RE: Proposal for Preparation and Submission of an Application for the Renewal of a NYSDEC Solid
Waste Management Facility Permit
Dear Mr. Noncarrow:
In accordance with the Town of Southold's RFP, H2M architects+engineers(H2M)offers the following proposal
for professional engineering services related to the renewal of the Town's NYSDEC Solid Waste Management
Facility (SWMF) Permit for the Town's Transfer Station and Yard Waste Facility located at 6155 Cox Lane,
Cutchogue, NY 11935.
Since 1933, H2M has helped plan, design, and build many of our local communities: from water/wastewater
treatment facilities to firehouses, schools, civil/site, and Environmental Site Assessments (ESAs), including
groundwater remediation. Over the past ten (10) years;H2M has focused on building an inter-disciplinary staff of
planners, engineers.and professional geologists who support the design, environmental monitoring, and strategic
planning needs of municipal solid waste managers. Most recently, our designated Project Manager, Laura Feitner
Calarco, P.E., has joined our firm. In her prior employment, she supported the Town of Southold by authoring their
NYSDEC-approved Local Solid Waste Management and subsequent Biennial Update,as well as handling two prior
NYSDEC Solid Waste Management Facility Permit renewals for the Town's Transfer Station and Compost Facility.
The scope of work for this proposal is to renew the SWMF-Permit for.the Town's facility at Cox Lane consisting of
a municipal solid waste(MSW)transfer station, construction and demolition (C&D)debris transfer operation, and a
yard waste compost facility. It is understood that the Town has made no changes to their facility that would require
a Permit Modification, and as such, this proposal is for a"straight renewal".
The Town's current Permit#1-4738-02967/0001 expires on June 21, 2026, but the current NYSDEC regulations
require that a complete renewal package be submitted on or before 180 calendars days prior to expiration. As
such,we propose to complete and transmit the Town's application on or before December 19,2026. It is understood
that there are no statutory, changes to the Town's existing NYSDEC activity authorizations, materials storage or
waste stream throughputs. The services provided would include completion of all forms and production of required
documents and plans, pursuant to the most current version of the NYSDEC Part 360 Series regulations. As such,
we are.prepared to support the Town on the following scope of services.
SCOPE OF SERVICES/DELIVERABLES
1. Complete Permit Renewal Form(s)for all activities authorized under the existing unified permit(i.e., MSW
and C&D transfer activities and yard waste compost operation), which are currently permitted separately,
including collecting data on operations from the Town.
2. Conduct analysis and calculations of waste stream throughput and storage requirements on both an annual
and seasonal basis for all permitted activities. This will include a summary of the food waste composting
pilot program and demonstrating that the quantities received should be classified as "Exempt" under
NYSDEC Part 360 Series, therefore not requiring a Permit Modification.

3. Update associated facility manuals and facility site plans to address any proposed revisions and to reflect
any regulatory requirements enacted by DEC since the current facility permit was approved in 2020 and
must be incorporated under a renewed permit.
4. Facilitate and execute any correspondence, meetings, phone calls, etc., with the NYSDEC necessary to -
ensure that a proper and complete renewal submission package is provided.
5. Address any and all NYSDEC comments received on the work prepared under Tasks 1-4. Provide the
support needed to deliver a complete renewal package, including preparing and distributing all final
deliverables to NYSDEC and the Town.
Our cost proposal (see separate form) is based on the following assumptions as detailed above and below:
1. It is proposed that any additional authorized work be authorized separately by the Department. No
additional work will be performed without prior authorization.
2. The Town of Southold will share all materials necessary, including but not limited to waste and recycling
reports, manuals, and other facility documents to complete the scope of work in MS Word, MS Excel, and
other file formats as mutually agreed for efficient cooperation.
3. This proposal does not include the costs associated with a Permit Modification process and assumes the
food waste composting pilot program is being operated in accordance with current regulations and will meet.

above.

• Town of Brookhaven Landfill Transfer Station Expansion;Brookhaven,NY:Project Manager responsible
for leading permitting,design,construction monitoring,and certification services for the construction of
a 17,000 square foot addition to the Town of Brookhaven's existing MSW Transfer Station Building. The
project involved the erection of a 90'by 190'clear span,metal building designed to handle the transfer
of over 1,000 tons of MSW per day.A climate-controlled office/break room was provided with bathroom
facilities.Over 4,500 tons of asphalt and 200 linear feet of 12'high pre-cast concrete push wall were
installed.Asignificant cost savings was realized when we developed a design that utilized and expanded
upon an existing concrete ramp/pit.This ramp/pit expansion allowed for continuous trailer traffic flow and
expedited trailer loading.
• Town of Brookhaven Landfill Phase 5A and 5B Cap Closure; Brookhaven, NY: Project Manager
responsible for leading the design and construction of a capping plan for a 14-acre and 18-acre
portion,respectively,of landfill in accordance with NYSDEC Part 360 requirements.Projects involved
design of gas venting and collection layer on select granular material, liner installation,geosynthetic,
