The Southold Town Board met at the office of Supervisor Norman
E. Klipp at Greenport, on Tuesday, April 21, 1959, The meeting
was called to order at 1:30 P.M. with the following present:
Supervisor Klipp; Councilmen Albertson and Demarest; Justices
Tuthill and Clark; Supt. of Highways Price; Town Attorney Tasker
and Town Clerk Booth.
Moved by Justice Clark; seconded by Councilman Demarest:
RESOLVED: That the minutes of the meeting of April 7~ 1959, be
and hereby are duly approved as read.
Vote of Town Board: Ayes-Supervisor Klipp; Councilmen Albertson
and Demarest; Justices Tuthill and Clark.
Moved by Justice Tuthill; seconded by Coucnilman Albertson:
RESOLVED: That the regular monthly audit meeting of this Board
will be held at the office of Supervisor Norman E. Klipp at
Greenport, on Tuesday, May 5, 1959, at 1:30 P.M.

and Demarest; JUstices Tuthill -and Clark.
Moved by Justice Cla~k; seconded by CounCilman Albertson:
WHEREAS, Marion S. A nold, Sr. Clerk, will no longer be required
to operate the polic~ radio, but will continue to act as part-
time clerk for the police, now, therefore, be it
RESOLVED: That effective as of May 1, 1959, Marion S. Arnold's
salary for serving in such capacity will be reduced from $2,155.00
per annum to $1,077.50 per annum and be it further
RESOLVED: That pay, ent of such salary be made in regular monthly
payments.

Moved by Councilman Albertson; seconded by Councilman Demarest:
RESOLVED: That the hearing on the application of THOMAS M. and
OSCAR MOLIN fora change of zone from "A" Resident&&l and Agric-
ultural District to "Mu' Multiple Residence District be recessed
at 2:30 P.M. and be resumed on Tuesday, May 5, 1959, at 2:00 P.M?
at the Supervisor's Office in Greenport.

Moved by Councilman Demarest; seconded by Councilman Albertson:
RESOLVED: That the application of MARGARET V. COUTTS for a permit
to locate a single automobile trailer on her property at Mattituck
be and hereby is denied and that the fee of $5.00 which accompan-
ied the application be returned.

Moved by Coucnilman Albertson; seconded by Councilman Demarest:
WHEREAS, an application was received from COSTAS STARS for an
Open Development Area under the provisions of Section 280-A of
the Town Law,
NOW, THEREFORE, BE IT RESOLVED: That the Town Clerk of the Town
of Southold be and he hereby is directed to transmit this applic~
ation to the Planning Board in accordance with Section 901,
Subdivision C of Article lX of the Building Zone Ordinance of
the Town of Southold. The Town Board' reco~6aends that the highway
be 50 feet in width.

Moved by Councilman Demarest; seconded by Justice Clark:
WHEREAS, JOHN DROSSOS and ALEXANDRADROSSOS have petitioned
the Town Board of the Town of SouthOld for a Change of zone
from "A" Residential and agricultural District to "B: Business
District certain property on the northerly side of Main Road
(Route 25) having a frontage of 528 feet on said road and an
average d~pth of 175 feet by a petition sworn to on the 7th
day of April, 1959, and
WHEREAS, said petition was referred to the Planning Board
of th~Town of $outhold for its reco~Lendation and official
report, and
WHEREAS, said Planning Board by r~port dated April 13, 1959,.
tothe Town Board has recoa~aended that the property described
in.the petition of John Drossos and Alexandra Drossos be
changed fDom "A" Residential and Agricultural District to
"B" Business DistRict, and said Planning Board further recommend-
ed that the Town Board on its own motion should rezone the
area. along the northerly side of Route 25 to a depth of 250
feet extending from the westerly, side of Chapel Lane to the
premises of the Long Island Railroad Company, a distance of
about 3,600 feet, and
WHEREAS, the Town Board of the Town of Southold deems it in the
bestinterest of said Town that said area along~he northerly
s~de~o~ Route 25 be rezoned from "A" Residential and Agric-
ultural District to "B" B~siness District
NOW, THEREFORE, BE IT RESOLVED, that there be referred to the
P~anning Board of the Town of Southold for its recommendation
and official report the proposal to amend the Building Zone '
Ordinance of the Town of Southold, including the Build%ng
Zone Maps by changing form "A" Residential and Agricultural
District to "B" Business District the following described
property:
ALL that certain ~act or parcel of land, situate neat the
Village of Greenport, in the Town of South,old, County of Suffolk
and State of New York, and more particularly bounded and
described as follows:
BEGINNING at?~the intersection of the
northwesterly line of Main South Road
with the southwesterly line of Chapeli
Lane and running thence soutywesterly
along the northwesterly line of Main
Road about 3,600 feet to land of the
Long Island Railroad Company; thence
southwesterly along said land of the
Long Island Railroad Company about 350
feet to a point 250 feet northwesterly
from the northwesterly line of Main
South Road, measured at right angles
thereto; thence northeasterly parallel
to the northwesterly line of Main South
Road about 3,900 feet to the southwesterly
line of Chapel Lane; thence southeast-
erly along the southwesterly line of
chapel Bane 250 feet, more or less,
to the point of beginning.

