Martocchia, 16 South Street, Greenport, New York, at 3:00 P.M., Tuesday, October 8, 1974, with the following present: Supervisor Albert Ft~oMa'rtocchia Councilman James H. Richmond On motion of Councilman Homan, seconded by. Justice Suter, it was RESOLVED that the Southold Town Board minutes of September 24, 1974 and October 4, 1974 be approved as submitted. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice Doyen. Moved by Justice Suter, seconded by Councilman Homan, it was RESOLVED that the next regular meeting of the Southold Town Board will be held at 3:00 P.M., Tuesday, October 29, 1974 at the office of Supervisor Albert M. Martocchia, 16 South Street, Greenport,-New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. (It was necessary f~r~:~ustice Doyen to return to Fishers Island at this time.) Moved by Councilman Rich, seconded by Councilman Homan, it was RESOLVED that the reports for the month of September submitted by the Building ~p~tment, Town Clerk, Justice Suter and Town Clerk be accepted by the Town Board and placed on file. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Demarest, seconded by Justice Suter, it was RESOLVED that the Southold Town Board approves the action of the Fishers Island Ferry District in employing Martha Thibodeau of Fishers Island at the rate of $3.20 per hour, for one month, while Ione D. Norton is on ~ leave of absence. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Suter, seconded by Councilman Rich, it was RESOLVED that the Southold Town Board ~pproves the action of the Fishers Island Fer, ry District in employing EvelYn Clarke of Fishers Island as a Reservationist at the rate of $3.00 per hour, for ten hours a week as needed; appointment effective September 27, 1974. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Supervisor Martocchia notified the Board that the appointment of Alfred Grebe, Planning Board member from Fishers Island has been extended by the Civil Service ~ommission to September 1975. Moved by Councilman Homart, seconded by Councilman Rich, it was RESOLVED that the southold Town Board accept the resignation of Lee Christensen, Community Program Assitant of Southold Town Community Services, Town of Southold Narcotics Guidance Council, effective as of October ll, 1974. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Councilman Rich, seconded by Councilman Homan, WHEREAS Ralph C. Condit applied to the Southold Town Board for a permit~under the provisions if the Wetland Ordinance ofthe Town of $outhold, application dated June 3, 1974, and WHEREAS the said application was referred to the Southold Town Board of Town T~ustees and the Southold Town Conservation Advisory Council for their findings and recommendations, and WHEREAS a public hearing was held by the Town Board with respect to said application on the 24th day of September, 1974, at which time all interested persons were given an opportunity to be heard, NOW, THEREFORE, BE IT RESOLVED that Ralph C. Condit, Wells Road, Peconic, New York. be granted a permit under' the provisions of the Wetland Ordinance of the Town of $outhold to construct an open dock across the meadow at his property on Wells Road, Peconic, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homart, Justice Suter, Justice Demarest. Moved by Justice Suter, seconded by Justice Demarest, iQ was RESOLVED that the Southold Town Board accept the resignation of Chester Melot as Attendance Office effective October 15, 1974. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Suter, seconded by Councilman Homan, it was RESOLVED that Carolyn Grcssenbacher, Mattituck, New York, be and she hereby is appointed Attendance Officer, subject to the written approval of the District Superintendent of Schools, throughout the Town of Southotd, except such schools as are otherwise provided for by Section 3113 of the Education Law~ and be it further RESOLVED that the compensation of such Attendance Officer be fixed at $1,200.00 per year payable in regular semi-monthly installments, she to pay her own expenses, and be it further RESOLVED that the Town Clerk be and he hereby is instructed to ~0tify Carolyn Grossenbacher and the District Superin%enden~ of Schools of the appointment. Moved by Justice Surer, seconded by Councilman Rich, it was RESOLVED that the~Southold Town Board accept the application of Walter Buchs as '~adio operator. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Demarest, seconded by Justice Surer, it was RESOLVED that the Southold Town Board accept the bond of Woodhollow Properties, Inc. for Orient-By-The--Sea, Section III, in the amount of $97,750.00 as submitted by Walter Uhl and Thomas E. Uhl. Vote of the Tow~ Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Councilman Rich, seconded by Justice Demarest, it was RESOLVED that the Southold Town Board approves the action of the Fishers Island Ferry District in transferring $2,080.00 from the Insurance Budgeted amount to the following budgeted accounts: Mail $800.00 Commissioner Fees 680.00 Auditing 500.00 Theatre 100.00 $2080.00 Vote of the Town Board.: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice-Demarest. Moved by Justice Suter, seconded by Councilman Homan, WHEREAS the St. Agnes Church, Greenport, New York applied to the Town Clerk for a Bingo License, and WHEREAS the Town Board has examined the application, and after investigation, duly made findings and determinations as required by law, NOW, THEREFORE, BE IT RESOLVED that the Supervisor be and he.hereby is authorized and directed to execute on behalf of the Town Board the findings and determinations required by law, and it is further RESOLVED that the Town Clerk be and he hereby is directed to issue a Bingo License to the St. Agnes Church, Greenport, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Jusiice Suter, Justice Demarest.~ ... On motion of Councilman Rich, seconded by Councilman Homan, it was RESOLVED that Chief Carl Cataldo is hereby authorized to sign~ an agreement on behalf of the Town of Southold with ~alter S. Ross, Private Road, north side Route 27A, on Long Island Sound, for the connection of a leased line alarm system to the alarm panel of the communications console at Police Headquarters, Main Road, Peconic, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich· Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice. Demarest, seconded by Councilman Homan, it was RESOLVED that the following resolution adopted by the Southold Town Board on September 10, 1974 be rescinded: "Moved by Councilman Rich, seconded by Councilman ~oman, it was RESOLVED that $7500.00 be transferred from Contingent Fund to Town Trustees. Moved by Justice Suter, seconded by Councilman Rich, it was 'i i RESOLVED that General bills in the amount of $17 005 02; Fish,rs · - ~Island Ferry District bills in ~the amount of $22,788.39; Higkway Department bills in the amount of $20,477.28; Special DistriC~i bills in the amount of $5,206.36; and Revenue Sharing E~ Bill,s in the amount of $2,265.10 be and the same are hereby ordered paid. Mr. LeRoy Mollineau sp~e to the Board about the poor conditioD of the roads in Southold Shores, asking what can be done by th~ Town to put the roads in good repair and provide necessary services. Supervisor Martocchia advised that the Town cannot maintain private roads· but described the possibility of a road improvement district. Justice Suter answered statements made in the newsletter put out by the North Fork Taxpayers Association, presenting a~fidavits attesting to the fact that each department in the Town'Clerk,s Office was staffed on the day of the annual Fishers Island Town Board meeting August 13th, and not just one assessor in attendance in the building. His affidavits refuted the newsletter, stating that Town Clerk Richmond, Building Inspector Terry and his secretary Marjorie McDermott were also in the building the entire day. Councilman Rich handed the Town Board a petition, which he had been presented with, signed by 30 individuals in the Peconic area, protesting the construction of a Dog Pound on the Town owned property adjacent to the Town Highway Department and the Southold Town Police in Peconic. Mrs. Gladys Csa~ko inquired as to what progress was being made with the construction of the new dog pound. She was advised th~ plans were being redrawn and cons~truction would begin when the Town employees, who are to do the work, hage time to begin the construction. Moved by Justice Demarest, seconded by Justice Homan, it was RESOLVED that this Town Board meeting be recessed until 1:00 P.M., Tuesday, October 15, 1974 at the office of Supervisor Albert M.
