ORGANIZATIONAL MEETING
January 2, 1975
The Southold Town Board met at the office of Supervisor Albert M.
Martocchia, 16 South Street, Greenport, New York, at 3:00 P.M.,'
Thursday, January 2, 1975, with the following present:

On motion ~f Justice Suter, seconded by Justice Demarest, it was
RESOLVED that the minutes of the regular meeting of the Southold
Town Board held December 27, 1975 be approved as submitted.

On motion of Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that the next regular meeting of the Southo~ Town Board ----
will be held at 3:00 P.M., Tuesday, January 7, 1975 at the office of
Supervisor Albert M. Martocchia, 16 South Street, Greenport, New York.~_

On motion of Councilman Rich, seconded by Councilman Homan, it was
RESOLVED that Bond No. 73 S-8818 BCA issued by The Aetna Casualty
and Surety Company in the name of William Januick, Bay Constable,
Town of Southold, in the amount of $4,000.00 be and the same is
hereby approved as to its form, manner of execution, and sufficiency
of sureties therein.

On motion of Councilman Rich, seconded by Justice Demarest, it was
RESOLVED that Chief Carl Cataldo is hereby authorized to ~g~ an
agreement on behalf of the Town of Southold with Wheelers Jewelers,
Front Street, Greenport, New York, for the connection of a leased
line alarm system to the alarm panel of the communications console
at Police Headquarters, Main Road, Peconic, New York.

On motion of Justice Demarest, seconded by Councilman Homan, it was ....
RESOLVED that pursuant to the provisions of Section 284 of the
Highway Law, the Town Board of the Town of Southold agrees that
moneys levied and collected for the repair and improvement of
highways, and received from the state for the repair and improvement
of highways, shall be expended in the sum of $480,200.00 for general
repairs upon 176.18 miles of town highways, including sluices, culverts,
and bridges having a span of less than five feet and boardwalks or
the renewals thereof.

On motion of Justice Doyen, seconded by Justice Demarest, it was
RESOLVED that the Southold Town Board approves the action of the
Fishers Island Ferry District in accepting the lowest bidder,
Alfred S. Bicknell, Fishtown Road, Mystic, Connecticut, for the
ops~a~ion and maintenance of the Motor Vessel Mystic ISle, and the
Motor Vessel Olinda between Fi.shers Island, New York and New London,
Connecticut, for the period from January 15, 1975 through and
including January 14, 1978 as follows:
$4,000.00 per month for the Motor Vessel Olinda
$94.00 .for each extra trip of the Motor Vessel Olinda
$12,700.00 per month for the Motor Vessel Mystic Isle
$194.00 for each extra trip of the Motor Vessel Mystic Isle.

and determine when the same shall be payable, now, therefore, be it
RESOLVED that the salary of the following appointed officers or
smployees be fixed at the following amounts, and the following
appointed officers or employees shall hold' such appointed office or
position at the pleasure of the Town Board unless otherwise provided
for by law:

of the members of the Town Board and dl.ected Town Clerk an~ an
elected Superintendent of Highways shall not be fixed in an amount
in excess of the amounts respectively specified in the notice of
hearing on the preliminary budget published pursuant to Section~.108
of the Town Law,

WHEREAS Section 22B of the Town Law allows the Town Board of any
town having more than one a~essor to establiSh the office of
Chairman of the Town Assessors, who in addition to his regular
duties shall .perform such services in connection with assessment
and taxation of property for State, County.and Town, purposes as
the Board shall direct,now, therefore, be it
R~S~LVED that Edward W. F~x be and hereby is designated to' hold
the office of Chairman of the Board of Assessors until the first
day of January next succeeding such designation, at the pleasure of
the Town Board, Unless otherwise provided for by law, all in accord-
ance with Section 22B of the Town Law, and be it further
RESOLVED that the compensation for such appointment be fixed at.S700.00 per
-per year payable in regular semi-monthly payments.

WHEREAS it is required by Section 27, Subdivision 1. of the Town
Law that the Town Board fix, from time to time, the salaries of
all officers and employees of the Town, whether elected or appointed,
and determine when the same shall be payable, now, therefore, be it
RESOLVED that the salaries of the Assessors of the Town of Southold
be and hereby are fixed at the following amounts:

It is further RESOLVED that the elected officers be paid these
salaries in regular semi-monthly payments, and be it further

WHEREAS Section 64 of the Town Law requires the Town Board to
designate, by resolution, banks in the State in which the Supervisor
and any other officer of the Town shall deposit all monies coming
into their hands by virtue of their offices, and
WHEREAS the Town Boardmmay require any bank, so designated, ~o
deposit with such Board bonds or certificates of the United States,
of the State of New York, or any county, town, ci.ty,~village or
school district of the State of New York as security for such funds
so deposited, bdt such bond or certificate shall be subject to the
approval of the Town Board and shall be deposited in such place and
held under such conditions as .the Town Board may determine,

RESOLVED that The Suffolk Ti~es, Greenport, New York, a newspaper
regularly published in the Town of Southold, which has been entered
as a second class mail matter, be and the same is hereby designated,
effective February 1, 1975, as the official paper of the Town of
So~thold for the publication of all notices, resolutions, Ordinances,
and other matter required to be published, and it is further
RESOLVED that The Long Island Traveler-MattitUck Watchman, Inc.,
Southold, New York, a newspaper regularly published in the Town of
Southold, be designated as an additional newspaper for the
publication of such notices, resolutions and ordinances.

and other implements and devices without prior approval by the Town
Board in amounts not to exceed $15,000.00 during the period from
January 1, 1975 to December 31, 1975.

WHEREAS it is required by Section 67, Subdivision 1 of the Social
Welfare Law that the Town~shall appoint a Social Service Officer
~ authorize the Supervisor of the Town to act as such official,
NOW, THEREFORE, BE IT RESOLVED that Albert M. Martocchia, Supervisor,
be and he hereby is authorized to act as Social Service Officer at
~he pleasure of the Town Board, and he is to serve in such capacity
without 'c0mpensatlon, and it is further

Defense Coordinator for the Town of Southold, to serve in such
capacity without compensation.

Supervisor Albert M. Martocchia appointed William Schriever, Orient,
New York, as Deputy Civil Defense Coordinator for the Town of
Southold, to serve in such capacity without compensation for the
period from January 1, 1975 through December 31, 1975.

RESOLVED that Supervisor Albert M. Martocchia be designated to
represent the Town of Southold at the annual meeting of the
Association of Towns ~ the State of New York to be held in New
York City, February 9 through 12, 1975, and to cast the vote of
the aforesaid Town pursuant to Section 6 of Article III of the
Constitution and by-laws of said Association, and be it further
RESOLVED that Justice Martin Surer be designated to act as alaernate
to cast the vote of ~aid Town at the annual meeting of the Association
of Towns in the absence of Supervisor Martocchia.
