Regular Meeting Minutes
TOWN HALL ANNEX CONFERENCE ROOM
Thursday, June 26, 2025 at 3:00 PM
Attendees: Commissioner Mammina(Chairperson),Commissioner Wexler, Commissioner de Conciliis,
Commissioner Woodhouse,Commissioner Ketcham, and Commissioner Sadar-Af diami.
Also Present: Kim Fuentes, Coordinator, Julie McGivney,Assistant Town Attorney,and Jill Doherty,Town
Councilperson.
2:44 P.M. Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners
Mammina,Wexler, de Conciliis,and Sadar-Afkhami. (This Resolution was duly adopted 4-0).
EXECUTIVE SESSION: 3:00 P.M.
2:44 P.M. -A Motion was offered by Chairperson Mammina, seconded by Member de Conciliis to enter into
Executive Session in order to receive Attorney Advice. Vote of the Commission: Ayes: Commissioners
Mammina, Wexler, de Conciliis, and Sadar-Afkhami. (This Resolution was duly adopted 4-0).
3:41 P.M. -Motion was offered by Chairperson Mammina, seconded by Member de Conciliis to exit the
Executive Session.Vote of the Commission: Ayes: Commissioners Mammina, Wexler, de Conciliis,
Woodhouse, Ketcham and Sadar-Afkhami.(This Resolution was duly adopted 6-0).
WORK SESSION: 3:24 P.M.
Review Applications (3)
3:44 P.M.=JANINA CAUFIELD for a Certificate of Appropriateness under Section 170-7(b) of the
Southold Town Code at a registered landmark property to replace siding on a single family dwelling
and to install a new fence; located at 830 Navy Street,Orient,NY. SCTM# 1000-25-4-1. (AW)
• The Commission received an application dated June 3, 2025 requesting a Certificate of
Appropriateness to replace siding on an existing single family dwelling and to construct a fence.
• Ed Caufield appeared before the Commission to describe the proposed improvements; natural
cedar wood shingle siding,and five feet high natural cedar fencing or in the alternative,Vinyl
Fencing.
• During the Regular Meeting,the Commission will determine whether if the proposed
improvements and additions can be considered-de minimus, and that a Certificate of
Appropriateness may issue.

4:02 P.M.-FREDRICK SCOFIELD-(Meryl Kramer)for a Certificate of Appropriateness. under
Section 170-7(b)of the Southold Town Code at a registered landmark property to install a new three
(3)feet high white picket fence to be located in the front yards(Willow Street and Village Lane)
surrounding the residential property;.located at 2355 Village Lane, Orient,NY. SCTM# 1000-26-1-

• By letter and application received May 27,2025,the applicant's representative Meryl Kramer,
requested a.Certificate of Appropriateness to install three feet height wood picket fencing.
• The applicant's representative,Ethan Mihlstin appeared at the Work Session to describe the
proposed improvements. The fence,is depicted on a Draft Site Plan submitted by Cutting Edge
Landscaping, last revised May 12,2025,unsigned and unsealed;
• During the Regular Meeting,the Commission will determine whether if the proposed
improvements and additions can be considered de minimus, and that a Certificate of
Appropriateness may issue.
ANDREA SIMITCH for a Certificate of Appropriateness under Section 170-7(b)of the Southold
Town Code at a registered landmark property to construct alterations and additions to a single family
dwelling; located at 2500 Hobart Road, Southold,NY. SCTM# 1000-64-3-7. (AS)
• The applicant submitted incomplete architectural plans on June 23,2025 depicting additions and
alterations to a single family dwelling.
• The applicant was directed by the Coordinator to apply to the Building Department and request
their review and a Notice of Disapproval:
• Andrea Simitch appeared before the Commission to present her Site Plan and Architectural Plans,
which was absent of necessary detail in order to conduct a complete review. She indicated that
the house was moved from a different parcel.
• The plans depicted an addition for a bedroom and bath. The siding will be made of cedar
shakes/shingles and the roof will consist of in-kind asphalt.
• Ms. Simitch was asked to meet with the Commission,again, once she completes her submission
to the Building Department.

Commissioner Mammina,seconded by Commissioner Woodhouse made a motion to Open the Regular
Meeting.Vote of the Commission: Ayes: Commissioners Mammina,Wexler,de Conciliiis,Woodhouse,
Ketcham and Sadar-Afkhami. (This Resolution was duly adopted 6-0).

APPROVAL OF MINUTES:A Motion was made to approve the prior meeting minutes of May 22,2025
by Commissioner de Conciliis,seconded by Commissioner Woodhouse. Vote of the Commission:AYES:
Commissioner Mammina,Wexler,de Conciliis,Woodhouse,Ketcham,and Sadar-Afkhami.(6-0).

RESOLUTIONS:
• A Motion was made by Commissioner Mammina and seconded by Commissioner de Conciliis that
pursuant to Chapter 170-4(E)(2)of the Southold Town Code,the Commission has the authority to
determine that some proposals do not rise to the level of requiring a public hearing,as the proposal
is de minimis in nature; and the Commission has determined that the subject application is de
minimis in nature and,therefore,do not require a Public Hearing. Vote of the Commission:AYES:
Commissioner Mammina,Wexler,,Woodhouse,de Conciliis,Ketcham,and Sadar-Afkhami(6-0).
Motion approved.
• Resolution No.06.26.2025.1—FREDERICK SCOFIELD,JR.,2355 VILLAGE LANE,ORIENT: A
Motion was made by Commissioner Mammina,seconded by Commissioner Sadar-Afkhami to
approve the request for a Certificate of Appropriateness for the recommended new three feet high
white picket fence,subject to the submission of a dated,signed and sealed Site Plan showing the
fence as installed and prepared by a licensed design professional,and further conditioned upon
approvals by all involved agencies. Vote of the Commission: AYES: Commissioner Mammina,
Wexler,,Woodhouse,Ketcham,and Sadar-Afkhami(5-0). (Commissioner de Conciliis recused)
Motion approved.
• Resolution No.,06.26.2025.2-JANINA CAUFIELD;830 NAVY STREET,ORIENT-A Motion was
made by Commissioner Mammina,seconded by Commissioner Wexler to approve the request for a
Certificate of Appropriateness for the approved replacement of cedar siding and recommended new
five feet high cedar fence,subject to the submission of a dated,signed and sealed Site Plan prepared
by a licensed design professional,and further conditioned upon approvals by all involved agencies.
Vote of the Commission:AYES: Commissioner Mammina,Wexler,Woodhouse Ketcham,de
Conciliis,and Sadar-Afkhami(6-0). Motion approved.
OLD BUSINESS:
1) Hardcopies of Part 1 of the Commission Handbook was distributed-to all members. There was no further
discussion. The Commission is waiting for prior edits.
2) There was no further discussion regarding granting an acknowledgement/proclamation to an owner of a
historical property. In prior meetings(2)Commissioners discussed taking lead on this matter.
NEW BUSINESS: (None)
Meeting Adjourned: 4:39 P.M.
Motion to adjourn the meeting was made by Commissioner Mammina,seconded Woodhouse. Vote of
the Commission:AYES: Commissioner Mammina,Wexler,,de Conciliis,Woodhouse,Ketcham and
Sadar-Afkhami(6-0). Motion approved.
Next HPC work session and regular meeting,with Zoom access, scheduled for July 24,2025 in the Annex
Building, Second Floor Conference Room at 3:00 PM. Please be reminded that the August meeting will
be held on August 14,2025.
PLEASE NOTE:2025 Meetings:July 24,2025,August 14,2025,September 25, 2025, October 23, 2025.
All meetings of the Commission will begin at 3:00 PM.
