MINUTES
July 21, 2025 - 10:30 A
Attending: Margaret Newman, Chairperson, Anne Smith, Town Board Laison; Police
Chief Grattan; Dan Goodwin, Highway Superintendent; Brian Cummings, Southold
Town Planning Department, Mary Bess Phillips, John Carter, Eric McClure, Chris
Shashkin, James Kalin. Absent Charlie Gueli
Meeting called to order by Margaret Newman at 10:35 AM.
Approval of the minutes for June 16, 2025, moved by John Carter and seconded by
Chris Shashkin. All approved.
Review of NYSDOT memo and planning for the meeting, discussion of input from
business and other community members based on the items in the memo and other
items they are concerned about as background and data, what questions should be
posed and should anyone else be there. Recommendation to narrow the specific topics
we are seeking from NYSDOT and legislative partners. Decision to reach out to EDC to
determine how to best inquire about business community input and plan the agenda for
the NYSDOT meeting.
Infrastructure and Rising Sea Level Meeting set for late August w/Legislative and
Town leadership and staff to discuss Rte. 48 and Rte. 25 concerns
Bayview and Baywater Stop Sign request, Dan discussed and reviewed. Highway
has addressed visual impairment problems with landscaping modifications. Also
discussed whether the yield sign should be a stop sign but concern was that a stop sign
might not be effective. Chief Grattan reported officers reviewed the footage for sight
distance. The shortest is 245 ft. Hidden drive sign obstructs, and tree trimming could
improve the situation. Dan included a sign showing the shape of the intersection for
awareness. Commission agrees with all the above. Anne will report back to the Town
Board.
Old Soundview request east bound toward Factory Ave; speed tracker showed above
speed limit. Will continue to monitor. A stop sign might not be helpful.
Peconic Bay Blvd. Coordinated effort with Riverhead targeted enforcement, to observe
large vehicles on the road and impacts. Concern about continued speeding. Sign is
there, continuing research on the use of speed cushions, concerns about truck traffic
and tourism traffic both local and as through traffic. Discussion of camera tickets based
on speeding and infractions.
New Suffolk Ave Discussion on speeding, John Carter suggested actual speed limit
should be on the sign. Recommendation to track and collect data and see what the
impact is. Dan will bring in a map of where signs are now and we can make a
recommendation going forward including the data collection option. Explore the
possibility of ticketed enforcement with camera technology.
New Members: Welcomed Eric McClure as a new member of the commission.
Street Co-naming discussion is to be continued with a report to come from the Town
Attorney's office. An article from Newsday was forwarded and we requested a summary
for the next meeting.

Zoning Update expected for next meeting with Brian.
Review of Transportation Studies Working Group: John and Mary Bess will work on
this and will include Charlie to gather the links and actual studies and a short intro and
outcomes of each study to share with the TC and take a broader look including
alternative transportation options and seasonal use ideas.
New Business: Suggestion from town of Greenport that people looking for the North
Ferry should have a sign to help route traffic away from the Village traffic. To be
discussed at the next meeting after we hear more from the Village about this request.
New meeting time to start in Sept. at 4:15. The time and dates of our meetings will be
revised once we have a town representative who can support the Transportation
commission with recording minutes and setting up zoom recording of meetings.
