Meeting of July 30, 1974
The Southold Town Board met at the office of Supervisor Albert M.
Martocchia, t6 South Street, Greenport, New. York, at 3:00 P,M.,
Tuesday~July 30, 1974, with-the following present:

On motion of Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that the Southold Town Board minutes of July 9, 1974
be and they hereby are approved~ --
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
On motion of Councilman Rich,.seconded by Councilman Homan, it was
RESOLVED that the next meeting of the Southold Town Board will be
held at 3:00 P.M., Thursday, August 8~ 1974 at-the office of
Supervisor Albert M. Martocchia, 16 South Street, Greenport, New York.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
Moved by Councilman Rich, seconded by Councilman Homan, it was
RESOLVED that the $outhold Town Board accept the letter of withdrawal
submitted by Richard J.. CDon on behalf of his client, Werner L. Adel,
Jr., who had requested a change of zone from "A" Residential and
Agricultural District to "C" Light Industrial District on premises
situate at Route 25, Cutchogue, New York.
Vo~e of the Town Board: Ayes: Supervisor M~rtocchia, Councilman
Rich, Councilman Homan, Justice Suter.
On motion of Justice Suter, seconded by Councilman Homan, it was
RESOLVED that the Southold Town Board recommend to the Suffolk
County Legislature t~e appointment of Henry Moisa, Orient, New
York to the Suffolk County Farm Lands Development Rights Committee.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
On motion of Councilman Rich, seconded by Justice Suter, it was
RESOLVED that Supervisor Albert M. Martocchia be and he hereby is
authorized to purchase mini-bus from the Greenport-Ford-Mercury,
lowest responsible bidder for mini-bus at $4,552.00.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
Moved by Councilman Homan, seconded by Justice Suter, it was
RESOLVED that the Southold Town Board approves the action of the
Fishers Island Ferry District in appointing Richard M. Ma llove, New
London, Connecticut, as an attendant to control the parking lot at
the New London Terminal, at a pay rate of $90.00 per week.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
Moved by Justice Surer, seconded by Councilman Rich, it was
RESOLVED that the Town of Southold pay $300.00 to the Fishers Island
School for their summer recreation program.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
On motion of Justice Suter, seconded ~y Councilman Rich, it was
RESOLVED that Howard M. Terry, Building Inspector, be and he hereby
is authorized to attend New York State Building Officials Association
Convention at Ellenville, New York on September 11, 12, 13, 1974, and
be it further
RESOLVED that the actual and necessary expenses to travel, meals
and lodging incurred while attending said convention be a legal charge
against the Town of Southold.

Rich, Councilman Homal Justice Suter.
Moved by Justice Suter, seconded by Councilman Rich,
WHEREAS-George McCarthy applied to the Town Board for a single
trailer renewal permit, dated July 15, 1974,
NOW, THEREFORE, BE IT RESOLVED that the application of George
McCarthy to locate a single trailer on his property at the south
side Main Road, Laurel, New York, be and hereby is granted for a
period of six (6) months.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
Moved by Councilman Rich, seconded by Councilman Homan,
WHEREAS Isidore P. Krupski has applied to the Town Board for a single
trailer renewal permit dated August 6, 1974,
NOW, THEREFORE, BE IT RESOLVED that the application of Isidore P.
Krupski to locate a single trailer on his property at the north
sid~ Main Road, approximately 1000 feet east of Bay Avenue, Peconic,
New York be renewed for a period of six (6) months.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.

Moved by Councilman Homan, seconded by Councilman Rich,
WHEREAS Martha J. Paul, Brightwaters, N~ ~rk applied to the Town
Board for a single trailer permit dated July 22, 1974,
NOW~, THEREFORE, BE IT RESOLVED that the application of Martha J.
Paul to locate a single trailer on the property of Glenn Heidtmann,
Bil'lard Road, Cutchogue, New York be and hereby is denied as there
are no water or sanitary facilities available.

M~Ved by Councilman Homan, seconded by Councilman Rich,
WHEREAS Margaret M. Friis, Cutchogue, New York applied to the Town
Board for a single trailer permit dated July 17, 1974,
N~W, THEREFORE, BE IT RESOLVED that the application of Margaret M.
P~iis, Harbor Lane, Cutchogue, New York be and hereby is denied
permission to locate a single trailer on her property as there would
be no water or sanitary facilities available to the trailer.

On mo%ion of Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that Supervisor Albert. M. Martocchia be and he hereby is
authorized to make arrangements for the electrical equipment for
the l~ghts on Goose Creek Bridge, Southold, New York, to be repaired.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
On,motion of Councilman Rich, seconded by Councilman ~oman, it was
RESOLVED that Chief Carl Cataldo is hereby authorized to sign an
agreement on behalf of the Town of Southold with Walt Whitman
F~deral Savings and Loan Association, Main Road, Mattituck, New
York for the connection of a leased line alarm system to the alarm
panel of the communications console at Police Headquarters, Main Road,
Peconic, New York.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
Moved by Justice Suter, seconded by Councilman Rich, it was
RESOLVED that Chief Carl Cataldo be and he hereby is authorized
to attend Association of Chies of Police,'-Fallsburg, New York on
August 11 through 15, 1974, and be it further
RESOLVED that the actual and necessary expenses to travel, meals
and lodging incurred while attending said convention be a legal
charge against the Town of Southold.

