Meeting of July 9, 1974
The Southold Town Board met at the Office of Supervisor Albert M.
Martocchia, 16 South Street, Greenport, New York, at 3:00 P.M.,
Tuesday, July 9, 1974, with the following present:

Moved by Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that the minutes of the Southold Town Board meeting hekd
June 18, 1974 be and hereby are approved.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest.
On motion of Justice Demarest, seconded by Councilman Homan, it was
RESOLVED that the next meeting of the Southold Town Board will be
held at 3:00 P'.M., Tuesday, July 30, 1974 at the office of Supervisor
Albert M. Martocchia, 16 South Street, Greenport, New York.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest.
On motion of Councilman Rich, seconded by Councilman Homan, it was
RESOLVED that the reports ~or the month of June 1974 for the
Supervisor, Town Clerk, Justice Suter and Building Department be
and they hereby are accepted by the Town Board and placed on file.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest.
On motion of Justice Demarest, seconded by Councilman Rich, it was
RESOLVED that th~name of Marshall Hansen be added to the Southold
Town Beach Concession contract of Edward Bage,
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Surer, Justice Demarest.
Moved by Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that at the request of Mr. Frank Coyle, his salary as a
member of the Southcld Town Planning Board be reduced so as not to
exceed $1,800.00 per year.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, ~ustice Demarest.
On motion of Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that In the Matter of the Application of Mattituck Bowling ~
Lanes, Inc., Mattituck Building Corp., and Gunter Morchel to dis-
continue a portion of a highway in said Town of Southold, Suffolk ....
C6unty, New York, the following resolution be adopted:
We, the undersigned members of the Town Board of the Town of
Southold, Suffolk County, New York, having read the application of
Mattituck Bowling Lanes, Inc., Mattituck Building Corp., and Bunter
Morchel asking for the discontinuance of a portion of a highway
in the Town of Southold, as described in said application, and it
appearing that Main (State) Road an ~mproved highway has heretofore
been constructed in said Town of Southold, which improved highway
follows the general directionoof the highway, a portion of whiCh is
sought'GO be discontinued and serves generally the same purpose and
it. appearing that traffic over said highway is limited to the applicants
above,.named, said highway not having been improved or repaired for
some time and it further appea~ing that there are no other persons
or corporations, other than t~ese applicants, owning any premises
through which said highway sought to be discontinued passes or to
which it is adjacent, and it further appearing that the portion of
said highway sought to be discontinued has become unnecessary and
useless.
NOW, after due deliberation, we, the undersigned, members
of the Town Board of the Town of Southold, do pursuant to section
171 of the Highway Law of the State of New York, hereby consent in
writing that the said portion of the highway sought to be discontinued
and described in the application, be discontinued.

Moved by Councilman Rich, seconded by Justice Demarest,
WITEREAS Keith Harris applied to the Southold Town Board for a permit
under the provisions of the Wetland Ordinance of the Town of Southold,
~pplication dated April 26, 1974, and
WHEREAS the said application was referred to the Southold Town Board
of Town Trustees and the Southold Town Conservation Advisory Council
for their findings and recommendations, and
WHEREAS a public hearing was held by the Town Board with respect to
said application on the 18th day of June, 1974, at which time all
interested persons were given an opportunity to be heard,
NOW, THEREFORE, EE RESOLVED that Keith Harris, 265 Freeman Road,
Mattituck, New York be granted a permit under the provisions of the
Southold Town Wetland Ordinance to fill a portion of the rear yard
area of his property at 265 Freeman Road,~Mattituck, New York.

Moved by Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that the Superintendent of Highways of the Town of Southold
be authorized to adv~.rtise for Bids and~ to purchase from the lowest
responsible bidder, the following, mo~e or less, as needed:
300 tons of-Grade No. 1 Cayuga (or equal) Rock Salt,
delivered in 100 lb. bags to the Highway Department,
Peconic, New York, by truck.

Moved by Justice Demarest, seconded by Councilman Rich, it was
RESOLVED that the Superintendent of Highways of the Town of Southold
be authorized to adver.tise for bids a~d to purchase from the lowest
responsible bidder, the following, more or less, as needed:
Item No. 1 - 15,000 l~n.. feet of-Snow Fence with
pickets 1~ x ~ inches, spaced 2 inches apart, 4 feet
high stained red, with five (.5) double strands Of 12~
gauge galvanized wire in 100 lin. foot rolls.
Item Nol 2 - 1,000 - 6 ft. studded steel T posts with
flanges ~r anchor plates~o~ posts, posts shall not be
less than 8.65 lb.s each.

