HomeMy WebLinkAboutLP-09/30/2025 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, September 30, 2025 at 7:00 p.m. This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town Hall Annex, 54375 Route 25(Main Road), Southold, New York. The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not have access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session. Committee Minutes and Administration • Acceptance of LPC meeting minutes from August 26, 2025 MOTION made by Anne Murray, seconded by Doris McGreevy, to accept the August 26, 2025 LPC meeting minutes. Motion carried: 5/0/1 (Will Lee abstained) • Next LPC Meeting Date: October 14, 2025 General Preservation • CPF Project Plan Update—Overview of Process Lilly provided an overview of the process for updating the CPF Project Plan. The Town intends to do a "rolling" update, starting with the land acquisition narrative and parcel list while evaluating other uses for CPF, such as water quality improvement projects. Lilly summarized the methodology that staff will use to update the land acquisition parcel list and flagged that the Committee members will be asked to provide feedback on the plan narratives, project lists, and policy questions the process continues. Motion carried: 6/0 The LPC members entered into EXECUTIVE SESSION at 7:09 p.m. Meeting locked. o Lillian McCullough, Land Preservation Executive Assistant— Inquiries, new applications, appraisals and current applications o Holly Sanford, Senior Project Manager, Peconic Land Trust & Louise Harrison, Save the Sound— Inquiries MOTION made by Eric Keil, seconded by Anne Murray, to exit Executive Session. Motion carried: 6/0 EXECUTIVE SESSION ENDED at 8:20 p.m. Land Preservation Applications & Potential Applications -OPEN SESSION • MOTION made by Eric Keil, seconded by Anne Murray, to recommend that the Town Board agree to partner 50-50 with Suffolk County and extend a purchase offer to the landowner, as discussed while in Executive Session, for purchase of a certain parcel of land known as Project 2024-1, at a price supported by the Town's and County's authorized appraisals. The proposed offer is a recommendation to the Town Board and subject to the Town Board's direction to proceed. (Motion No. 2024-1-1) Motion carried: 6/0 • MOTION made by Anne Murray, seconded by Eric Keil, to recommend that the Town Board agree to partner 50-50 with Suffolk County and extend a purchase offer to the landowner, as discussed while in Executive Session, for purchase of a certain parcel of land known as Project 2025-4, at a price supported by the Town's and County's authorized appraisals.
