Regular Meeting Minutes
TOWN HALL ANNEX CONFERENCE ROOM
Thursday, May 22, 2025 at 3:00 PM
Attendees: Commissioner Mammina (Chairperson), Commissioner Wexler, Commissioner de Conciliis,
Commissioner Woodhouse, and Commissioner Sadar-Afkhami.
Also Present: Kim Fuentes, Coordinator,Julie McGivney,Assistant Town Attorney, and Jill Doherty,
Town Councilperson.
3:00 P.M. Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners
Mammina, Wexler, de Conciliis, Woodhouse, and Sadar-Afkhami. (This Resolution was duly adopted 5-
EXECUTIVE SESSION: 3:00 P.M.
3:07 P.M. -A Motion was offered by Chairperson Mammina, seconded by Member de Conciliis to enter
into Executive Session in order to receive Attorney Advice.' Vote of the Commission: Ayes:
Commissioners Mammina, Wexler, de Conciliis, Woodhouse, and Sadar-Afkhami. (This Resolution was
duly adopted 5-0).
3:24 P.M. -Motion was offered by Chairperson Mammina, seconded by Member de Conciliis to exit the
Executive Session. Vote of the Commission: Ayes: Commissioners Mammina, Wexler, de Conciliis,
Woodhouse, and Sadar- Sadar-Afkhami. (This Resolution was duly adopted 5-0).
WORK SESSION: 3:24 P.M.
Discussions:
The Commission welcomed Ahmad Sardar-Afkhami as a new member of the Commission
Simon Eisinger-2760 Village Lane, Orient, SCTM No. 1000-26-1-20.1. Mr.Eisinger's residence is
listed on the Town's Historic Registry, but has been removed from the New York State Register(NYS
OPRHP CRIS), and wants his residence to be removed from the Town's Registry. Copies of
communication between the NYS agency and Mr. Eisinger was distributed to the Commission
Members. The HPC has the power to recommend an action to the Town Board. The Commission
members will visit the property before making a recommendation.

Review Applications (2)
1) DARIEN LEUNG—265 Orchard Street—(Stacy Paetzel) for Certificate of Appropriateness.
under Section 170-7(b) of the Southold Town Code at a registered landmark property to install a
new fence and gate surrounding an in-ground swimming pool, and add railings to existing wood
landing and steps attached to a single family dwelling; located at 265 Orchard Street, Orient,NY.
SCTM# 1000-25-2-11.1. (JW)
• By letter and application dated April 24, 2025,the applicant's representative Stacy Paetzel,
requested an Amended Certificate of Appropriateness to relocate fencing,with additional
approval from the Commission to add railings to an existing wood landing.
• On April"24, 2025,the Commission received Architectural Plans of the proposed wood fencing
surrounding the subject property, and wood railing to be installed on an existing landing, with a
Site Plan entitled"Proposed Pool Fencing Plan", last revised April 23,2025, and prepared by
Stacy Marshall Paetzel, Registered Landscape Architect.
• The applicant's representative, Dennis Mendoza appeared at the Work Session to describe the
proposed improvements and amendments.
• The Commission will determine whether a new public hearing date will be required,or if
the proposed improvements and additions can be considered de minimus.
2) ASIP HOUSE—Richard B. Sachs—8255 Bridge Lane—(Daniel Butler) for a Certificate of
Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark
property to install privacy fence surrounding the HVAC Condenser-and Emergency Generator to
be placed in the front yard of subject property; located at 8255 Bridge Lane, Cutchogue,NY.

• On May 13, 2025,the applicant's representative,Daniel Butler, Architect, submitted a proposal
to install a privacy fence to surround new HVAC Condensers and an Emergency Generator, all to
be located in the side yard.
• The application included a Site Plan and Architectural Plans, Sheets A-0.0,A-2.5, A-2.6, last
revised May 14, 2025, and A-0.3, dated May 15, 2025, all prepared by Daniel Butler, Registered
Architect.
• The applicant also requested an Amendment to the Certificate of Appropriateness#05.23.2024.2
to redesign a pool house/cabana and an iri-ground swimming pool, both located in the rear yard,
and surrounded by a code conforming fence previously approved by the Commission on May 23,
2024.
• The Commission recommended that the height of the privacy fence be no more than four feet in
height.
• The Commission will determine whether a new public hearing date will be required,or if
the proposed improvements can be considered de minimus.
REGULAR MEETING: Called to Order: 3:50 PM
Commissioner Mammina,seconded by Commissioner Wexler made a motion to Open the Regular
Meeting. Vote of the Commission: Ayes: Commissioners Mammina,Wexler, de Conciliis,
Woodhouse,and Sadar-Alkhami. (This Resolution was duly adopted 5-0).

APPROVAL OF MINUTES:A Motion was made to approve the prior meeting minutes of April 24,
2025 by Commissioner de Conciliis,seconded by Commissioner Woodhouse. Vote of the
Commission:AYES: Commissioner Mammina,Wexler, de Conciliis,Woodhouse, and Sadar-
Afkhami. (5-0). Motion approved.
RESOLUTIONS:
• A Motion was made by Commissioner Mammina and seconded by Commissioner Wexler that
pursuant to Chapter 170-4(E)(2) of the Southold Town Code,the Commission has the authority
to determine that some proposals do not rise to the level of requiring a public hearing,as the
proposal is de minimis in nature; and the Commission has determined that the subject
application is de minimis in nature and,therefore,do not require a Public Hearing. Vote of
the Commission:AYES: Commissioner Mammina,Wexler,,Woodhouse,de Conciliis,•and
Sadar-Afkhami (5-0). Motion approved.
• Resolution No. 05.22.2025.2 -DARIEN LEUNG,265 ORCHARD STREET, ORIENT.-A
Motion was made by Commissioner Woodhouse and seconded by Commissioner de Conciliis to
Grant approval and issue a Certificate of Appropriateness to Darien Leung. Vote of the
Commission:AYES: Commissioner Mammina,Wexler, ,Woodhouse,de Conciliis, and Sadar-
Afkhami(5-0). Motion approved.
• Resolution No. 05.22.2025.1—RICHARD B. SACHS,ASIP HOUSE-A Motion was made by
Commissioner Woodhouse and seconded by Commissioner de Conciliis to Grant approval and
issue a Certificate of Appropriateness to Richard B:Sachs,ASIPS HOUSE. Vote of the
Commission: AYES: Commissioner Mammina,Wexler,,Woodhouse, de Conciliis, and Sadar-
Afkhami(5-0). Motion approved.
OLD BUSINESS:
1) Hardcopies of Part 1 of the Commission Handbook was distributed to all members. There was no
further discussion.
2) The Commission discussed granting an acknowledgement/proclamation to an owner of a historical
property. Both Commissioners Surchin and Wexler will take lead on this matter and will•contact the
property owner. Once a date is set,the Commission will request Town Board approval and make an
announcement in the Suffolk Times.
NEW BUSINESS: (None)
Meeting Adiourned: 4:12 P.M.
Motion to adjourn the meeting was made by Commissioner Mammina,seconded Commissioner de
Conciliis. Vote of the Commission:AYES: Commissioner Mammina,Wexler,, de Conciliis,
Woodhouse,and Sadar-Afkhami (5-0). Motion approved.
Next HPC'work session and regular meeting,with Zoom access, scheduled for June 26,2025 in the
Annex Building, Second Floor Conference Room at 3:00 PM.