Moved by Counci,lman Homan, seconded by Justice Demarest,
WHEREAS the Marian Council ~3852 Knights of~ Columbus, Cut~hogue,
New York applied to the Town Clerk for a Bingo License, and
WHEREAS the Town Board has exami-ned the application, and after
investigation, duly ~made findings and determinations as req~aed
by law,
NOW, ,~THEREFORE, BE IT RESOLVED that the Supervisor be.and he hergby
is authorized and directed .to-e~ecute on behalf of the~ Town Boar~
the findings and determinations required by law, and it is further

RESOLVED that the Town Clerk be and he hereby is directed to issue
a Bingo License to the Marian Council ~3852, Knights of Columbus,
Cutchogue, New York.

On motion of Councilman Homan, seconded by Justice Demargst, it was
RESOLVED that the Southold Town Board hold for further study, the
trailer permit application of James Wall, Fishers Island, New-York.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest.
Moved by Justice Demarest, seconded by Councilman Rich,
WHEREAS the Southold Town Planning Board and Suffolk County Planning
Department have prepared official reports and recommendations on, the
application of Southold Resins, Inc. for a change of zone from "A"
Residential and Agricultural District to "C" Light Industriala District,
NOW, THEREFORE, BE IT RESOLVED that a public hearing will be held
by the Southold Town Board at 8:00 P.M., Tuesday, July 30, 1974
at 16 South Street, Greenport, New York, on the abovementioned
petition, and that the Town Clerk be and he hereby is authorized
and directed to cause notice of said hearing to be published in the
official newspaper pursuant to the requirements of law..

Rich, Councilman Homan, Justice Suter, Justice Demarest.
On motion of Justice Demarest, seconded by Councilman Rich, it was
RESOLVED that Donald Fisher, Southold, New York, be and he hereby is
appointed Narcotic Council Aide at $4.00 per hour, total salary not
to exceed $2,30q00, effective July 16, 1974.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest.
Moved by Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that Edward Mahoney, Mattituck, New York, be and he hereby
is appointed a SchoOl Crossing and Church Guard, (replacing Vincent
Brown), at a salary of $11.30 per day.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Surer, Justice Demarest.
Moved by Justice Demarest, seconded by Councilman Rich, it was
RESOLVED that the Town Board of the Town of Southold set the salary
of Police Chief Carl Cataldo at $17,300, plus $692.00 longevity,
retroactive to January 1, 1974.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest.
On motion of Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that the Town Board of the Town of Southo~ create the
posi~on of Deputy Highway Superintendent at a yearly salary of
$12,000.00.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homart, Justice Suter, Justice Demarest.
At 2:30 P.M. bids were opened for a mini-bus, and the following
bids were received:
Greenport Ford-Mercury - $4,552.00
Wayne Bus & Truck Co. - $7,378.00 and $6,775.00.
The bids were held for study.
On motion of Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that a recess be called at 4:00 P.M., meeting to reconvene
at 5:00 P.M.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homart, Justice Suter, Justice Demarest.
Meeting reconvened at 5:00 P.M.
On motion of Councilman Homan, seconded by Justice Demarest, it was
RESOLVED that General bills in the amount of $24,946.88; Fishers Island
Ferry District bills in the amount of $23,236.13; HigD~ay Department
bills in the amount of $14,291.46; and Special District bills in the
amount of $5,299.16, be and the same are hereby ordered paid.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Demarest. Justice Suter-Absent.
~uth-Mary Zulewski, Bayer Road, Mattituck presented a letter to the
Town Board requesting town aid in assuming the cost of teaching
sessions for students and residents in the Town of Southold in the
Easterly Long Island Gymnastics Association.
Mrs. Fred Cantrell, Cutchogue, New York inquired about the progress
beinggmade by the Town in studying a leash law for dogs.
Mr. Allen asked questions about the Orient Point property.
Justice Martin Surer brought up the subject of drugging dogs, which
he has found to be illegal, after ~hecking with the office of the
District Attorney, and warned against such practice.
Mr. Gus Rlackis asked the Town Board to consider ra~g the
senior citizen tax exemption to $6,500.00.
A letter was received from the Southold Town Board of Assessors
relative to the tax computer service.
