Supervisor'Martocchia Opened the meeting, and inbroduced 'the'following individuals present: Supervisor Alber~ M. Mattocchia Councilman James H. Councilman Homan, WHEREAS, Eastern Long ~Island Kampgrounds, Inc. has filed an application and plan with the Town Clerk for a permit to operate a tourist camp to be located at the southwest corner of Queen Street and County Route 27 near the Village of Greenport, pursuant to the provisions of Chapter 88 of the Code of the Town of Southold, and WHEREAS, a public hearing was held by the Board with respect to said application on the 10th day of August, 1976, at which time all interested persons were given an opportunity to be heard with respect to said application, ~and WHEREAS, the applicant has obtained the approval of the Southold Town Planning Board.of the ,site plan, and special exception approval of. the Southold Town Board of. Appeats, all in accordance with Chapter 100 of the Code of the Town Of Southold, and WHEREAS, this Board ~as~ examined said plan of the pr6posed tourist camp which consiBts 0f 73 units; an administration building with a swimming pool adjacent thereto and a parking field comprising 20,000 square feet likewise adjacent to said administration building and two satellite buildings which said plan appears to be in compli- ance with the provisions of the Code of the Town of Southold, NOW, THEREFORE, IT IS HEREBY RESOLVED AS FOLLOWS: A tourist camp permit is hereby granted to Eastern Long Island Kampgrounds, inc. for ~h~-'establishment, maintenance and operation of a tourist camp to contain not more than 73 units on premises located on the south side of County Route 27 and generally bounded northerly by County Route 27; easterly by Queen Street and land of Bolling; southerly by land of the Village of Greenport; and westerly by lands of Fenno, Francisco and Sledjeski, and the Town Clerk is hereby directed to issue such permit, subject, however, to the following.zterms and conditions, to wit: a. That the public water supply and sanitary se~rage disposal to the premises for which said permit is issued shall be supplied by the Incorporated Village of Greenport at the sole cost and expense of the applicant which said water supply and sewage disposal systems shall comply with all of the requirements of all a~encies having jurisdiction thereof, and said water supply and sewage disposal syst~m~~ shall be installed and in operation prior to the occupancy of the promises for any purposeswhatsoever. ~:. That in tho-event thatany portion of the premises located within 100 feet of the land 'owned by the Village of Greenport is utilized for campgrounds or trailer sites, a six foot chain link or eqUliValent type fence shall be erected and maintained along the boundary lithe of said la~d of the Village of Greenport. That prior to April~l, 1977 the applicant shall erect~and maintain a similar type fence~along the entire boundary line of applicant's premises abutting ~h% lands of Fenno, Francisco and Sledjeski. c. That'to mSnimize ~raffic hazards~that ~ay occur by reason of trailer vehicles entering and leaving said premises, suitable' turnoff or deceleration lanes or such other highway facilities as the agehcy-having jurisdiction of County Route 27 shall prescribe shall~be proWLded and constructed prior to the use of any portion of the premises for tourist camp uses. e. "'That in order to provide suitable access to the premises Over Queen Street, a 33 foot wide town highway, the same will be required to be widehed to 50 feet along its entire length. Prior to the occupancy of the premises for tourist camp purposes, ~be applicant shall at its own expense~improve and pave a 17 ~oot strip along the entire westerly boundary of Queen Street in accordance with the present town highway requirements ~d when so improved and paved, dedicate the same to the Town of Southold. f. ~hat the portion of the ~remises extending from a point 100 feet south of County Route 27 to a point 600 feet south of County Route 27 Shall be restricted to open recreational uses with no structures erected-thereon. That a parking lot of at least 20,000 square feet in area to be constructed in accordance with the Southold Town hi~hway~ specifications loca%ed~adjacent to the main administration building shall be completed prior'to the ~se of~bhe premises for-tourist camp purposes. i. That except-as otherwise provided herein, said tourist camp shall be constructed, maintained-and operated-in compliance'with,the,site plan approval granted by~the S0u%hotd T~wn Planning Board on June 2-1, 1976: the special--excep~ion use granted by ,the -Southold,Town~Board of Appeals on July 22,- ~976~ ~and the te~ms and conSditions-of Chapter~88 .of-the~Code of the Town-of Southo~d. - j~ .... That-the fee ,for such license authorized hereby-shall be $730.00 and any and all sums--zn excess-~hereof~hereto£ore paid by the applicant paid tO the-~Town Clerk are hereby 'directed to, be refunded to the applicant. The question was asked if.Superintendent Of HighWays Dean is on the~ - island today?