Members of several concerned civic associations have joined together to propose additions to our code to sensibly limit residential building envelopes and square footage in an attempt to preserve and maintain the character and scale of our town. On August 5, the ZBA will hold a hearing about a too big house. The proposed house in New Suffolk on a tiny, waterfront lot (.14 acre), requires front, rear, and side yard setback variances, as well as a variance to build 3 stories high, as the Town Code maximum is 2 1/2 stories. If built, it will create a 60 foot long wall, 35 feet high, with a full flight of entry stairs,just 6 feet from the street. Its size, in this location, will have a profound, detrimental impact on the surrounding properties and community, and on everyone walking, riding, or driving along First Street, one of the most scenic roads in New Suffolk. The existing code works in this case, but only if the Zoning Board does not grant the 4 variance reliefs requested. Allowing this house to be built on this property would set a precedent for other houses in other Southold hamlets, and will ultimately transform our community as so many other waterfront communities have been transformed. If an applicant needs variance relief in every direction -front, sides, rear, number of stories -that tells us that this small parcel is clearly not meant to have this house on it. Based on the close proximity of a new septic system and leaching fields to the Peconic Bay and the size and scale of the proposed house, we believe this project would create an undesirable change in the character of the neighborhood and have an adverse effect on the environment and wetlands. The preservation of the scenic beauty and charm of New Suffolk and its historic waterfront relies on an adherence to the zoning codes and setbacks set forth in the Southold Town Code. A rejection of the trend to overbuild on small lots in FEMA flood zones is not only in the interest of New Suffolk residents, but everyone in Southold Town. This property, which has never had a structure built on it, has been used for boat servicing and storage for over thirty years. Approving new construction on Mr. Loria's lot, which is located in a FEMA Special Flood Hazard Area, would pose a considerable environmental risk to the wetlands and set a dangerous precedent. It is for these reasons we are opposing this variance. I was recently contacted by New Suffolk friends about the proposed home on 1090 First St. I have been a New Suffolk property owner and summer resident for many years and I know the waterfront well. I have donated money and worked at events for the NS Waterfront Fund. The lot in question is in no way buildable; obviously because of size but also because it is not elevated enough to withstand the Easterly winds and waves. Unfortunately many people believe that bulkheading or placing riprap on the shoreline is a good safety measure. It is a very bad decision and it creates problems for the shoreline on either side. I am not an expert but I have witnessed "hardening of the shoreline" problems in New Suffolk and especially Robins Island, where I was a boat captain for 12 years. After recommendations by "Dr. Beach" - Mr. Leatherman, most of the western shoreline was lined with boulders to control supposed erosion. The very next year the famous clay cliff collapsed on that shoreline. It was routine to drive around the island in a Jeep before the boulder project- now it is impossible. After Super Storm Sandy,the Galley Ho was refurbished at great expense by moving it away from the shoreline and doing extensive drainage work for cesspools and other necessities. The existing rock jetty was improved as well to protect the property. July 30, 2019 To the Southold Town Zoning Board of Appeals, I support Phil Loria's application for a building permit and variances to build a house on his First Street property in New Suffolk. He's been a long-standing member of the community and his business, Captain Marty's Fishing Station,was an institution for 45 years.
