Martocchia, 16 South Street, Greenport, New York, at 3:00 P.M., Tuesday, January 28, 1975, with the following present: Supervisor Albert M. Martocchia Councilman James H. Richmond Absent: JuStice Francis To Doyen On motio~ of Justice suter, seconded by Justice Demarest, it was RESOLVED that the minutes of the Southold Town Board meeting of January 2, 1975 and January 7, 1975 be approved as submitted. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motLon of Justice Demarest, ~econded ~y Councilman Rich, it was RESOLVED that the next meeting of the Southold Town Board will be held at 3:00 P.M., Thursday, February 6, 1975 aththe office of Supervisor Albert M. Martocch~ , 16 South Street, Greenport, New York. Vote of the Town Board: Ayes: Supervisor Martocch~a, Councilman Homan, Councilman Rich, Justice Suter, Justice Demarest. On motion of Councilman Rich, seconded by Councilman Homan, it was RESOLVED that the December report and 1974 yearly report of the Southold Town Police Department be accepted and placed on file. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Justice Suter, seconded by Councilman Homan, it was RESOLVED that the Greenport Fire Department be granted permission to use the town roads north of Bridge Street to the traffic circle and west of Sixth Street to Moores Lane, Greenport, for lineup and routes for the Southern New York Volunteer Fireman's parad~ on June 28, 1975.~ Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Councilman Homan, seconded by Justice Demarest, it was RESOLVED that the Southold Town Board authorizes Town Attorney Robert Wi Tasker ~o draw up a lease for the parking area behind the Justice Court, Cutchogue, between the Town of Southold and Val Stype. Lease to run for two years, at $200.00 per year. Vo~e of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homart, Justice Suter, Justice Demarest. On motion of Justice Suter, seconded by Councilman Rich, WHERE~S Edmund Bokina applied to the Town Board for a single trailer permit ~r farm labor, NOW, THEREFORE, BE IT RESOLVED that the application of Edmund Bokina to locate a single trailer on leased land on the Main Road, Laurel, New York, for housing farm labor be and hereby is granted for a period beginning June 1, 1975 ~hrough November 1, 1975. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Justice Suter, seconded by Councilman Homan, WHEREAS ~. Edgar Worthington has applied to the Town Board for a single trailer renewal permit dated January 20, 1975, NOW, THEREFORE, BE IT RESOLVED that the application of W. Edga~ Worthington to locate a single trailer on his own property on the south side Sound Avenue, Mattituck, New York, be renewed for six (6) months. Vo~e of the Town Board: Ayes: S~pervisor Martocchia, Councilman Rich, -Councilman Homan, Justice Suter, Justice Demarest. On motion of Councilman Horn, seconded by Justice Suter, WHEREAS the Sacred Heart R. C. Church,.Cutchogue, New. York has applied to the Town Clerk for a Bingo License, and WHYS the Town Board has examined the application, and after investigation, duly made findings and determinations as required by law, N0~, THEREFORE, BE IT RESOLVED that the Supervisor be and he hereby is authorized and directed to execute on behalf of the Town Board the findings and determinations required by law, and it £s further RESOLVED that the Town Clerk be and he hereby is directed to issue aBingo License to the Sacred Heart R. C. Church, Cu~chogue, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Justice Suter, seconded by Councilman Homan, WHEREAS the Burton Potter Post ~185, American Legion, Greenport, New York has applied to the Town Clerk for an Amended Bingo License, and WHEREAS the Town Board has examined the application, and after investigation, duly made findings and determinations as required by l~w, NOW, THEREFORE, BE IT RESOLVED that the Supervisor be ~and he hereby is authorized and directed .to execute on behalf of the Town Board the findings and determinations as required by law, andit is further RESOLVED that the Town Clerk be and he hereby is directed to issue an Amended Bingo License to the Burton Potter Post ~185, American Legion, Greenport, New Yo~k. On motion of Councilman Rich~ seconded by Councilman Homan, it was RESOLVED that Bond No. 73 S-688 BCA issued ~e~e~e~asCa~lty an~ Surety Company in the name of Raymond Doyen, Commissioner-Chairman of Fishers Island Garbage and Refuse District, in the amount .of $1,000.00 be ~and the same hereby is approved, as to its form, manner of execution,and sufficiency of sureties therein. ~ote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Justice Suter,~seconded by Justice Demarest, it was RESOLVED that Bond No. 73 S-12139 BCA issued by The Aetna Casualty and Surety Company in the name of Otis Horn, Town Constable, Town of Southold, Fishers Island, in the amount of $4,000.00 be and the same hereby is approved as to its form, manner of execution, and sufficiency of sureties therein. Vote of the Town Board: Ayes: Supervisor Martocch~ , Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Justice Suter, seconded by Councilman Rich, it was RESOLVED that Bond No. 73 S-12374 BCA issued by The Aetna Casualty and Surety Company in the name of Alfred R. Grebe, Jr., Town Constable, ~own of Southold, Fishers Island, in the amount of $4,000.00 be and the same here~y is approved as to its form, manner of execution, and sufficiencty of sureties therein. