Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners Mammina, Surchin, Wexler, de Conciliis, and Ketcham. (This Resolution was duly adopted 5-0). WORK SESSION: 3:08 P.M. Review Applications (3) 3:10 P.M.—LUCY STILLE-for a Certificate of Appropriateness under Section 170-7(b)of the Southold Town Code at a registered landmark property to replace siding and construct alterations (windows and doors)to an accessory garage; located at 220 Skippers Lane,Orient,NY. SCTM# 1000-25-1-21. (DK) • The Commission received an application,dated June 27, 2025, requesting a Certificate of Appropriateness to replace siding,windows and doors to an existing accessory garage. • The applicant,Lucy Stille,appeared before the Commission,and detailed improvements to consist of four(4)Anderson 400 Series Windows, an exterior door and cedar shingle siding, all as depicted,on submitted manufacturers' specifications. • During the Regular Meeting,the Commission will determine whether if the proposed improvements and additions can be considered de minimus, and that a Certificate of Appropriateness may issue. REGULAR MEETING: Called to Order: 3:30 PM Commissioner Mammina, seconded by Commissioner Surchin made a motion to Open the Regular Meeting. Vote of the Commission: Ayes: Commissioners Mammina, Surchin, Wexler, de Conciliis,and Ketcham. (This Resolution was duly adopted 5-0). Pledge of Allegiance Page 2, Minutes of Meeting of the Historic Preservation Commission July 24, 2025 APPROVAL OF MINUTES:A Motion was made to approve the prior meeting minutes of June 26,2025 by Commissioner de Conciliis,seconded by Commissioner Mammina. Vote of the Commission: Ayes: Commissioners Mammina,Wexler,de Conciliis,and Ketcham. (This Resolution was duly adopted 4-01 (Commissioner Surchin Abstained). RESOLUTIONS: • A Motion was made by Commissioner Mammina and seconded by Commissioner Wexler that pursuant to Chapter 170-4(E)(2)of the Southold Town Code,the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing,as the proposal is de minimis in nature; and the Commission has determined that the subject application is de minimis in nature and,therefore,do not require a Public Hearing. Vote of the Commission:AYES: Commissioner Mammina,Surchin,Wexler,de Conciliis,Ketcham,(5-0). Motion approved. • Resolution No.07.24.2025.1—LUCY STILLE,220 SKPPERS LANE,ORIENT: A Motion was made by Commissioner Mammina,seconded by Commissioner Wexler to approve the request of a Certificate of Appropriateness for the improvements to an accessory garage to include four(4) new windows,a new exterior door,and replacement of cedar shingle siding,all conditioned upon approvals by all involved agencies. Vote of the Commission: AYES: Commissioner Mammina, Wexler,Surchin,deConciliis,and Ketcham(5-0). Motion approved. OLD BUSINESS: 1) Hardcopies of Part 1 of the Commission Handbook was distributed to all members. The Coordinator will forward digital copies of the Handbook to members in Word Format with Tracking. Editing will be done by Members Surchin, Mammina and de Conciliis, and all edited versions will be emailed back to the Coordinator. 2) There was further discussion regarding granting acknowledgements/proclamations to owners of historical properties, and possibly issue Landmark Plaques. Members discussed taking lead on these actions. NEW BUSINESS: (None) Meeting Adjourned: 4:00 P.M. Motion to adjourn the meeting was made by Commissioner Mammina,seconded Surchin. Vote of the Commission:AYES: Commissioner Mammina,Surchin,Wexler,de Conciliis,and Ketcham (5-0). Motion approved. Next HPC work session and regular meeting,with Zoom access, scheduled for August 14,2025 in the Annex Building, Second Floor Conference Room at 3:00 PM.
