The variance is requested for the following reasons 1) The structure is located in an A/E Zone [6] with a V/E Zone [8] located on the same parcel immediately adjacent to the proposed structure. 2) The structure was designed anticipating future climate conditions with the first floor Elevation at[14]. It has area openings as required by FEMA and NYSDEC to allow water flow in case of rising storm tides. 4) The overall structure complies with the NYS and Town Codes and would be built exactly as sized even if the garage floor was eliminated and left as soil. 5) If the garage floor was made of soil adverse environmental conditions would constantly exist in the structure. A soil floor allows insects and rodents to readily infiltrate the house. The humidity and temperature effects associated with open soil conditions would create a bad interior environment and have a detrimental impact on the structures' energy efficiency.