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter,Justice Demarest. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that Bond No. 73 S-7377 BCA issued by The Aetna Casualty 1975 and Surety Company in the name of W. Gordon Ahman, Commissionerr Secretary of Fishers Island Garbage and Refuse District, in ~he amount of $1,000.00 be and the same hereby is approved as to its form, manner of execution, and sufficiency of sureties therei~n. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that Bond No. 73 S-12500 BCA issued by The Aetna Casualty and Surety Company in the name of Arthur J. Walsh, Commissioner- Treasurer of the Fishers Island Garbage and Refuse District,' in the amount of $20,000.00 be and the same ~ereby is approved as t° its form, manner of execution, and sufficiency of sureties ther~n. On motion of Justice Surer, seconded by Justice Demarest, it was RESOLVED that Supervisor Albert M. Mattocchia be and he hereby is authorized to sign an aqreement between the Town of So~thold and Francis P. Vermaelen, Jr., and Charles Vermaele~, as executors cf the Estate of Marie A. Verma~elen, whereby the Estate of Marie A. Vermaelen grants to the Town of Southo:td a perpetual drainage easement and ri§hr"to lay, maintain, and operate a pipe line for the transmission of water under and through a portion of a m~n~r subdivision located on the westerly side of Bay Avenue, Mattituck, New York. Vote of the Town Board: Ayes: Supervisor Martocchia-, Councilman ~ich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that the Superintendent of Highways of thee Town of S~uthold be authorized to advertise for bids and to purchase from the ~o~est responsible bidder, 500,000 gallons of asphalt road materials, more or less as may be needed, for the repairs of Town highways; Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion' of Councilman Homan, seconded by Justice Suter, it was RESOLVED that the Superintendent of Highways of the Town of Southold be authorized to advertise for bids and to purchase from the lowest responsible bidder, 10,000 gallons, mo~e or less, as may be needed, for the Highway Department and Disposal Area, of diesel fuel~. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman ~oman, Justice Surer, Justice Demarest. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that the Superintendent of Highways of the Town of Southold be authorized to advertise for bids and to purchase from the lowest responsible bidder, the following items, more or less, as may be regded: 1,000 lin. ft. of 12" dia. 16 ga. x 10' lg. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that the Superintendent of Highways of the Town of Southold be authorized to advertise for bids and to purchase from the lowest responsible bidder, the following, more or less as may be needed: 30 - Code No. 31894 Grating, Frame and Curb Inlet Casting, 6' ht. with 4" openin~ 22" x 35" overall of grating. 2.0 - Code No. 15805 Circular Frame and Grate Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that the Superintendent of Highways of the Town of Southold be authorized to advertise for bids and to purchase from the lowest responsible bidder, the following: 12 - 3' x 8' Drainage Rings 30 - 4' 6" x 8' D~ainage Rings 30 - 3? 6" x 8.' On motion of Councilman Homart, seconded by Councilman Rich, it was RESOLVED that the Superintendent of Highways of-the Town o.f Southold be author~ized to advertise for bids and to purchase from the lowest responsib~ bidder, the following, more or less as may be needed: (a) 2,500 tons of 3/8" Blue Stone, to De delivered by truck to the Highway Department Yard, at Peconic, N.Y. and-each truck must have a weight slip. (b) Price loaded on Town Trusks, from Barge, at Mattituck, New York. Vote of the Town Board: Ayes: Supervisor Martocchiaf Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. On motion of Councilman Rich, seconded by Councilman Hogan, it was RESOLVED that the ~Superintendent of Highways of th~ Town of Southold be authorized to advertise' for bids and to purchase f~om the .lowest responsible bidder the~llowing, more or less as may be needed:,~ Reflectorized traffic control materials, sign faces reflective sheeting, vacuum applicator (VAL - 6) HSRA 36" as per attached specifications. On motion of Councilman Rich, seconded by Councilman Homan, it was RESOLVED that the Superintendent of Highways b~ the Town of SoUthold be authorized to advertise for bids and to purchase from the lowest responsible b~dder, the following: (1) One used Ford Model 4400 with a model 735 loader, 19 cu. ft. bucket (OR EQUAL) with trade-in allowance on an International Tractor w/bucket Model 404. On motion of Councilman Rich, seconded by Councilman Homan, it was RESOLVE~ that Town Attorney Robert W. Ta~ker be and he hereby is instructed to research and draw up a local home improvement licensing law, ex~usive from the County of Suffolk. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Su%er, Justice Demarest. Several people inquired about the possibility of holding an information meeting on a leash law for the Town of Southold. On motion of Justice Demarest, seconded by Councilman Rich, it was RESOLVED that a resess be called at 4:15 P.M., to ~e~en~tat 8:0Q P.M.
