Meeting of December 10, 1974
The SOuthold Town Board met at the office of Supervisor Albert
Mr Martocchia, Z6 South Street, Greenport, New York, at 3:00
Tuesday, December 10, 1974, with the following present:
Supervisor Albert M. Martocchia
Councilman James H. Rich, Jr.
Councilman James Homan
Justice Martin Suter
Justice Louis M. Demarest
Justice Francis T. Doyen
Town Attorney Robert W. Tasker
Town Clerk Albert W. Richmond
absent: Highway Superintendent RaymOnd C. Dean
On motion of Councilman Homan, seconded by Justice Suter, it was
RESOLVED that the minutes of the November 26, 1974 meeting Of the
Southold Town Board be approved as submitted.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice
Doyen.
On motion of Councilman Rich, seconded by Justice Suter, it was
RESOLVED that the reports of Supervisor Martocchia, Town Clerk
Rich, ~lding ~epartment, and Justice Suter for the month of
November be accepted by the Town Board and placed on file.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice
Doyen.
On motion of Councilman Rich, seconded by Councilman Homan, it was
RESOLVED that the next regular meeting of the Southold Town Board
will be held at 3:00 P.M. Friday, December 27, 1974 at the office
of Supervisor Albert M. Martocchia, 16 South Street, Greenport,
New York.

Moved by Justice Suter seconded by Justice Demarest, it was
RESOLVED that Supervisor Martocchia notify District Attorney
Henry G Wenzel III that the Southold Town Board hereby requests
re-certification of Francis J. Yakaboski, Esq., Howard M.
Finkelstein, Esq., and Allen M. Smith, Esq. as Special Assistant
District Attorneys.

Rich, Councilman Hogan, Justice Suter, Justice Demarest, Justice
Doyen.
On motion of Justice Suter, seconded by Councilman ~oman, it was
RESOLVED that application of Frank Carlin dated November 13, 1974
for a trailer permit be and hereby is denied.

Moved by Justice Demarest, seconded by Justice Suter,
WHEREAS Elsie Mastrosimone applied to the Southold Town Board for a
permit under the provisions of the Wetland Ordi~nce of the Town
of Southold, application dated October 4, 1974, and
WHEREAS the said application was referred to the Southold Town Board
of Town Trustees and the Southold Town Conservation Advisory Council
for their findings and recommendations, and
WHEREAS a public hearing was held by the Town Board with respect
to said application on the 26th day of November, 1974, at which.
time all interested persons were given an opportunity to be heard,
NOW, THEREFORE, BE IT RESOLVED that Elsie Mastrosimone, Inlet Lane
Extension, Greenport, New York be granted a permit under the
provisions of the Town of Southold Wetland Ordinance to construct
an open dock across the meadow at her property on Inlet Lane Extension,
Greenport, New York.

Moved by Justice Demarest, seconded by Justice Suter,
WHEREAS Raymond E. Clempner applied to the Southold Town Board for a
permit under the provisions of the Wetland Ordinance of the Town
of Southold, application dated September 15, 1974, and
WHEREAS the said application was referred to the Southold Town Board
of Town Trustees and the Southold Town Conservation Advisory Council
for their findings and recommendations, and
WHEREAS a public hearing was held by the Town Board with respect
to said application on the 26th day of November 1974, at which
time all interested persons were given an opportunity to be heard,
NOW, THEREFORE, BE IT RESOLVED that Raymond E. Ctmmpner, 1240 Inlet
Lane, Greenport, New York, be granted a permit under the provisions
of the Wetland Ordinance of the Town of Southold to construct an
open d'ock across the meadow at his property on Inlet Lane, Gr~enpo~t,
New York.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice
Doyen.
On motion of Justice Doyen, seconded by Justice Demarest, it was
RESOLVED that the Southold Town Board approves the action of the
Fishers Island Ferry District in appointing John C. Evans, Commissioner
of the Fishers Island Ferry District, to replace Polly Edmonds.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice
Doyen.
Moved by Justice Suter, seconded by Councilman ~oman,
WHEREAS Mabel Miles has applied to the Town Board for a single
trailer renewal permit dated November 15, 1974,
NOW, THEREFORE, BE IT RESOLVED that the application of Mabel Miles
to locate a single trailer on her property on private road, off
north side Main Road, Mattituck, New York be and hereby is granted
for a period of s~x (6) months.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice
Doyen.
On motion of Councilman Rich, seconded by Justice Demarest,
WHEREAS the Southold Town Planning Board and Suffolk County
Department of Planning have prepared official reports and
recommendati~ss on the application of Joseph J. Lizewski for a
change of zone from "A" Residential and Agricultural District to
"B" Light Business District,
NOW, THEREFORE, BE IT RESOLVED that a public hearing will be held
by the ~outhold Town Board at 3:90 P.M., Tuesday, January 28, 1975
at 16 South Street, Greenport, New York, on the abovementioned
petition, and that the Town Clerk be and he hereby is authorized
and directed to cause notice of said hearing to be published in
the official newspaper pursuant to the requirements of law.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman

