Martocchia, 16 South Street, Greenport, New York, at 3:00 P.M., Tuesday, April 23, 1974, with the following present: Supervisor Albert M. Martocchia Councilman James H. Rich, Jr. Councilman James Homan Justice Martin Suter Justice Louis M. Demarest JustiCe Francis T. Doyen Town Attorney Robert W. T~sker Superintendent of Highways Raymond C. Dean Town Clerk Albert W. Richmond Moved by Councilman Rich, seconded by Justice Suter, it was RESOLVED that the minutes of April 9, 1974 be and they hereby are approved. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice Doyen. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that the next meeting of the Southold Town Board will be held at 3:00 P.M., May 7, 1974 at the Supervisor's Office, 16 South Street, Greenport, New York. Vote of the Town Board:. Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice Doyen. On motion of Justice Doyen, seconded by Justice Suter, it was RESOLVED that the Southold Town Board approves the action of the Fishers Island Ferry District in hiring Arnold Toiven as purser for the F~shers~ Island Ferry District at a. salary~of $7,800.00 per year. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice:Suter, Justice Dema~est, Justice Doyen. On motion of Justice Deyen,.-seconded,by Councilman Rich, it was RESOLVED that the Southold Town Board approves the action of the Fishers Island Ferry District whereby Mrs. Ione Norton was granted an increase in her hourly wage f~om $3.00 to $3.30 per hour. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, ,Justice Demarest, Justice Doyen. Moved by Justice Doyen, seconded by Councilman Homan, it was RESOLVED that the Southold Town Board ap~o~se~k~he Fishers Island Fe~y District to selLfilt for $3.00 per year, plus tax, and purchasers to~do ~their .own loading of ~fitl. Vote~-of- the Town Board: Ayes: ~pervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice Doyen. On motion of Councilman Rich, seconded by Justice Doyen, it was RESOLVED that the-Fishers ~.Island Ferry District report for the month of March 19~4 be received by the Town Board and placed on file. Vote of the Town Board: Ayes: Supervisor Martocchi-a, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice Doyen. Moved by Justice Demarest, seconded by Councilman Rich, it was RESOI~VED that the Southold Town Board notify the Department of Army, Corps of Engineers, that they protest the proposed conRtruction of a groin, in Gardiners Bay at East Marion by Mr~ George Zwanzisger,~.-as in the opinion of the-Town Board it will only serve to, destroy a common beach that is utilized by rear property owners. This common beach is immediately west of the proposed project. Moved by Councilman Homart, seconded by Councilman Rich, it was RESOLVED that the Cutchogue Fire Department be and hereby is granted the right to use town roads in Cutchogue for the purpose of a parade and drill to be held on July 20, 1974 at 6 P.M. (rain date July 21, 1974 at 2 P.M.). Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice Doyen. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that the Southold Town Board refer to Willard Lawrence, Town Historian, for his report amd recommendation, a proposed Senate- Assembly bill "In relation to establishing the route twenty-five-A a scenic and historic corridor in Nassau and Suffolk Counties in honor and celebration of the American bicentennial and the role of Long Island in the American Revolution." Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice Doyen. On motion of Justice Suter, seconded by Councilman Rich, WHEREAS Orville W. Terry of Orient, New York has submitted ~o this Board a proposed agreement involving a parcel of land at Orient, New York owned by the said Orville W. Terry upon which the said Orville W. Terry proposes to grant to the Town of Southold a scenic and/or Conservation easement, and WHEREAS the Board has examined the proposed agreement and believes that it is in the public interest to acquire the easement proposed by the said Orville W. Terry effecting the real property described in said agreement, and WHEREAS, Section 247 of the General Municipal Law provides, that this Board shall hold a public hearing with respect to said grant of easement, NOW, THEREFORE, BE IT RESOLVED that a public hearing be held by this Board at the Supervisor's Office, 16 South Street, Greenpott, New York on the 21st day of May, 1974 at 3:45 o'clock P.M. in the-matter of the grant of a scenic and/or conservation easement by Orville W. Terry' to the Town of Southold in accordance with the aforesaid agree- ment presented to this Board, and ~t is further RESOLVED that the Town Clerk cause notice of such hearing to be published in accordance with law. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter~, Justice Demarest, Justice Doyen. On motion of Councilman Rich, seconded by Councilman Homan, WHEREAS Hope T. Whitsit of Orient, New York, and others ~ave submitted to this Board a proposed agreement involving two parcels of land at Orient, New York owned by the said Hope T. Whitsit and others upon which the said Hope T. Whitsit and others propose to grant to the Town of South~ld a scenic and/or conservation easement, and. WHEREAS, the Board has examined the proposed agreement and believes that it is in the public interest to acquire the easement propgse~ by the said Hope T. Whitsit and others effecting the real property described-in said agreement, and WHEREAS Section 247 of the General Municipal Law provides that this Board shall hold a public hearing with respect to said grant of easement NOW, THEREFORE, BE IT RESOLVED that a public hearing be held by this ~-~ Board at the Supervisor's Office, 16 South Street, Greenport, New Yorkl I on the 21st day of May, 1974, at 3:30 o'clock P.M. in the matter of ~.~! the grant of a scenic and/or conservation easement by Hope ~. Whitsit and others to the Town of Southold in accordance with the aforesaid agreement presented to this Board, and it is further RESOLVED that the Town Clerk ~ause notice of such hearing to be~ published in accordance with law. On motion of C~uncilman Homan, seconded by Councilman Rich, i% was RESOLVED that Supervisor Albert Ma rtocchia be and he hereby is authorized to request a written statement from Custodia Brandi, whereas he has requested a cancellation of his five year contract with the Town of Southold for the operation of the refreshment stand and facilities at the Town Beach, Southold. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman ~ich, CQuncilman Homan, Justice Suter, Justice Demarest, Justice Doyen. Moved by Justice Suter, seconded by Justice Demarest, it was RESOLVED that Supervisor Albert M. Martocchia be and he hereby is authorized to advertise for bids for the operation of the refreshment stand and otherffacilities at the Southold Town Beach, located on Long Island Sound at Southold, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice Doyen. On motion of Justice Suter, seconded by Councilman Rich, WHEREAS the term of office of Charles Grigonis, Jr., Southold, New York as a member of the Board of ~ppeals of the Town of Southold expires c~April 30, 1974, and WHEREAS in the past, as a member of the Board of Appeals, Charles Grigonls, Jr. has rendered the ~own of Southold a most valuable service, NOW,. THEREFORE, BE IT RESOLVED that Charles Grigonis, Jr. be and he hereby is appointed as a member of the Southold Town Board of Appeals for a term of five (5) years commencing April 30, 1974 and ending April 30, 1979. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice ~oyen. Moved by Councilman Homan, seconded by Justice Demarest, WHEREAS the term of office of Henry Raynor, Mattituck, New York, a member of the Planning Board of the Town of Southold expires on April 30, 1974, and WHEREAS in the past as a member Of the Planning Board Henry Raynor has rendered the Town of Southold a most valuable serivde, NOW, THEREFORE, BE IT RESOLVED that Henry Raynor be and he hereby is appointed as a member of the Southold Town Planning Board for a term of five (5) years commencing April 30, 1974 and ending April 30, 1979. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, justice Suter, Justice Demarest, Justice Doyen. Moved by Justice Suter, seconde~ by Justice Demarest, W~EREAS the term of office of Kenneth Tabor, Orient, New York, a member of the Housing Board of Appeals of the Town of Southold expired on January 9, 1974, and WHEREAS in the past, as a member of the Housing Board of Appeals Kenneth Tabor has rendered the Town of Southold a most valuable service, NOW, THEREFORE, BE IT RESOLVED that Kenneth Tabor be and he hereby is appointed as a member of the Southold Town Housing Board of Appeals for a term of three (3) years commencing January 9, 1974 and ending January 9, 1977. On motion of Councilman Rich, seconded by Justice Demarest, ~EREAS the Gris~old-Terry-Glover Post ~803, American Legion .Auxiliary, Southold, New York applied to the Town Clerk for a Bingo L.icense, and WHEREAS the Town Board has examined the application, and after investigation, duly made findings and determinations as required by law, NOW, THEREFORE, BE IT RESOLVED that the Supervisor be and he hereby is authorized and directed to execute on behalf of the ~own Board the findings and determinations required by law, and it is further RESOLVED that the Town Clerk be and he hereby i-s directed to issue a Bingo License to the Griswold-Terry'~lover Post ~803, American Legion Auxiliary, Southold, New York. On motion of Councilman Rich, seconded by Counc~ilman Homan, W~EREAS the Southold Town Board has received a request from the Cutchogue.Fire District reque~t~ing that the Town of Southol~ pasts a resolution, subject %q permissiv9 referendum, for the establishment of a water district in the Cutchogue-Mattituck area, NOW, .THEREFORE, .BE IT RES.OLVED that such r~quest o~,th.e.