--Supervisor Martocchia stated he is not, he is in the process of seeing to the removal of ~00 loads of debris left bY the .hurricane-on Monday night. He will be over soon with a representative of a road construction compa~ny and his deputy s~perintendent. Mr. Gordon Ahman asked if the board knew why the Coast Guard evacuated Fishers Island at .2:00 P.M. on the day of the hurricane, leaving the residents virtually abandone~? They asked if the board had any authority to speak~to someone,~ Such asa senator,, to prevent ~his from happening again.-~rSupervisor Martocchia said ,he would try to find out what the reason was for this evacuation of the Coast Guard and have a reply for the residents.-~-Justice Suter stated there was a federal notice put out in the middle of the afternoon on Monday that al~ federal agencies ~were to secure their own property; they were ,just following orders. TheY were to go to a secure place so they could return as soon as the storm was over to aid the residen.~s. Mr. John P. Gaillard, President of the Fishers Island Civic Association referred to a letter he wrote to the supervisor ~raising a number of questions. .He also thanked-him for~his help last:year in aidin~ the fire department in getting the county police boat which was used for evac~ation~of emergency casDs wheD, p~ivate boats and the coast guard were unavailable last winter. He has been informed that after a haul- out the boa~ was found to be not s~aworthy.---A~other individual stated that the boat was hauled-out at ~irates.Cove Marina and examined b~ Chief Wall' and Peter Sanger, and it was Mr. Sander's recommendation that the boat be given back to the county as the hull i's not as g0od as it,shou'ld be, the engines are not fresh water cooled and might go at~ any minute, and in anything~over 25 mph winds the boat might go.--- Supervisor Martocchia stated that the boat came from ~he office of Emergency Preparedness and was viewed by him when it arrived in Orient prior to ~eing sent over to Fishers Island and it seemed like a~very good boat, he rode-on it himself. He cannot understand, how it went down hill so fast; and hates to think what the county will say when they get t~s boat back in the condition it is purported to.be in~ the original plan was to return th~ boat~ after the winter, but he wasL able to keep it at Fishers Island for as long as they needed it. H~ - did see a report of the study of the boat by Pirates Cove Maring¥ and would have to accept their assessment as they undoubtedly kno~ more about boats than he does. He s~ted he .might be able to get-them a~ ~5 ft. picket boat very shortly. It is not as fast as the present boat, but is very heavy and comfortable. t976 .4'3 ~r~Ga~lta.~d stated the islanders are concerned.that they have not been able to obtain the $t0'O,i0~.00 for~,the replacement of the dolphins which~have deteriorated at Silver EeL P~ond. The' entry is dangerous in .winter weather. Mr. ~aillard wished 'to'remind the board that ,is is a real problem to the island and still dragging three years a~ter'the appropriation was originally made. He asked wh~ther~ the Orient Point discussion~,as'.to wh~ether or.not it was advisable to increase .the ,ferry servic~~ and for that purpose remove the ferry landing at Orient have anything to:do with the delay in the appropr'iation for them?~-- Super~isor'.Martocchia'-had a letter hand-delivered from Austin Emery who could not answer because he was not invited to this meeting, giving details of everything he. has done up to this point. An hour ago a message3Was ~eceived from Assemblyman Duryea's office2 The project has been approved ~y~hree different govenors, four different sets of legislative sesslons, but the Department of the Budget opera~ed by civi'l-ser~ice employees has refused to let the money go. These employees have not let the money .go becuase they feel the money would be u'sed to ,make ~ few wealthly people happy". Supervisor Martocchia stated'it has been approved, and it will be released as soon as it can be,~W~rked ou.t with. theDepartment of Budget people.