Adoption of minutes from September 28, 2004 LPC meeting. [HELD] Applications: · DORSET FARMS PROPERTY (TPDR) SCTM # 1000-100-4-8 Location: 4100 Oregon Rd (s/s), Mattituck Total Acreage: +33.0 acres PDR Acreage: +31.0 acres Zoned: A-C CPF: Yes Reviewed location of Reserve Area. Members discussed the newly proposed reserved area and agreed to its location. MANZI PROPERTY (TPDR): SCTM #: Location: Total Acreage: PDR Acreage: Zoned: CPF: 83-2-9.1 13945 Oregon Rd +25.97 acres +17.02 acres A-C Yes Reviewed easement language. Ag structures are wanted by property owner. MOTION made by Ray Huntington, seconded by John Sepenoski, to allow 2% lot coverage of ag structures on the property within PDR area, no designated area. Motion carried 4/0. Ag structures wanted by property owner. LPC discussed allowance of ag structures at 2% lot coverage. MOTION made by John Sepenoski, seconded by Eric Keil, to direct Melissa Spiro to commission an appraisal on the Badenchini property. Motion carried 4/0. NJ MANAGEMENT (TPDR): SCTM #: Location: Total Acreage: PDR Acreage: Zoned: CPF: 113-13-1.2 4735 Westphalia Rd, Mattituck +17.32 acres R-80 Yes Reviewed request to re-activate application. No quorum as Eric Keil recused himself. Informal discussion with remaining members felt that property owner should discuss open development subdivision plans with Planning Board since landowner said he may be interested in doing ODA. GRIGONIS PROPERTY (TPDR): SCTM #: Location: Total Acreage: PDR Acreage: Zoned: CPF: 55-2-8.50 Old North Rd, Southold +11.2 acres +10.84 A-C Yes Reviewed new application. No quorum as John Sepenoski recused himself. Remaining members discussed possible options available to the Grigonis family and for Melissa to bring said options to their attention. DUBNER PROPERTY (TPDR): SCTM #: 84-4-6.1 Location: 3670 Cox Lane, Cutchogue Total Acreage: +52.93 acres PDR Acreage: Zoned: AC CPF: Yes SCTM #: 84-1-8 Location: 24515 CR 48, Cutchogue Total Acreage: +23.33 acres PDR Acreage: Zoned: AC CPF: Yes Reviewed status. This property is on the State $1,350,000 grant requiring State deed language. Melissa & Bill Edwards presented alternatives for funding. Bill Edwards would like support of committee when bringing the matter to the other Town Board members. MOTION made by Craig Arm, seconded by Fred Lee, to proceed with State required easement language. LPC is willing to allow State language in this case due to the fact that this is the last eligible project on the particular grant. The landowner wishes to close this year, thus timing is an issue, and the economic factor of the potential to lose the funding from the State grant if the specific language is not used. Motion carried 4/0. (Eric Keil absent from vote) PIPIA PROPERTY (TPDR): SCTM #: 96-4-4.3 Location: 18910 CR 48, Cutchogue Total Acreage: +15.0 acres PDR Acreage: +13.0 acres Zoned: AC CPF: Yes Follow-up re: LPC's offer. [executive session] HELD until more members present for discussion. Property owner has property listed with real estate broker but is considering selling the three lots to the Town as a bargain sale (at a certain dollar amount, established by property owner, below sales price). John Sepenoski would like more information on sewerage options for these lots such as, if developed, would owners be able to hook-up to the Greenport Sewer System or would cesspools be required, as these lots (Pipe's Neck Cove) are in an environmentally sensitive area. MOTION made by Ray Huntington, seconded by Craig Arm, to advise property owner that the LPC's current priorities are on different parcels in this area and prefer to defer at this time unless property owner would like to consider a more significant bargain sale. Motion carried 4/0. (Fred Lee absent from vote) CABERON PROPERTY: SCTM # Location: Total Acreage: Zoned: CPF: 1000-109-6-15 765 (e/s) Case's Lane, Cutchogue +7.1 acres R-40 n/a SCTM # Location: Total Acreage: Zoned: CPF: 1000-109-5-16.1 450 (s/s) Cedars Road, Cutchogue +6.7 acres A-C n/a Reviewed status inquiry. Town Attorney agrees that LPC could preserve this property. Melissa Spiro to present this issue to Town Board members at their next scheduled meeting on October 19, 2004. N/S CR 48, west of Depot Lane SCTM #: 95-4-12 Location: 19285 CR 48, Cutchogue Total Acreage: +6.55 acres PDR Acreage: Zoned: AC CPF: Yes SCTM #: 95-4-13 Location: 19155 CR 48, Cutchogue Total Acreage: +6.38 acres PDR Acreage: Zoned: AC CPF: Yes Reviewed status inquiry. This property is on the real estate market. Tim Caufield, Peconic Land Trust, asked that this matter be brought before the LPC and a pro- active approach (order appraisal now) be initiated. [HELD] Erwin/Henske Open Land Project Presentation to Town Board. Supervisor Horton appointed Patricia Finnegan, Town Attorney and Melissa Spiro, Land Preservation Coordinator, to look into this proposal in further detail. Overview presented by Ray Huntington. Erwin/Henske scheduled to attend 10/26 LPC meeting. Informational: · Niamonitakis PDR closed with County 10/4/04. Purchase information memo distributed. TNC appointment with Town Board at 10/19/04 Town Board meeting re: Pipe's Cove. The Nature Conservancy wants to be involved in management plan of Pipe's Cove area.
