Doyen On motion of Justice Suter,-~seconded by Councilman Homan, it was RESOLVED that the minu~es.o~ the Southold Town Board meeting held June 24, 1975 be and they hereby are approved. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that the next regular meeting, of the Southold Town Board will be held at 3:00 p.m;~,iTuesday, July 29, 1975 at the office of Supervisor Albert M~ Martocchia, 16 South Street, Greenport, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Surer, Justice Demarest This resolution was declared duly adopted. Supervisor Martocchia acknowledged the June 1975 reports from Justice Surer, Police Chief Cataldo, Town Clerk Boken, and the Building Department showing $627,370.00 estimated new con- struction, 15 new dwellings, 14 additions to dwellings, one addition to a business building, and 13 miscellaneous. Supervisor Martocchia reported receipt of the following notices of hearings from the Corps of Army Engineers: 1. Boat launching ramp by the County of Suffolk at the Long Island Sound from the Eastern Shores County Part at Greenport. July 27, 1975 is the last date for criticisms or protests. 2. Construction of a timber bulkhead and fill at Gull Pond, off Snug Harbor Road, Greenport by Paul Kalunas. 3. Constructi0n~of floats, ramps and piles in Gull Pond, Greenport by Helen A. Rutkowski. July 24, 1975 is the last date for criticisms or protests. 4. Bulkheading, dredging and placing of piles at Greenport Harbor by Pierce Yacht Basin, Inc. July 28, 1975 is the last date for criticisms or protests. Supervisor Martocchia advised that all of. the above must apply to the Department of Environmental Conservation, Southold Town Trustees and all other necessary agencies. On motion of Justice Demarest, seconded by Justice Surer, it was RESOLVED that Supervisor Albert M. Martocchia be and he hereby is authorized to enter i~to a contract, at an amount not to exceed $750.00, with Mrs. Alice W. Kappenberg of Calverton, New York, for the purpose of indexing and cross-indexing Southold Town's historical records. The amount of $750.00 covers $250~00 for supplies and $500.00 for Mrs. Kappenberg's services. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homart, Justice Surer, Justice Demarest. This resolution was declared duly adopted. Supervisor Martooohia reported that the To~¢~ Board ~s been spending a great deal of time studying the street lighting problem, talking with various consultant firms to find the proper direction for the Town to take in this matter. The Town will have a deficit this year in the street lighting budget, since the 1975 budget was set last fall, after consultation with L.I.L. Co. representatives. Some of the townVs eight lighting districts will have exceeded their budget by August. Supervisor Martocchia again advised the public of the pending resignation of the town historian, and asked that anyone interested in the position contact Supervisor Martocchia, his secretary, or the Town Clerk to make arrangements for an inter- view. The salary for the position is in the area of $1,8000.00 and office space is available. On: motion of Councilman Homart, seconded by Councilman Rich, it was RESOLVED that $7,500.00 be transferred from the Revenue Sharing Building Account to the General Fund Account for the purpose of purchasing a building to be attached tothe rear of the Town Clerk's Office in Southo!d, and for the necessary expenses to make the connection. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homart, Justice Surer, Justice Demarest. This resolution was declared duly adopted. On motion of Justice Surer, seconded by Justice Demarest, it was RESOLVED that Supervisor Albert M. Martocchia be and he hereby is authorized to purchase from the lowest responsible bidder, Space Rentals, a modular_office 12 ft. by 50 ft., electrically heated, and air-conditioned, at a bid price of $5,000.00, to be delivered to the Southold Town Clerk's Office, Main Road, Southold and set on cinder blocks. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. This resolution.was declared duly adopted. Supervisor~Martocchia explained that the additional $2,500~00 transfer to' the General Fund,'above the $5,000.00 purchase price, for the modular building is necessary to cover the added expenses of the construction of a foundation by the Highway Department, connecting breezeway from the modular unit to the main building, transfer.of telephones, and electrical connections. Supervisor Martocchia advised that the board is still in study on the adoption of a building code. Moved by Justice Surer, seconded by Councilman Rich, WHEREAS Carl Frelix, Jr. and wife applied to the Town Board for a single trailer renewal permi~ dated June 17,1975, NOW, THEREFORE, BE IT'RESOLVED that the application' of Carl Frelix, Jr. and wife 'to locate a single trailer on the property of Herman Hubbard, private road off northside Main Road, Mattituck, New York be and hereby is granted for a period of six (6) months. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Surer, Justice Demarest. This resolution wasdeclare~ duly adopted. Moved hy CouncilmanHoman, seconded by Councilman Rich, WHEREAS the Nassau.'Point Lagoon Association, Cutchogue, New York applied-to the Town Board for financial assistance in dredging the'.e~trance of The Lagoon, ~' NOW, THEREFORE, BE IT RESODVED that Supervisor Albert .M. Martocchia be 'and he hereby isauthorized to contributehalf of the total cost up to but not to exceed the sum of $475.00 toward~the cost of dreding the entrance of TThe Lagoon, Nassau Point,.Cutchogue, MeW York, subject to the Lagoon Association obtaining all the necessary permits from the proper agencies. This resolution Was declared duly adopted. $1975 Moved by Councilman H0man, seconded by J~stice Surer, WHEREAS, our friend and fellow official, Alexander Bogan, has been lost to us through death, and WHEREAS,~ by his passing the Town has lost an esteemed and efficient officer, and the people of the Town of Southold hava been deprived of his wise counsel and judgment, and the Town Board has lost a faithful friend and associate, NOW, THEREFORE, BE IT RESOLVED that this Board express its sense of loss and its sympathy to the family of Alexander Bogan, and that a copy of this resolution be entered in our minutes and a copy be sent to his family. On motion of Councilman Homan, seconded by Councilman RiCh., it was RESOLVED that Supervisor Albert M. Martocch~a be and he.hereby is authorized-to purchase from the lowest responsible bidder, an auxiliary police boat, specifications for which have_already been legally advertised. