.,
Friday, December 27, 1974, with the following present:
Supervisor Albert M. Martocchia
Councilman James H. Rich, Jr.
Councilman James Homan
Justice Martin Suter
Justice Louis M. Demarest

On motion of Justice Demarest, seconded by Justice Suter, it was
RESOLVED that the minutes of t~ Southold Town Board meeting held
December 10, 1974 be approved as submitted.

On motion of Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that the next meeting of the Southold Town Board will b~
held at 3:00 P.M., Thursday, January 2, ~975 at the office of
Supervisor Albert M. Martocchia, 16 South Street, Greenport, New York.~

On motion of Justice Demarest, seconded by Justice Suter it was
RESOLVED that the Police ~port for the month of ~ovember be
accepted and placed on file.

On motion of Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that the Southold Town Board accept with regret the
resignation of Donald Fisher as a Narcotic ~uncil Aide for the
Town of Southold.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter Justice Demarest.
On motion of Justice Suter, seconded by Councilman ~oman, it was
RESOLVED that Supervisor Albert M. Martockhia appoint Herbert
Boughton, Mattituck, New York, to the Fire Advisory Board of
Suffolk County, representing the Town of Southold, for the year
1975, a position he presently holds.

On motion of Justice Demarest, seconded by Councilman Rich, it was
RESOLVED that the Southold Town Board approves payment of Thames
Shipyard & Repair Company bill in the amount of $14,233.25 for the
haul-out of the Mystic Isle, by the Fishers Island Ferry District.

Rich, Councilman Homan, Justice Suter, Justice Demarest.
On motion of Councilman Homan, seconded by Justice Demarest, it was
RESOLVED that the Southold To~n Board approve Federal Revenue Sharing
Fund bills in the amount of $18,632.59.

On motion of Councilman Rich, seconded by Councilman Homan, it was
RESOLVED that Supervisor Albert M. Martocchia be and he hereby is
authorized to purchase six police cars from the lowest bidder Greenport
Ford~Mercury at $25,844.86. (Other bid - J. J. Hart, Riverhead,
$25,853.00.)

On motion of Justice Demarest, seconded by Councilman Rich, it was
RESOLVED that Supervisor Albert M. Martocch~be and he hereby is
authorized to purchase a supervisor's car from Greenport Ford-Mercury,
lowest bidder, at $4,364.00. (Other~ bid - Mullen Motors, Southold,
$4,400.00)

Rich, Councilman Homan, Justice Suter, Justice Demarest.
On motion of Justice Demarest, seconded by Justice Suter, it was
RESOLVED that Supervisor Albert M. Martocchia be and he hereby is
authorized to enter into a con,tact with Honeycomb Fabrications in
the bid amount of $24,800.00 for dog pound, and Honeycomb
Fabrications to furnish a guaranteed bond for said construction.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Homan, Justice Suter, Justice Demares~ Councilman Rich - not voting.
On motion of Councilman Homan, seconded by Justice Suter, it was
RESOLVED that ~anford Friemann be and he hereby is appointed
Watchman, effective January l, 1975, at a salary of $3.20 per hour.

Rich, Councilman Homart, Justice Suter, Justice Demarest.
On motion of Justice Suter, seconded by .Councilman Homan, it was
RESOLVED that Donald Fisher be appointed part-time radio operator,
effective January 1, 1975, at a salary of '$3.20 per hour.

Rich, Councilman Homan, Justice Suter, Justice Demarest.
On motion of Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that Lois Cunnin9ham be appointed radio operator, effective
January 1, 1975, at a salary of $6~000.00 per year.

Rich, Councilman Homan, Justice Suter, Justice Demarest.
On motion of Councilman Homan, seconded by Justice Suter, it was
RESOLVED that Theresa Orlowski be appointed clerk-typist for the
program under the Narcotic Guidance Council, effective January l,
1975, at a salary of $5~000.00 per year.

On motion of Councilman Rich, seconded by Councilman Homan, it was
RESOLVED that Supervisor Albert M. Martoc~hia be and he hereby is
authorized to sign the 1975-76 CSEA contract.

Rich, Councilman Homan, Justice Suter, Justice Demarest.
On motion of Justice Demarest, seconded by Justice Suter, it was
RESOLVED that Patrolman Theodore Bokina be promoted to Sergeant,
effective January 1, 1975, at a s~&ary of $14,130.00 per year.

Rich, Councilman Homan, Justice Suter, Justice Demarest.
On motion of Justice Demarest, seconded by Justice Suter, it was
RESOLVED that Radio Operator Claude Kumjian be appointed Provisional
Patrolman effective January k, 1975 at a salary of $9,500.00 per year.

On motion of Councilman Rich, seconded by Councilman Homan, it was
RESOLVED that the Southold Town Board authorizes payment of $500.00
to the Southold Archaeological Association.

On motion of Councilman Rich, seconded by Councilman Homan, it was
RESOLVED that the Southold Town Board authorizes payment of $500.00
to Custer Institute, Southold, New York.

WHEREAS William Ruland applied to the Town Board for a single
trailer permit,
NOW, THEREFORE, BE IT RESOLVED that the application of William
Ruland to locate a single trailer on the corner of Main Road-and
M~ll Lane, Mattituck, New York, be and hereby is approved from
November 1, 1974 to April 30, 1975.

Rich, Councilman Homan, Justice Suter, Justice Demarest.
On motion of Councilman ~oman, seconded by Councilman Rich, it was
RESOLVED that the Southold Town Board authorizes the transfer of
$894.00 from the Roofing account to Payroll Account, Fishers Island
Ferry District, and $85.61 be transferred from office expenses to
Payroll Account, Fishers Island Ferry District.

On motion of Councilman Rich, seconded by Councilman Homan, it was
RESOLVED that $250.00 be and hereby is transferred from Highway
Item 3, Workmen's Compensation to Personal Services, Item 3.

On motion of Justice Demarest, seconded by Councilman Rich, it was
RESOLVED that the following funds be transferred from Whole Town

On motion of Justice Demarest, seconded by Justice Suter, it was
RESOLVED that the following funds be transferred from Part-Town

Mr. David Driscoll discussed the Police Department and their radio
transmissions; the Norris change of zone; the town hall; and the
proposed dog leash law.
Mrs. Loraine Terry questioned the sale of property in the Fleets
Neck area to Leander Glover by the Town Trustees.
Meeting adjourned at 4:35 P.M.