Rich, Councilman Homan, Justice Suter.
The Southold Town Board wishes entered into their minutes, their
thanks and appreciation to the Mattituck, Cutchogue and Southold
Fire Departments for their participation in the search for a missing
boy at Mattituck Creek.
On motion of Councilman Rich, seconded by Councilman Homan,
WHEREAS Albert W. Albertson, by application dated August '16, ~1973
petitioned the Town Board of the Town of Southold for a change of
zone on certain property situated at Southold from "A" Residential
and Agricultural District to "C" Light Industrial District, and
WHEREAS the said petition was referred to the Southold Town Planning
Board and Suffolk County Department of Planning for official
recommendation and report, and
WHEREAS the Town Board, pursuant to due notice, held a public
hearing thereon on the 21st day of May 1974 at 7:30 P.M., ~ ~hich
time all interested persons were given an opportunity to be heard,
NOW, THEREFORE, BE IT RESOLVED that Albert W. Albertson be granted
a change of zone from "A" Residential and Agricultural District to
"C" Light Industrial District on property situate at Southold, New
York, and more particularly bounded and described as follows:
BEGINNING at a point on Main Road 843.96 feet East of Bay Home Road;
from said point of beginning running thence North 59 degrees 40
~inutes 88 seconds East 417.29 feet to a point; thence South 18
degrees 20 minutes 00 seconds East 251.00 feet to a point at t~e
high wa~er mar~ of Budds Pond; thence along said high water mark
as measured by a tie line South 20 degrees 46 minutes 40 seconds
West 469.06 feet to a point; thence North 30 degrees 20 minutes
00 seconds West 540.00 feet to the point of BEGINNING.
EXCEPTING therefrom a strip of land 40 feet wide along the length
of the westerly side of the above described property to serve as
a buffer zone.

On motion of Councilman Homan, seconded by Councilman Rich, i~ was
RESOLVED that Raymond Jacobs be and he hereby is appointed Deputy
Highway Superintendent, effective August 1, 1974, at a salary of
$12,000.00 per year, without any overtime pay.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
Moved by Councilman Homan, seconded by Councilman Rich, ~ ~t
~SOLVED that in accordance with Section 239U of ArticLe 12E of the
General Municipal Law of the State of New York, that on this date of
July 30, 1974 the Town Board of the Town of Southold hereby creates
the "Town of Southotd Narcotics Guidance Council," and be it
~ESOLVED that thi~ Narcotic Guidance Council is hereby created for
the purposes and to accomplish the ends that are set forth in
Article 12E, Section 239U of the General Municipal Law of this State;
and be it further
RESOLVED that such Council shall consist of not less than three nor
more than seven members who shall be appointed by the Town Board
for a term not exceeding three years and shall include at least one
clergyman, one attorney, and one physician; and be it

BE IT FURTHER RESOLVED that Michael J. Cortese shall servs as
Chairman of the Town of Southold Narcotics Guidance Council.
The role of the Southold Town Narcotics G~idance Council is as follows:
1. The Southold Town Narcotics Guidance Council is responsible
to the entire community. This is a responsibility to call
attention, propose and carry out measures to prevent and
alleviate abuses it finds detrimental to the integrity of
the citizens of our town.
2. An integral person is a growing person. Growth must be self-
generating. We must provide the opportunities for this self
growth.
The NGC cam provide these opportunities by these measures:
A. Youth Activities
B. School Education
C. Adult Education
D. Counseling
E. Public Relations and Awareness
3. For the smooth operation of our program, the Southold Town
BOard has entrusted the setting of policies, goals and
direction to the Southold Town Narcotics Guidance Council.
To facilitate the operation of the program, an open line of
communication between the town board, director, paid and
unpaid personnel and the Southold Town Narcotics Guidance
Council must be maintained.
P~ior to implementation all measures proposed must be approved
by the Southold Town ~arcotics G~idance Council.
This resolution shall take effect immediately.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
Mrs. Gladys Csajko, President of the North Fork Animal Welfare
League, Inc. presented a letter from the League urging the Town
Board to take immediate steps to build a dog shelter. Letter on
file in the Town Clerk's Office.
Mrs. Bonner of New Suffolk also urged the Town Board to take steps
to build a dog shelter.
Ruth Zalewski', Mattituck, requested the Town Board to donate ~uhds
to The Eastern Long Island Gymnastic Association. The Town has
already given the association $225.00 and cannot provide further
funds at this time.
Mrs. Jean Tiedke asked what progress is being made toward building
a town hall.
Moved by Justice Suter, seconded b~ Councilman Rich, it was
RESOLVED that this Town Board meeting be adjourned at 4:43 P.M~
