The meeting was calle'd ~o order at 1:30 P.M. with the following present: Supervisor Klipp; Councilmen Albertson and Demarest; Justices Tuthill and Clark; Superintendent of Highways Price; Town Attorney Tasker and Town Clerk BoOth. Moved by Justice Clark; seconded by Justice Tuthill: RESOLVED: That the minutes of the meeting of January 6, 1959, be and hereby are duly approved as read. Vote of Town Board:Ayes-Supervisor Klipp; Councilmen Albertson and Demarest~ Justices Tuthill and Clark. Movedby Councilman Albertson; seconded by Councilman Demarest: RESOLVED:That~ the regular monthly ~udit meeting of this Board will be held at the office of Supervisor Norman E. Ktipp at Greenport, on Tuesday, February 17, 1959, at 1:30 P.M. Voteof Town Board: Ayes-Supervisor Klipp; CoQncilmen Albertson and Demarest; Justices Tuthill and Clark. Moved by Councilman Albertson; seconded by Jus~ce Clark; RESOLVED: That Supervisor Norman E. Klipp be and he hereby is authorized to insert an advertisement in the Advertising Jo.~urnal of the North Fork Boat and Sportsman Show sponsored by the Burton Potter Post No. 185 of the American Legion of Greenport, N.Y. at t~a cost not ~o~exceed $200.00. Vote of Town Board: Ayes-Supervisor Klipp; Councilmen Albertson and Demarest; Justices Tuthill and Clark. At 2:'00 o'clock P.M. in accordance with a notice published according to law, bids were opened for proposals to furnish to the Town of Southold one new 1959 automobile. Onlyone bid was submitted which'was by the Long I~and Produce and Fertilizer Company on one 1959 International Model All0 Travelall Custom Deluxe for a total delivered price less taxes of $2,385.00. Moved by Justice Tuthill; seconded by Councilman Albertson; RESOLVED: That Supervisor Norman E. Klipp be and he hereby is directed to.enter into a contract with the Long Island Produce and Fertilizer Company for the purchase of one 1959 International Model All0 Travelall Custom Deluxe, according to specifications, at a total delivered price of $2,385.00. Vote of Town Board: Ayes-Supervisor Klipp; councilmen Alber~son and Demarest; Justices Tuthill and Clark. Moved by Justice Tuthill; seconded by Councilman Albertson; WHEREAS, the petition of EUGENE PUSKARZ for a change of zone fDom "A" Residential and Agricultur~ District to "M" Multiple Residence District, ~as denied by the Town Board, NOW, THERFORE, BE IT RESOLVED: That on the request of the Board of Appeals' Supervisor Norman E. Klipp is authorized and directed to return to-Mr. Puskarz the $15.00 fee, which accompanied the'petition. Moved by Councilman Albertson; seconded by Councilman Demarest; RESOLVED: Tha% the application of James and Alice DeVries for a permit to l&cate an automobile trailer on their property at Mattituck, be laid on the table until such time as the Town Board can view the sight and aurrounding area. Albertson; seconded by Councilman Demarest; WHEREAS, the Southold Town Planning Board has prepared an Official report and recommendation upon the'petition of VALENTINE RUCH~i~ for a change of zpne from "A" Residential and Agricultural Bist- rict-.to "M" MultiPle Residence District on certain real property situate at Arshamomaque~ Town of Southold, N.Y. NOW, THEREFORE, BE IT RESOLVED: That-a public hearing willbe held h~ the Southold Town Board at the Supervisor's Office at Greenport, on Tuesday, February 17, 1959, at 2 P.M. on ; the above mentioned petition. Moved by Justice Tu, thill; seconded by Councilman Demarest: RESOLVED: That the Supt. of Highways of the Town of Southold be and he hereby is authorized to advertise for and purchase from the lowest bidder, one 1959 International Model Rg192id~unpn~nuck or equal, with one 1953 International Model R192 dump truck to be taken in trade as part payment on new truck. The Public hearing on the propoasal to amend the Building Zone · Qrdinance by changing from "A" Residential and Agricultural Dist, rict to '~M" Multipls Residence District on a parcel of land at Arshamomaque, and an application for a permit to operate a Tourist Court (Camp Cottages) on Seventh Street at Greenport, Town of Southold, was opened by the Supervisor at 2 P.Mo~ The minutes of~ this hearing wewe recorded by George T. Lederle. Moved by JuStice Tuthill; seconded by Justice Clark: WHEREAS, the Town Board of theTown of. Southold, Suffolk County; New York, adopted a resolution on September 9, 1958, authorizing the issuance of $18,000 serial bonds of said Town for the purchase of tax accounting Addressograph equipment consisting of a tax accounting Addreesograph machine, a proofing machine, a key punch, 10,000 punched frames, 10,000 sensing plates and two cabinets for the Town of Southold, Suffolk County, New-York, and WHEREAS, it is now desired to provide for the details and sale said bonds, NOW, THEREFORE, BE IT RESOLVED: by the Town Board of the Town of · Southold, Suffolk County, New York, as follows: Section 1. The $18,000 serial bonds described in the foregoing preamble shall be issued in the form of a statutory installment bond, to be designated substantially OFFICE EQUIPMENT (SERIAL) BOND, 1959, shall be-dated January 20, 1959, shall be in-the de-.- nomination of $18,000, shall provide for the payment of such principal sum of $18,000 as follows; .