Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Justice Suter, seconded by Councilman Homan, it was RESOLVED that the next meeting of the Southold Town Board will be held at 3:00 P.M., Tuesday, May 21, 1974 at the Superv~sor's Office, 16 South Street, Greenport, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Councilman Rich, seconded by Councilman Homan, it was RESOLVED that the reports of the Town Clerk, Assessors, Building ~spartment, Supervisor and Justice Suter be accepted by the Town Board and placed on file. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Councilman Rich, seconded by Councilman Homan, it was RESOLVED that a recess be taken at 3:30 P.M., to ~econvene at 3:45 P.M., for the purpose of holding a public hearing on application for a scenic easement by Howard L. Young and George L. Young Jr. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Meeting ~econvened at 3:45 P.M. Moved by Justice D~marest, seconded by Councilman Rich, it was RESOLVED that Supervisor Albert M. Martocchia be and he hereby is authorized to apply to the New York State Office for the Aging for Southold Town's share of State aid under the State-aided Recreation for the Elderly Program. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman-Homan, Justice Suter, Justice Demarest. Moved by Justise Surer, seconded by Councilman ~o~an, it was RESOLVED that the ~outhold Town Board approves the action of th~ Fishers Island Ferry District in amending their resolution of April 22, 1974 to change the compensation of Arnold W. Toivonen from $7800 to $8800 for the position of Purser for the Fishers Island Ferry Dist~ct. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Surer, Justice Demarest. On motion of Councilman Homan, seconded by Councilman Rich,- it was RESOLVED that the ~outhold Town Board approves the action o~ the Fishers Island Ferry District in engaging Donald J. Love, Frank L. Whitman, Jr., and Frank DeSantis as part-time pursers for the Fishers Island Ferry District at the rate of $30.00 per day, when they are needed. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homart, Justice Suter, Justice Demarest. Moved by Justice Surer, seconded by Councilman Rich, it was RESOLVED that the Southold Town Board approves the action of the Fishers Island Ferry District in hiring, effective June 1, 1974, the following summer employees to operate the Fishers Island Ferry Distric.t Theatre: Edwin Horning, Cashier, at $9.5 per week; J. B. Ha~tsfield, Recreation Aid at $18 per show; Charles Stepanak, Clerical Aid at $10 per show. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Justice Demarest, seconded by Justice Suter, it was RESOLVED that a transfer of monies be made in the amount of $18,000 from Fixed Charges & Capital Expenditures (Special Items Expenditures to Repairs for Ferry - Fishers Island Ferry District Account. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Hogan, Justice Suter, Justice Demarest. On motion of Councilman Rich, seconded by Justice Demarest, it was RESOLVED that the Southold Town Board accepts the letter of Keith Harris, Freeman Road, Mattituck, New York, withdrawing his Wetland Application No. 15. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Councilman Rich, seconded by Justice Suter, WHEREAS the Southold Town Board has received .a request from the Matti%uck Fire District requesting that the Town of Southold adopt a resolution, subject to permissive referendum, for the establishment of a water district in the Cutchogue-Mattituck area, NOW, T~EREFORE, BE-IT RESOLVED that such request of the Mattituck Fire ~District be held in abeyance until it can be studied. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilma~ Homan, Justice Suter, Justice Demarest. On. motion of Justice Sutsr, seconded by Councilman Homan, it was RESOLVED that Supervisor Albert M. Martocchia, be and he hereby is authorized to make pay adjustments in the salaries of Howard Terry and George Fisher in the amount of a 5¢ per hour increase. Vote of the ~own Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Noman, Justice Suter, Justice Demarest. Moved by Councilman No,an, seconded by Councilman Rich, it was RESOLVED that the Southold Town Board return the original petition of Richard C. Wilton and John J. Clanton for proposed changes of zon~e from '~A" Residential and Agricultural District to "M-i" General Multiple Residence District and ~B" Light Business District at Greenport, to~ the Southold Town Planning Board for ~further review and recommendation. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Demarest, seconded by Councilman Homan, ~WHEREAS William Wickham, by application dated December 3, ~973 petitioned the Town Board of the Town of Southold for a change of zone on certain property situated at Arshamomaque~ ~ear Greenport, New York from "A" Residential and AgriculturaT District to "B" Light Business District, and WHEREAS the said petition was referred to the Southold Town Planning Board and Suffolk ~County.