---Mr~. Gail~ard asked if ,Senator Guiffreda has joined, with Assembtyman~Du~yea in this a~tion? .... Supervi~sor Ma,rtOcchia stated he' has-not-t~tked with ~Senator Guiffreda~about-it. Assemblyman Duryea/had plan~ed to be~,on Fishers Island toady, but could not fly over due .to the fog.---Mr. Gaillard asked 'that the Board indicate to Senator Guiffreda and Assemblyman Duryea that the islanders have long needed this project, have long .been promised it.---Supervzsor: Martocchia~ stated: they would be happy to do it~' - Mr. Gaitlard'asked for a. speedy review of Fishers Island roads, s~ they may have ~ copy of th~road map, for ~the island., Whe~ the-taxpayers see their.taxes of $54,000.00 for ~ishers Island alon~ ass.~gned .to maJlntenance of Highwayf 1~2.,3,4 in the tax notice,_ roads which they do not use at all, and ask what the. to~al salaries of ~the-2~ maintenance-men and the aupplies used ~,~T.:,, no majo~ .maintenance or ~urfacing of dirt roads ~have been done.~--Supervisor'.-~artocchia prese~ed Mr. Gailtard'with a:-~ist of town roads on F.I.---Town Attorney Tasker stated tba~ about ten years-ago it appeare~ there were many ~oads on F.I. that were maintained .by the highway depa-rtment'a~lthough: our re~ords, ind~ca-ted they were never officially taken as town roads. At that time the then superintendent ore,highways and the town justice on F.I.. reviewed the roads to determine which roads which had be~n;.worked.an~ used-and ~ainta~ned by. the town. for.~period~_of_ ten years, because u~der s~t~elaw, if a highway department works and main'rains a road for a period of ten years, ~he statu~e requires that the superintendent of highways may make an order officially laying~-~his out as a town highway and putting it on the records. A certificate of occupancy is not given by the town until approval of the health department for water and sewage disposal and the underwriters approval for electrical.. ...... The question was asked if the board could forsee three of ~r years in the future, as to how taxes in the town will increase?---Supervisor Martocchia indicated that the tax bull is broken down, and better than 50% 50 60% is for school. As far as county tax is concerned, they see a problem where the town might be included in taxes co~ring the Suffolk County sewer, which does not affect Southold Town. In another area the town ~s concerned with the CSEA and PBA demands for their contracts which become effective January 1st. Many areas of revenue in the town is fall- ing off, sand and gravel is not what it once was, there is less building, mortgage tax from the county is not as much as it was, assessment, due to lack of new construction is not climbing as high percentage-wise. However, the town is very dollar concious and careful of the tax- payers money; therefore he does not see a very great increase in the town tax; but there are about nine other items on the tax bill, such as special districts,-schools, light, water, fire, library, the town is only the collection agency for them. Over the past ten or twelve years the rate on the town level has changed very little, but the over- all tax has ri~en.---~h~Lquestion was asked if the town didn't have to send notice by mail to all the taxpayers of a budget vo~e?--- Supervisor Martocchia stated it is advertised in both of the local papers, and two hearings are held, one in the afternoon, and one in the evening. However, the budget is not voted on by the public, a public hearing is held. The school budget is voted on. Mrs. James Wall asked questions relative to the health department. She asked how the health department can make a ruling and them come and inspect and make the property owner change the location of the septic system. Supervisor Martocchia stated he would look into the situation. Building Inspector Terry ~plained his knowledge of the situation. Supervisor M~rtocchia stated that if the people on the island wanted any one of the particular heads of departments to come to the island he would arrange it. The question was asked if there is provision for absentee ballots for school board or ferry budget votes?---Town Attorney Tasker stated he does not think so~ The question was asked what other meetings the board had with individuals prior to this meeting?---Supervisor Martocchia stated he met with representatives of the Island People's Project and another meeting with contractors on the island. Supervisor Martocchia stated~these meetings were merely discussion and held at the request of those people, inv~lve~.---Mr~..
