Since 1933, H2M has helped plan, design, and build many of our local communities: from water/wastewater treatment facilities to firehouses, schools, civil/site, and Environmental Site Assessments (ESAs), including groundwater remediation. Over the past ten (10) years, H2M has focused on building an inter-disciplinary staff of planners, engineers and professional geologists who support the design, environmental monitoring, and strategic planning needs of municipal solid waste managers. Most recently, our designated Project Manager, Laura Feitner Calarco, P.E., has joined our firm. In her prior employment, she supported the Town of Southold by authoring their NYSDEC-approved Local Solid Waste Management and subsequent Biennial Update, as well as handling two prior NYSDEC Solid Waste Management Facility Permit renewals for the Town's Transfer Station and Compost Facility. The scope of work for this proposal is to create and submit the NYSDEC-required Biennial Update Report which is due October 1,2025. Included in the Report will be the data that was previously submitted in Annual Planning Unit Recycling Reports,which have been superseded by the NYSDEC requirement for this reporting pursuant to NYCRR Part 366. Further included is all updates and analysis on the Town's extent LSWMP, which was adopted August 10, 2021, by the Town Board and is in effect until December 31, 2027. As such, we are prepared to support the Town on the following scope of services. SCOPE OF SERVICES/DELIVERABLES 1. Collection and analysis of Town-maintained data on all waste and recycling programs managed by the Town, as well as information on current waste management programs that apply to the Southold Planning Unit. It is noted that Fisher's Island is not a part of Southold's Planning Unit, as designated by NYSDEC. 2. Waste generation and projection estimates.for the Southold Planning Unit for the materials streams required by Part 366 to be analyzed — municipal solid waste, recyclables, non-hazardous industrial waste, construction & demolition debris, and biosolids. This task will include the demographic data collection and analysis necessary to run the following NYSDEC calculators: 1) Population and Municipal Waste Composition Calculator and 2) C&D Debris Waste Composition Calculator, which are located at hftps://www.dec.nv.qov/chemical/48208.htmi 3. Compose a draft biennial report consisting of the following sections and information as detailed on the NYSDEC website(https://www.dec.ny.gov/chemical/71036.html)as of March 10,2025:Summary Report, Waste and Recyclables Data, LSWMP Section Updates,and Revised Implementation Schedule and Waste Projections. 4. This task includes requesting a two-year time extension (from December 31, 2027 to December 31, 2029) to the current LSWMP Planning Period in accordance with 6 NYCRR 366-5.2, which involves providing all H2M Architects, Engineers, Geology, Land Surveying and Landscape Architecture, DPC(NY).offers its services in NY only H2M Architects&Engineers, Inc. This task can be extensive and - includes analyzing and updating the material which was contained in Sections 5&6 of the Town's approved LSWMP to conform.to the current NYSDEC review standard. 5. Communications with NYSDEC throughout the Biennial Update process and submission of report for review. 6. The scope of work for Task 6 is to address all comments received from NYSDEC necessary to obtain final approval on both the Biennial Update and Planning Period Extension described in,Task 5. Please note_ NYSDEC guidance has been changing rapidly over the past one-two years, with no written notice to municipalities.We are including up to twenty(20) hours in this task,which should be sufficient under typical circumstances. Our cost proposal (see separate form) is based on the following assumptions as detailed above and below: 1. It is proposed that any additional authorized work be authorized separately by the Department. No additional work will be performed without prior authorization. 2. The Town of Southold will share all materials necessary, including but not limited to waste and recycling reports, manuals, and other facility documents to complete the scope of work in MS Word, MS Excel, and other file formats as mutually agreed for efficient cooperation. 3. The Town's LSWMP and related documents cover the NYSDEC- designated Town of Southold Planning Unit, which does not include Fisher's Island. Through this RFP the Town of Southold seeks to engage the services of a qualified professional engineering consultant to prepare a complete Biennial Update Report for the 2023-4 Reporting Period which meets the requirements of 6 NYCRR 366-5.2. The 2023-4 Biennial Update shall also include content meeting the requirements of 6 NYCRR 366-2.5(a)-(c) to support the Town's request to extend the current Planning Period from its current expiration of December 31, 2027 to December 31, 2029. Description of Work Specifically, the Town seeks the full measure of necessary support in the following tasks: 1) Collection and analysis of Town-maintained data on all waste and recycling programs managed by the Town, as well as information on current waste management programs that apply to the Southold Planning Unit. 2) Waste generation and projection estimates for the Southold Planning Unit for the materials streams required by Part 366 to be analyzed — municipal solid waste, recyclables, non- hazardous industrial waste, construction & demolition debris, and biosolids. 3) Compose a draft biennial report consisting of the following sections and information described by 6 NYCRR Part 366-5.2 and as detailed on the NYSDEC website (https://www.dec.ny�ov/chemical/710')6.litml). As of April 4, 2025, the sections listed were Summary Report,Waste and Recyclables Data, LSWMP Section Updates, and Revised Biennial Update RFP Page 2 of 3 April 2025 Implementation Schedule and Waste Projections. Consultant will be responsible to include all content as per the DEC current written guidance in effect on the advertisement date of the RFP. 4) Include the information required to obtain the LSWMP Planning Period Extension identified in 6 NYCRR Parts 366-2.5(b) and (c), 366-2.6 and 366-2.7 5) Communications with NYSDEC throughout the Biennial Update process and submission of report for review. 6) Addressing all comments received from NYSDEC and obtaining final approval on both the Biennial Update and Planning Period Extension through December 31, 2029. Responders To This RFP The Town seeks quotes from respondents for costs itemized for each support area described above. The Town will provide access to supporting documents in the Town's files and waste management staff with working knowledge of waste management operations. Responders must demonstrate competency in Biennial Update Submissions for approval by NYSDEC. The Town's Biennial Update is due on October 1 st, 2025.
