LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD To: Glenn Goldsmith, President Town of Southold Board of Trustees From: Mark Terry, AICP LWRP Coordinator Date: June 3, 2025 Re: LWRP Coastal Consistency Review for JUSTIN CONCANON SCTM# 1000-34-5-20 JUSTIN CONCANON requests a Wetland Permit to install a new driveway/parking area at front (east side) of dwelling; remove existing west side driveway; install wooden fencing in side and back yards; install three (3) timber retaining walls consisting of: North Wall to be 64.8' long by 2' high, East Wall to be 30.6' long by 2' high, and South Wall to be 30.7' long by 2' high; construct a 5.10'x18.9' deck with stairs on west side of dwelling; replace existing stairs on north side of dwelling; abandon existing septic tank and pools to update existing OWTS sanitary system by adding more rings, and increasing capacity of tank; construct a 30'xl3' in-ground swimming pool with bluestone coping, a dedicated drywell for pool backwash, and pool equipment area; install stepping stones in front of steps down; recap top of bulkhead and 27.9' long wood walk landward of bulkhead; remove phragmites by hand cutting and digging out plants; removal of several shrubs against bulkhead and fill in voids; and to re-establish and perpetually maintain the 10' wide vegetated non-turf buffer area along the landward side of the bulkhead, expand the vegetated non- turf buffer area an additional 880 square feet by removing any sod and supplying additional gravel to match existing and planting Ammophila Brevilgulata with 1ft. spacing within the entire buffer area to create a 20' wide non-turf vegetated buffer area. Removal of several shrubs that are growing directly into the bulkhead, which will compromise structural integrity if allowed to remain. Fill required, if any,will come from on site from other excavation work. - Refurbish and reestablish previously permitted Vegetated Buffer Zone of 10'from top of bulkhead by supplying additional gravel to match existing where needed and planting Ammophila Brevilgulata with 1' spacing as proscribed by the DEC. - Expansion of Vegetated Buffer Zone by an additional 880 square feet by removing existing turf, replacing with gravel to match existing and planting Ammophila Breilgulata with V spacing as proscribed by the DEC - Creation of new driveway/parking at existing front of house [East side] and removal of current driveway which goes over septic system [West side]to bring in line with current code/guidelines and drastically reduce turf coverage on the property. - Wooden privacy fencing in side and back yards to code. +Structural Work Installation of three 2' high timber retaining walls [see details enclosed]to mitigate erosion and reduce unsafe slope.
