I'll need 4 copies of just the pages which change. Moving forward on future projects,just keep in mind that first floor bedrooms are allowed to have a minimum clear net opening of 5 sq.ft., in addition to the minimum opening requirements of 24" tall and 20"wide (the opening area of the window speed out on your drawings is only 4.7 sq.ft.- its something that may have been missed on your prior projects). I have used the same size window in 1st floor bedrooms on other projects that were approved by Amanda and signed off and CO'd by Mr. Jarski. The upstairs den will be built as drawn, open with no door. The den does meet light/vent requirements as drawn. Additionally, double check the light/vent for the den as shown and confirm compliance or indicate that a mechanical supplement will be installed.. unless of course you decide to add an egress window on that side wall. F_ ndinas and Facts L The applicant is proposing construction of a 3 bedroom single-family dwelling on a vacant parcel indicated as having an area 20,387 sf(square feet). 2. The parcel is located in Groundwater Management Zone.4,and is depicted as one lot on the 1981 tax maps: 3. 'The parcel is also known as Lot 46 on the subdivision map of Green Acres at-Orient, - approved by the Suffolk County Department of]Health Services on December 29, 1961_ The typical lot layout on thaf map showed it 100 foot separation between shallow wells and cesspools, with the well, located just outside the house and the cesspools in the backyard. 4. The proposed dwelling is.to be served by a new sanitary system consisting of a 1,000- gallon septic tank and three 8-foot diameter by 4-foot deep leaching pools placed a minimum of 3 feet above highest expected groundwater elevation, with-room for one expansion leaching pool. 5. Soils conditions are good,with 1.foot of topsail,7 feet of coarse sand and gravel, 0.5 feet of sand,and 4.5 feet of coarse sand and gravel. 6. Groundwater was encountered at 10 feet below grade as per the submitted test hole. The sanitary system design is based on a highest expected groundwater elevation of 2.3 feet above mean sea level. As per the groundwater contributing areas and source water assessment maps prepared by damp Dresser McKee (CDM) in 2009, as part of the Comprehensive-'Water Resources Management Plan (CWRMP) for Suffolk County, groundwater flow direction- is northerly towards the Long Island Sound. 8. Public water is not presently available in this area. Many of the properties in this area are supplied by shallow wells because a standard depth well with 40 feet of water above the well screen cannot be installed due to high chlorides. in such cases,wells can be made shallower, but the separation distance required between leaching pools 'and wells increases. from 100 feet to 150 feet. Because of the presence of existing wells and sanitary systems surrounding the subject parcel, a sanitary system cannot be located on the parcel in accordance with all current Department separation distance requirements. 9. The well drillees certificate for the proposed well shows a-total well depth of 30 feet with a static water level of 10 feet,and 15 feet of water above the well screen. A water sample taken March 26,,2020 showed water quality in the well to be in conformance with drinking water standards. 10.The proposed sanitary leaching structures do not meet the minimum required separation distance of 150 feet from shallow drinking water wells,as follows: a 'Approximately 140 feet from the existing-neighboring well to the west(SCTM: 1000-01500-0100-019000, property of Panetta), located laterally from that well with respect to the groundwater flow direction. b. Approximately 130 feet from the existing neighboring well to the south($CTM: 1000-01500-0100-013000, property of Simon Shanahan), located downgradient from that well with respect to the groundwater flow direction. I L The applicant's engineer indicated that the proposal is in conformance with Southold Town zoning requirements. Determination It was a 3 to 0 determination of the Board to grant the request for the variances for thelocation of the proposed new sanitary system. Although the separation distances between the proposed new sanitary system and neighboring wells are less than those required by standards,the sanitary system structures have been located in the best possible locations, and as far from neighboring wells as possible. The site has soil and groundwater conditions that will permit the installation and operation of the new sewage disposal system,and the proposal should not result in any degradation of groundwater quality. The applicant should take note of any conditions of approval,which may be indicated on the plan or enclosed herein. Construction must conform with approved plans as well as all applicable standards including Standards for Approval of Plans and Construction for Sewage Disposal Systems for Single Family Residences.Omissions, inconsistencies or lack of detail on the plan do not release the applicant from the responsibility of having the construction done in conformance with applicable standards. Issuance of this permit shall in no way relieve the design professional of responsibility for the adequacy of the complete design. The permit(plan)expires three (3)years after the approval date.Any modification to the approved design requires the submission of a revised plan and additional fees (if applicable)for approval prior to construction. No inspections will be performed by the department if a copy of the approved site plan/survey is not on site during construction or if the permit has expired. Permits may be renewed,transferred,or revised in accordance with the procedures described in Instructions to Renew, Extend,or Transfer an Existing Permit for Single Family Residences(Form WWM-104). It is the applicant's responsibility to schedule an inspection of the sewage disposal and/or water supply facilities prior to backfilling. This includes inspections of the sewage collection and disposal systems,water supply system components and piping, and final grading as shown on the approved plans.This can be done by calling the department at(631)852- 5754,or through the ACA Portal at httlLs://ara,suffolkcountY /CitizenAccess. In certain cases, inspections of the soil excavation may be required to determine the acceptability of the soils for sewage disposal systems. Excavation inspections must be confirmed by calling(631)852-5700 between 8:30a.m. and 9:30 a.m.,the morning of the inspection.Article Vll of the Code, "Septic Industry Businesses," requires that all installers of septic systems within shall possess a valid license from the Office of Consumer Affairs. This office will not perform inspections for or grant final approval for construction of projects that are installed by an unlicensed individual. It is, therefore, in your best interest to utilize a cesspool contractor with a valid license to avoid substantial delays in your project. Final approval issued by the Department is necessary prior to the occupancy of new buildings,additions to existing buildings,or for the use of sewage disposal or water supply systems.
