SCTM# 1000-36-1-1 ROUX Associates on behalf of SHM GREENPORT LLC, BREWER YACHT YARD @ GPT., INC. requests a Wetland Permit to remove 156 linear feet of existing wooden bulkhead and replace with new vinyl sheeting bulkhead and raised 18" above existing bulkhead height to match adjacent bulkhead; three existing floating finger docks (460sq.ft. total), and seven (7) existing timber pilings to be removed and will not be replaced; install 253sq.ft. (547sq.ft. within Village of Greenport, total 800sq.ft.) of one new 8' wide floating dock; within Town jurisdiction install 200sq.ft. of two (2) 20'x5' new gangways; and to install 14 new timber pilings in new locations to secure the new floating dockage; and silt booms/turbidity curtains to be installed prior to construction. SCTM# 1000-36-1-1 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is CONSISTENT with LWRP Policies and, therefore, CONSISTENT with the LWRP. Pursuant to Chapter.268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. (Roux) is providing this application for the Town of Southold Wetland Permit on behalf of SHM Greenport, LLC for the bulkhead replacement and dockage modifications for Safe Harbor Marina—Stirling, located at 1410 Manhasset Avenue,Village of Greenport, Town of Southold, Suffolk County, New York, as shown on Figure 1. All project figures are provided in Attachment 1, and project surveys are provided in Attachment 2. Permits and approvals are also being requested from the following agencies: New York State Department of Environmental Conservation (NYSDEC), United States Army Corps. Of Engineers (USACE), New York State Department of State(NYSDOS)and the Village of Greenport for all of the redevelopment work planned at the Safe Harbor Marina - Stirling. This permit application is specific to the redevelopment work occurring in District 1000 Section 36 Block 1 Lot 1 and Section 34 Block 5 Lot 22, only(Project). The proposed project work will primarily occur within the lots owned by SHM Greenport, LLC;and where SHM Greenport has a license from the NYS Office of General Services (OGS) for use of lands under water owned by the State of New York. However,a portion of the work will also occur within lands under water owned by the Town of Southold. The approximate limits of work are shown on Figure 2. The goal of the proposed dock replacement is to rearrange the docks to accommodate a larger range of boat sizes, and to improve the functionality and aesthetic look of the marina. The proposed bulkhead replacement is being completed as part of marina typical operation and maintenance to provide protection of upland resources from erosion and flooding. In addition, a total of 156 linear feet of wooden bulkhead will be replaced with new vinyl sheeting bulkhead. The new vinyl sheeting bulkhead will be raised by 18"above the existing bulkhead height to match that of the adjacent bulkhead. There are 7 timber pilings,which are used to secure floating dockage,that will be removed and replaced with 14 new hardwood timber pilings as part of the marina upgrades. Overall,there will be a net loss of 207 SF of floating dockage and a net gain of 7 timber pilings. A summary of the proposed marina improvements for the project are provided below in Table 2. General Construction Approach The on-Site crane currently used for boat removal and maintenance will be used to lift floating docks into and out of the water to be loaded for transport, or reinstalled per the proposed design plan. The bulkhead replacement will be completed in-place of the removed bulkhead. Silt booms/turbidity curtains will be installed prior to the initiation of bulkhead demolition work. Excavators or equivalent heavy machinery will be used to remove and replace soil around bulkheads in preparation for bulkhead replacement. During bulkhead installation, a 2-foot buffer zone will be excavated from the bulkhead walls, extending approximately five feet deep, this material will be replaced to the excavation upon construction completion. Backfill to increase the height of the bulkhead will be taken from waterward recovery of spilled material and elsewhere along the top of bulkhead. No imported materials will be used as backfill during construction. A barge-mounted pile driver will be used to remove and install timber pilings. A support barge will be used to install floating dock components. The information provided below for review is unique to only the project area surrounding the aforementioned block and lots with the exception of the Short Environmental Assessment Form(SEAF). As required by the New York State Department of Environmental Conservation (NYSDEC), the SEAF summarizes project information for the overall project planned to be performed at Safe Harbor Marina— Stirling.