The resolution was thereupon declared duly adopted.

WHEREAS, the Town Board of the Town of Southoldby resolution duly
adopted on the 7th day of September, 1954, authorized the ac-
quisition fmom the united States Government of an airport or land-
ing field known as "Elizabeth Field" and appurtenances at Fishers
Island in the Town of Southold, Suffolk County, New York, and
WHEREAS, the Town of Southold thereafter duly made application
to theGeneral SerVices Administrations Of the United-States
Government for the acquisition of said property by application..
dated September 9, 1954, which said application was thereafter
amended and revised by afurther resolutionof the Town Board
of the Town of Southold duly adopted on the 9th day of December,
1958, and
WHEREAS, the Town of Southold acquired title to Said airport~.or
landing fimld and appurtenances from the General Services Admin-
istration of the United States Government by 'deed dated April
16, 1959, and
-WHEREAS, the Town Board of the Town of Southold now desireS-to
delegate jurisdiction, control and supervisor of said' airport-or
landing field to the Board of Commissioners of the Fishers Island
Ferry District, as provided by Chapter 62.0 of the Laws of 1951,
NOW, THEREFORE, BE IT RESOLVED: That the Town Board of the Town
of Southold does hereby delegate jurisdiction, control and super-
vision of the said airport or landing field known as "Elizabeth
Field" and appurtenances, located at Fishers Island, Suffolk County,
New York, to the Board of Commissioners of the Fishers Island-
Ferry District, and
BE IT FURTHER RESOLVRD, that the said Ferry District Commissioners
may:
(a) Equip, maintain, repair and operate such airport or landingf
field
(b) Subject to the approval of the Town Board of the TOWn of
Southold, adopt and amend from time to time, rules and reg-
ulations governing the operation and use of such airport
or landing field
(c) Provide such services and facilities as are usual and incid-
ental to the operation of an airport or landing field, and fi~
from time to time, the fees, charges, rentals or other consider-
ation for the rendering of such services and the use of such
facilities
(d) Subject to the approval of the Town Board of the Town of
Southold, and after a public hearing held by the Board of
Ferry Commissioners, grant licenses, ~concessions, and privileges
and sell space and rent premises to such grantees and licencees
for the carrying on of the business of furnishing services,
supplies and materials required for the maintenances, repair
and operation of aircraft and such other services, supplies,
and materials reasonably necessary or incidental to the oper-
ation of such airport or landing field
(e) Contract at the expense of the said Ferry District for insur-
ance indemnifying the Ferry District, or the Town, or both,
against loss arising fDom injuries to persons or property
arising out of the maintenanceeand operation of such airport
or landing field
(f) Cause Ferry District property to be insured against loss or
damage from fi~e or other hazard
(g) Subject to the approval of the Town Board of the Town of Southold
and after a public hearing by the Board of Ferry Commissioners,
lease such portion of the airport or landing'field not required
for airport or landing field purposes for any legal business purpose.

BE' IT FURTHER RESOLVED, that all revenues, of w~atever kind
or nature, arising out of the m~intenance and operation of such
airport or landing field, shall be the property of the said
Ferry District, and shall be treated in the same manner as
prescribed in Section 6 of Chapter 699-of the Laws of 1947,
as amended by Chapter 82 of the Laws of 1950. All costs,
expenses and liabilities, of whatever kind or nature, whether
tort or contract, arising out of the 6v~nership, maintenance
and.operation of such airport or landing field shall be
charges against the said Ferry District and paid out of
Ferry District funds. The annual estimate required to be
made.by the Board of Ferry District Commissioners pursuant
to Section 10 of chapter 699 of the Laws of 1947, shall in-
clude anticipated revenues and expenditures arising out of
the ow~.er~ship, maintenance and operation of such airport or
landing field.
