Commencement:
The meeting began at 7:00 p.m. Five LPC members present.
Motion made by Craig Arm, seconded by Ray Huntington, to accept meeting
minutes of September 14, 2004.
Motion carried 5/0. (Michelle & Fred absent from vote)

Reviewed location of reserved area. Melissa presented revised Reserve Area
location options A and B, which were submitted by Peter Carroll. Melissa
explained that the landowner wished to reserve an 80,000 square foot area for
future potential of another landowner for possible residence or small winery.
Option A's location was with a majority of the existing Oregon Road frontage
within the Reserve Area. Option B's location was with less road frontage. The
LPC was in favor of the Reserve Area Option B.
Motion made by Ray Huntington, seconded by Eric Keil, to go forward with
Reserve Area Option B.
Motion carried 6/0. (Fred Lee abstained as he arrived during the latter part of the
discussion.)

Reviewed inquiry re: PDR. Melissa explained that the 2 adjacent farms of a total
of approximately 12 acres are for sale and that she had received an inquiry from
potential purchasers. The potential purchasers would like to reserve from PDR
approximately 2-3 acres (all of the CR 48 frontage) and would like to offer 8-10
acres of the interior farmland, should they purchase the farm. The LPC was
generally in favor of the concept.

Reviewed Planning Board's comments re: inquiry discussed last meeting.
Melissa explained that the Planning Board had reviewed an inquiry from potential
purchasers of the Wesnofske farm in regard to a potential 2-lot subdivision.
Planning Staff sent Melissa some comments in regard to the proposal and
Melissa discussed these with the LPC.
The members entered into EXECUTIVE SESSION.
· KENNEY'S BEACH PROPERTIES
Reviewed outreach efforts. LPC reviewed overall proposal/outreach for potential
preservation of 8 parcels on the north side of Lake Drive. The concept is for
purchase using a combination of public and private funding.
Motion made by Ray Huntington, seconded by Eric Keil, in favor of the concept
to facilitate public/private partnership within this area and the percentage of the
purchase price that would be funding via the Town.
Motion carried 7/0.
General:
· Review of Melissa's status reports and outreach process held for next meeting.
· Updates on Booth, Schmidt, and Pipes Cove projects given by Melissa.