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman-Homan, Justice Surer, Justice Demarest. This resolution wasdeclared duly adopted. Mr. David Driscoll, Southold, inquired as to the location of the proposedlaunching ramp at Eastern Shores, and who~made thr proposal. Supervisor Martocchia advised that he made the proposal approximately two years ago, and stated that it will be a county ramp on property Suffolk County purchased approximately three years ago. The county has received a petition containing about 700 namesrequesting this ramp. The Town Board also is in favor of this ramp as it will aid in the efficient operation© of the town police boat. It is anticipated the construction of this ramp will not commence for about two years; however, it has been appropriated in the Suffolk County Capital Budget. Mr. Driscotl. inquired about the status of his proposal at the June 24th Town Board meeting relative to a series of information meetings to enlighten the public on the matter of the text for the Southold Town Development Plan. Supervisor Martocchia stated that he has discussed the matter with John Wickham, Chair- man of the Southold Town Planning Board and Mr. Wickham advised that the material is presently available to be put into text form, most or-'which has been adopted by ordinance. The Board can see no reason for further information meetings, which have been held many times in the past. The text will shortly be incorporated into a booklet form, including the map. Mr. Driscol! complimented the prompt service of the police department regarding a complaint he made about fireworks over the 4th of July weekend. He'asked how many_'fi~es, if any, were levied against violators-of the law, which the chief of police was .quoted in the Suffolk Times as being prepared to enforce. Justice Demarest and Justice Surer both advised they had no calls, but something may come forth in their Justice Court. They prefer to avoid previous knowledge of such incidents, as they must sit in $udgment on the case when it comes before them. Further discussion was held relative to who may be charged, how the' charges can be made, and what type of chanEes would be brought against fireworks vio%ators. Mr. Driscol! then stated that on the evening of July 3rd over $2,800.00 in damages were done by fire crackers or bombs on the North Road in Greenport, at which time the Southold Police and the Greenport Fire Depart- ment were call;ed. He feels the Police Committee should receive reports and investigate such incidents. Each member of the Town Board stated that they had no knowledge of such an incident. Mr. Driscoll refused to cite the exact incident he referred to. Mrs. Gladys Csajko, Greenport, asked for the status on the dog pound. Supervisor Martocchia advised that the first unit arrived today (July 8), but a definite completion date cannot be set at this point as the final two units have not arrived. Mrs~ Csa~ko asked if the Raymond & May report will be used for the Development Plan text. Supervisor Martocchia advised that all the material for the text is presently on hand in the Town Clerk's building in Southold, and the Raymond and May report will not be used, as it is only a proposal. Mr. Stephen Katz, Greenport, made further inquiry relative to the qualifications o£Mrs. Alice Kappenberg for coordinating ~he town's historical records. Supervisor Martocchia advised that he met Mrs. Kappenberg about ten days ago through Willard Lawrence the present town historian. She is highly educated in tha~£ield o~:historical work, having done similar work for other towns and villages, and is highly recommended by many historical groups.~: Mr. Driscoll asked 2bout the new procedure of recording Town Board~meetings, and complimented the board for instituting this procedure which he had requested a year ago. Supervisor Martocchi~ stated that recording the minutes of other boards Of the town has taken place in the past, however, on advice of the town attorney, town board meetings will now be recorded to a~oid:misinterpretation_o£ statements, and to avoid the possi- bility of the Town Clerk missing something vital. The Town Clerk ~dvised Mr. Driscol! that since June 1st all discussions and/or statements have been recorded in the Town Board minute book in a~capsulized form, and-.thiswill continue, as verbatim records would be voluminous, and would require extensive storage space; however, the tapes of the meetings are available to the public at the Town Clerk's Office. Mr. Driscoll discussed the increased traffic to the Orient Point F~rry along the North Road. Supervisor Martocchia advised that ha has the 1974 records of the New London Freight Lines showing a tremendous decline, especially on trucks, due to the increased rates. He does not have the figures for 1975 up to the present date, however, the ferry had only one small boat running earlier this year. In discussing the study of a new location for the ferry to Connecticut, it was brought out that the study being made by Tri-State was initiated because the New London Freight Lines has not been providing adequate service. The two sites presently being considered are Wading River and Truman Beach, East Marion. Mr. Driscoll asked for the current law for transient trailers and campers, as he estimates approximately 300 campers were in Southo!d Town in the last week, outside of McCann's Park and Cutchogue. Supervisor Martocchia advised that most trailers are directed to the McCann Trailer P~k in Greenport, and the situation seems to be well in hand. Moved by Councilman Homan, seconded by Justice Surer, WHEREAS Eastern Long island Hospital has been an integral part of the community since the hospital's inception 70 years ago, and WHEREAS members of the Board of Trustees and Medical Staff have made every effort to operate the hospital according to the highest standards in order to serve the community 2~ hours a day, and WHEREAS the hospital contributes significantly to the economic vitality of the communities it se~es, and WHEREAS the continued existence of the hospital as a viable institution is recognized to be extremely important to the health and welfare of the Township, NOW, THEREFORE, ~E IT RESOLVED that We, the members of the Southold Town ~oArd, hereby issue this proclamation declaring the month of August as Eastern Long Island Hospital Month, thereby indicating our support of their 1975 Annual Appeal for funds which is being conducted during that month.
