POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly
address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

II. PUBLIC NOTICES
Department of the Army, NY District, Corps of Engineers notice of request of Richard
Mullen to construct a construct a pile supported fixed timber pier, a ramp and a float
secured by three pilings in Long Creek, Shelter Island Sound, Town of Southold.

V. RESOLUTIONS
Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to
speak on the following resolutions.
806. Authorize the installation of streetlights on Pole No. 86L and Pole No. 85L, Route 48 and
Young's Avenue, Southold.
807. Determine that "A Local Law in relation to the Preservation of Historic Landmarks" is a
Type II Action and is not subject to review under SEQRA.
808. Authorize the Superintendent of Highways to make an order laying out highways
Richmond Lane, Shore Lane and Recharge Basin, shown on the map entitled "Map of
Richmond Shores at Peconic" for the purpose of dedication of said roads.
809. Authorize modification of the General Fund Whole Town 2004 budget for park
improvements.
810. Set 5:00 p.m., December 14, 2004, Southold Town Hall, as the time and place for a public
hearing on "A Local Law in relation to Amendments to the Site Plan Approval Law".
811. Authorize and direct Supervisor Horton to execute the Statement of Understanding belween
Fishers Island and the Charter Oak Chapter of CT of the American Red Cross.
812. Appoint George Gillen to the position of Building Inspector in the Building Department.

V. RESOLUTIONS - Cont.
813. Authorize and direct the Town Clerk to advertise for bids for the refurbishment of a waste-
haul trailer.
814. Determine that the facilities of the Solid Waste Management District shall be increased and
improved and that the expense of said increase and improvement shall be financed by the
issuance of $3,250,000 bonds of the Town.
815. Approve a bond resolution appropriating $3,250,000 for the increase and improvement of
the facilities of the Southold Solid Waste Management District and authorizing the
issuance of serial bonds to finance said appropriation.
816. Set 8:00 p.m., November, 30, 2004, Southold Town Hall, as the time and place for a public
hearing on "A Local Law in relation to Adoption of the Zoning Map dated November 3,
2004".
817. Approve refunding bond resolution of the Town of Southold, authorizing the refunding of
certain outstanding serial bonds of said town, stating the plan of refunding, appropriating
an amount not to exceed $3,500,000, for such purpose, authorizing the issuance of not to
exceed $3,500,000 refunding serial bonds to finance said appropriation, and making certain
other determinations relative thereto.
818. Authorize and direct the Town Clerk to transmit the proposed "A Local Law in relation to
Amendments to the Site Plan Approval Law" to the Southold Town Planning Board and
the Suffolk County Department of Planning for recommendations and reports.
819. Authorize and direct the Town Clerk to transmit the proposed "A Local Law in relation to
Adoption of the Zoning Map dated November 3, 2004" to the Southold Town Planning
Board and the Suffolk County Department of Planning for recommendations and reports.
820. Adopt determinations and findings in the matter of the Coastal Erosion Hazard appeal re
Chapter 37 and grant John Betsch a variance from the requirements of the Town of
Southold Coastal Erosion Hazard Areas Law.
821. Authorize Supervisor Horton to execute the FEMA Overview and Concurrence Form as
part of the Application for Letter of Map Revision for the construction of the Fishers Island
Ferry terminal.
822. Accept the donation of a parcel of real property known as SCTM # 1000-79-04-17.10 and
attached drainage easement, determine that this is an Unlisted Action pursuant to SEQRA
and that there is no significant impact on the environment.

Town for 2005.