Not Voting: Justice Doyen. RE~OLUTION DEFEATED.
On motion of Councilman Homan, seconded by Justice Suter,
WHEREAS the Southold Town Planning Board and Suff$1k County
Department of Planning have prepared official report s and
recommendations on the application Of Joseph J. Lizewski for a
change of zone from "A" Residential and Agricultural District to
"B" LightiB~s~ness District,
NOW, THEREFORE, BE IT RESOLVED that a public hearing will be held
by the Southold Town Board at ~:30 P,M., Tuesday, January 28, 1975
at 16 South Street, Greenport, New York, on the abovementioned
petition, and that the Town Clerk be and he hereby is authorized
and directed to cause notice of said hearing to be published mn
the official newspaper pursuant to the requirements of law.

Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice
Doyen.
On motion of Justice Demarest, seconded by Councilman Rich,
WHEREAS the St. Agnes Church, Greenport, New York has applied
to the Town Clerk for an Amendment to their Bingo License, and
WHEREAS the Southold Town Board has examined the application, and
after investigation, duly made findings and determ~inatiOns as~
required by law,
NOW, THEREFORE, BE IT RESOLVED that the Supervisor be and he hereby
is authorized and directed to execute on behalf of the Town Board
the findings and determinations required by law, and it is further
RESOLVED that the Town Clerk be and he hereby is directed to amend
the bingo license of the St. Agnes Church, Greenport, New York.

Doyen.
On motion of Justice Demarest, seconded by CoUncilman Homan, it was
RESOLVED that John Bogp, Mattituck, New York be and he hereby is
appointed Program Administrator to the program under the Southold
Town Narcotic Guidance Council, effective December 1, 1974.
Vote of the Town.Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice
Doyen.
On motion of Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that Supervisor Martocchia be and he hereby is 'authorized
to expend $2,000.00 for the purchase of clams.

Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice
Doyen.
On motion of JusticelDemarest, seconded by Councilman Homan, it Was
RESOLVED that $325.77 be and hereby is transferred from Highway
Item 4 Workm~n's ~ompensation to Miscellaneous Contractual.

Moved by Justice Suter, seconded by Justice Demarest, it was
RESOLVED that General bills in the~amount of $27,116.43; Fishers
Island Ferry District bills ~n the amount of $16,849.58; Highway
Department bills in the amount of $14,242.34; Special Districts
bills in the amount of $5,138.88; and Federal Revenue Sharing
bills in the amount of $7,540.61 be and the same are hereby ordered
paid.

Doyen.
Mr. Wil~ard D. Lawrence brought up the subject to the Bay Avenue-
Skunk Lane situation in Cutchogue, and read a letter from the
Nassau Farms Association of which he is President, requesting the
Town Board to place a marker at the Main Road identifying the
road as having once been known as Skunk Lane, but have the regular
street signs revert to Bay Avenue. A copy of Mr. Lawrence's letter
is on file in the Town Clerk,s Office.
Mr. Lawrence also mentioned the Bicentennial and stated he is
contacting the local organizations relative to this.
Mrs. Gladys Csajko brought to the Board's attention a previous
request she made relative to notifying property owners within
500 feet of a property which is the subject of a public hearing.
Mr. David Driscoll again made a statement to the Town Board relative
to the adoption of a dog leas~ ordinance.
Mrs. Loraine Terry inquired about the Cablevision franchise, She
also discussed the possibility of requiring entrance and exit areas
for businesses on Main State Road and County Route 27A, Greenport.
On motion of Councilman Rich, seconded by Justice Suter, it was
RESOLVED that this Town Board meeting be adjourned at 4:30 P.M.
