Project Description: Remove and replace (in-place) approximately 157 linear .
feet of existing steel bulkhead with composite bulkhead; backfill with
approximately 50 cubic yards of clean sandy fill to be trucked in from an
approved upland source;,.remove and replace (in-kind/in-place) asphalt parking
area landward of bulkhead; and temporarily remove and reinstall existing fuel
dispensers and electric meters in same locations landward of bulkhead.
Findings: The project meets all the requirements for issuance of an
Administrative Permit set forth in Chapter 275 of the Southold Town Code. The
issuance of an Administrative Permit allows for the operations as indicated on the
site plan prepared by Jeffrey T. Butler, P.E., P.C., received on October 1, 2025,
and stamped approved on October 15, 2025.
Special Conditions: None.
Inspections: Final Inspection.
If the proposed activities do not meet the requirements for issuance of an
Administrative Permit set forth in Chapter 275 of the Southold Town Code, a
Wetland Permit will be required.
This is not a determination from any other agency.

The proposed action has been reviewed to Chapter 268, Waterfront Consistency
Review of the Town of Southold Town Code and the Local Waterfront Revitalization
Program (LWRP) Policy Standards. Based upon the information provided on the LWRP
Consistency Assessment Form submitted to this department, as well as the records
available, it is my recommendation that the proposal is CONSISTENT with the LWRP
with the following condition:
• The replacement of the existing bulkhead follows best practices as determined by
the Board of Trustees.

The project seeks to remove and replace(in-place)two sections of existing steel bulkhead that have provided the
commercial marina's upland facilties with protection against erosion and flooding for over 60 years(see Trustees Permit
No. 123,issued on June 27, 1960),and have also long provided protection for the fuel dispensers and associated fuel tank
and supply lines located landward of the bulkheading. There is no viable non-structural alternative means of maintaining
and protecting the upland portion of the property in its current location,and without replacement and maintenance of the
bulkhead,the subject property and the adjacent parking area,facilities,and fuel supply components would be exposed to
erosion,flooding,and potential damage. The project will thus effectively maintain the historically existing conditions
without any change in,or significant adverse impacts to,the adjacent tidal waters of James Creek.