$3,600 on. January 20, in ~ each of the years 1960 to 1964, .both inclusive,' and shall bear ~ interest at the rae of three per centum (3%) per annum, payable annually on January 20 in each year. Both.principal of and interest on such statutory installment bond will be payable in lawful money of the Unite4 States of America, at the North Fork Bank and'Tr~st co.~ in Greenport, New York. This Bond m~y not be converted into either a coupon or a registered bond. The faith and credit of said Town of Southold, New York, are hereby irrevocably pledged for the punctual payment of the installment of principal of and the interest on this bond according to its terms. All other matters, except as provided herein, relat- ing to such statutory installment bond, shall be determined by the Supervisor, and such statutory installment bond shall be in terms, form and contents substantially as provided in Section 62.t0 of the localFinance Law. It is hereby determined that subdivision 52 of para- graph a.of Section 11.00 of the Local Finance Law applies to ;such object or purpose, and that the'period of probable usefulness the=e-- of is five years, computed from January 20, 1959, there having b~en no bond ~antici~ation notes issued in anticipation of suchbond. Pursuant to the probisions of paragraph b of Section 63.00ofthe Local Finance Law, as last amended, said statutory installment bond is hereby sold at private sale to the North Fork Bank & Trust Co. in Greenport, New York, at par and accrued i~te~est, if any, it being hereby determined that the total amountofbonds~ sold by said Town at private sale in accordance with. the provisions of said paragraph b of Section 63.00 of the Local~Finance Law for its current fiscal year is not in excess of $20,000. The receipt of the Supervisor shall be a full acquittance to the purchaser of such statutory installment bond, who shall not be obliged to see to the application of the purchase money. Section 6. Moved by Councilman Albertson; seconded by Justice Clark: WHEREAS, it has been called to the attention of the Southotd Town~ Board that Government contracts are being cancelled, or not renewed in several of the defense plants located in Suffolk c~Unt~, and WHEREAS, concellation and failure to renew-such contracts create~s~. a serious economic and unemployment situation., which has its'. economic impact on not only the locality, in which such planta.-are locat4d but on the whole county, now therefore be it RESOLVED that the Town Board. of the Town of Southold impress on ~qur legislators the need to take.whatever immediate steps they-deem _ necessary in order to correct this situation, and that they~e~se their best judgment in having these defense plants continue to½ operate and avoid a most serious unemployment situation, and'be it further RESOLVED that a copy of this resolution be sent to the Honorable U.S. Senators .Jacob K. Javits and Kenneth B. Keating, and to Representatives Frank J. Becker, Steven B. Derounian and StuYvesant Wainwright, and to our State Representatives, the Honorable Elisha T. Moved by Councilman Demarest; seconded by Justice Clark: WHEREAS, a petition was heretofore filed with the Town Board of the~Town of SoutholdbyWARREN F. and BARBARA-B. BITTNER request- in~ a change, modification and amendment of the Building Zone Ordinance including the Building Zone Maps made a part %hereof by. changing from "A, Residential and Agricultural District to "M~ ~MUltiple REsidence District the property described in said petition,, and wHEREAS, said petition was duly referred to the Planning Board for~$~s investigation, recommendation and report, and its report having been filed with the TOWn Board, and thereafter, a public hearing in relation to said petition having been duly held by the~Tow~ Board on the 20th day of January, 1959, and due delib- eration having been ~ad thereon, NOW, .THEREFORE, BE ITRESOLVED, that the relief demanded in said petition be, and it hereby is, granted. Klipp at Greenport, on Monday, February 2, 1959. The meeting was called to order at 1:30 P.M' with the following present: Supervisor Klipp; councilmen Albertson and Demarest; Justices Tuthill and Clark;~own Attorney Tasker and Town Clerk Booth. The following resolution was offered by Councilman Albertson; seconded by Councilman Demarest, and on roll call was unan- imously adopted. DEFERRED PAYMENT NOTE RESOLUTION DATED FEBRUARY 2, 1959 A RESOLUTION AUTHORIZING THE PURCHASE OF REAL ESTATE IN THE TOWN OF SOUTHOLD, SUFFOLK COUNTY, NEW YORK, TO BE USED FOR PUBLIC BATHING BEACH AND RECREATIONAL AREAS FOR SAID TOWN AT A MAXIMUM ESTIMATED COST OF $20,000., AND AUTHORIZING 'THE ISSUANCE OF A $20,000 DEFERRED PAYMENT NOTE OF SAID TOWN TO PAY 'THE COST THEREOF. BE IT RESOLVED, by the Town Board of the Town of S6uthold, Suffolk County, New York,. as follows: Section 1. The Town Board of the Town of Southold, Suffolk County, New York, is hereby authorized to purchase real estate to be used for pnhlic bathing and recreational areas in and for s&id Town at an estimated maximum cost of $20,000., of which the sum of $8,000. is the maximumestimated cost of the land-hereinafter described as Parcel 1, and the sum of $12,000. is the maximum estimated cost of the land hereinafter described as Parcel 2.