~lanning Departmen~ for official recommendation and report, and WHEREAS the Town Board, pursuant to due notice, held a public hearing thereon on the 12th day of March 1974 at 7:30 P.M., at which time all interested persons were given an opportunity to be heard, NOW, THEREFORE, BE IT RESOLVED that William Wickham be granted a change of zone from "A" Residential and Agricultural District to "B" Light Business District on his property at Arshamomaque, near Greenport, New York, more particularly bounded and described as follows: BEGINNING at a point on the southerly line of Albertson's Lane, 228.32 feet westerly as measured along the southerly line of Albertson's Lane from its intersection with the northerly line of Main Road; from said point of beginning running thence in a Sou%h- westerly direction on an arc to the left having a radius of 3096.79 feet~, a distance of 361.08 feet to land of Cassidy; running thence North 31° 43' 20" West along said land, 397.76 feet to the southerly line of Albertson's Lane; running thence alcng said line two ~(2) - courses and distances as follows: (1) South 85° 42' 20" East, 5.36 feet, (2) South 87o24' 30" East, 368.49 feet to the point or place of beginning. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Justice Demarest, seconded by Justice Suter, it was RESOLVED that Joyce ~lipp, Greenport, New Yor~, be and she hereby is appointed as a floating Clerk-Typist at a salary of $4,500.00 per year,effective May 16, 1974, and it is further RESOLVED that Joyce Klipp is to serve at the pleasure of the Town Board for a probationary period of six months if required by Civil Service. Vote of the Town Board: Ayes: Supervisor .Martocchia, C~URcilman Rich, Councilman Homan, Justice Suter, Justice DemareSt. Moved by Justice Demarest, seconded by Justice Suter, WHEREAS the Town Clerk has presented to this Board a notice of claim of'Southold Town Police Benevolent Association, Inc. dated April 30, 1974 which was received by %he T~wn Clerk on April 30, 1974 for damages for an alleged breach of emptoymeni contract ~ between the Town and the Southold Town Police Benevolent Association, Inc., RESOLVED, that said claim be and the same hereby is disallowed and re3ected. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Councilman Homan, seconded by Justice Suter, it was RESOLVED that Supervisor Albert M. Martocchia be and he hereby is authorized to signaa lease, on behalf of the Town of Southold, With the Board of Commissioners of the Cutchogue Fire District, for the lease of a certain parcel of land having a frontage on the west side of New Suffolk Avenue of 50 feet and a depth of 100 feet to be used as a public parking field, for a term of five years, from the 15th d~y of April 1974 until April 14, 1979, at an annual rental of $1.00. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, JuStice Suter, Justice Demarest. Moved by Justice Demarest, seconded by Councilman Homan, WHEREAS the Town of Southold anticipates a general revenue sharing payment for the fifth entitlement period of July l, 1974 to June 30, 1975, now, therefore, be it RESOLVED that the Town Board of the Town of Southold plans to spend these funds for the purpose of a town hall. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Justice Suter, seconded by Councilman Rich, it was RESOLVED that Supervisor Albert M. Martocchia be and he hereby ~s authorized to enter into a contract, on behalf of the Town of Southold, with Mattituck~A~irbase, Inc., for the lease of the Mattituck airport, for a term of ~years, beginning at noon on April 1, 1974, and ending at no~n on March 31, 198~; rental to be the amount of the annual taxes. 79 Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Supervisor Martocchia called a recess at 4:15 P.M. for ore hour. Meeting reconvened at 5:15 P.M. On motion of Justice Surer, seconded by Justice Demarest, it was RESOLVED that General bills in the amount of $15,850.71; Fishers Island Ferry District bills in the amount of 916,982.89; Highway bills in the amount of $8,527.90; Special District bills in the amount of $5,338-.73; and Federal Revenue Sharing bills in the amount of $1,302.13 be and the same are hereby ordered paid. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Councilman Rich, seconded by Justice Demarest, it was RESOLVED that $6,000 be transferred from A1990.4 Whole Town Contingent Fund to Whole Town - Narcotic Guidance Council - Salaries and expenses. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Mr. Willard Lawrence inquired of the Board as to what progressi~s being made on the Town Hall. He also inquired on behalf of the Allied Council as to whether the Town Board is considering another site for the~Town Hall. Mrs. Zuleski requested financial aid for~The Eastern Long Island Gymnastic Association, and stated they would like to have 250 arm patches at a cost of $225.00. The Town Board will study the request. Mrs. Loraine Terry inquired about the reasoning behind a legal notice wherein the Walt Whitman Ba~kkis applying for a permit for drainage into the Long Island Bound, and said bank is to be on the corner of Bay Avenue in Mattituck.
