SOUTHOLD.-TOWN-BOARD MINUTES April 27, 1976 A regular meeting of the Southold Town Board was held at the Town Board meeting room, 16 South Street, Greenport, New York on April 27, 1976. ~Super~isor, Ma-rtocchia opened the meeting at 3:00 P.M. with the foltowing~pr~sent: Supervisor Albert M. Boken On motion of Councilman Homan, seconded by Justice Suter, it was RESOLVED that the minutes of the April 6, 1976 meeting of the Southold Town Board be approved asusubmitted. On motion-of Justice Demarest, seconded by Justice Suter, it was RESOLV~DDthat the next regular meeting of the Southold Town Board will be held at 3:00 P.M., Tuesday, May 11, 1976 at the Town Board meeting room, 16 South Street, Greenport, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice Doyen. This resolution was declared duly adopted. Supervisor Martocchia reported: 1. Receipt of a letter from Austin Emery, Regional Director, New York State Department of Transportation relative to the Town Board's suggestion that a hearing be held on the Cross Sound Ferry project. Mr. Emery states the matter has been referred to the main office, and a reply will be forthcoming in the near future. 2. There is a problem at the New Suffolk boat ramp where it has shoaled-up ar~ the boa~ cannot get out. The Board is trying to obtain a spec~ 1 variance from the New York State Department of Environmental Conservation for immediate relief. 3. Letter from the Suffolk County Civil Service Department stating a recent court decision has r~led that towns cannot draw from local lists for police department employees, but must s~lect from the entire county list. Supervisor Martocchia has been authorize by the Town Board to speak with the ten supervisors in an attempt to amend the law so towns and villages can draw from their own List.--- Mr. William Pell asked if all the police who have been hired in the last two ~ three years have been from the local area?---Supervisor Martocchia stated only one on the police department camefrom the . county list, however, at the time he ~asshired there were no. names on a local list. On motion of Justice Doyen, seconded by Justice Su~er, it was RESOLVED that the Fishers Island Ferry District be authorized to enter into an agreement with the firm of Gibbons & Wyland Associates at a fee of $5,000.~00 for the purpose of making a study of the proposed improvements at Silver Eel Cove, Fishers Island which improvement Will be funded by the federal government; said study being a require- ment when apply~ing for a federal grant. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich', Councilman Homan, Justice Suter, Justice Demarest, Justice Doyen. This resolution was declared duly adopted. Supervisor Martocchia: 4. Explained aged exemption study relative to how many people are involved in expanding the exemplion to $6,500.O0.---Mr. Joseph ~leason, Southold, stated the plan proposed by the state and federal g~overnment is to establish the $6,500.00 exemption whereby if there iis a death in a family the exemption goes to the remaining party. ~e cited the State of l~ew Jersey and State of Connecticut's plan f~r aged exemption, as well as the State of Florida with the Homestead ~it. His report from Mr. Fox, Chairman of the Board of Assessors is t the tax assesmment is up to almost $16,000.00, and 411 people ~6k advantage of the deduction last year. In following the agenda - Item 12 - Leash Law - discussion, no decision. 64 Item 13 Leisure Greens property at Cutchogu~ - discussion, no decision. Item 14 - Building Code - Chairman of that committee needs more time for further study. Chairman is Councilman Rich. 6. William Pell asked the salaries of the prior appointments.--- Appeals Board - $2,500.00; Planning Board - same, but Frank Coyle gets $2,400.00 the maximum he can receive under his retirement. Board of Housing Appeals - no salary; Board of Assessment Review - pay Scale of $50.00 for Grievance Day, any days after Grievance Day for a day or part of a ~ay $25.00. Planning Board and Board 6f Appeals meets twice a month, Board of Housing Appeals meets once a month, and Assessment Review Board meets only during July. On motion of Justice Suter, seconded by Justice Demarest, it was RESOLVED that John M. Helf, Peconic, be and he hereby is appointed Dog Warden for the Town of Southold from the civil service list, effective May l, 1976 at a salary of $6,500.00 per annum, to be paid in regular semi-monthly payments. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice Doyen. This resolution was declared duly adopted. On motion of Justice Demarest, seconded by Councilman Rich, it was RESOLVED that Lois Mellas, Greenport, be and she hereby is appointed Dog Warden for the Town of Southold from the civil service list, effective May 1, 1976 at a salary of $6,500.00 per annum, to be paid in regular sem~-monthly payments. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice Doyen. This resolution was declared duly adopted. ~ On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that a recess be called at 3:30 P.M. for the purpose of holding a public hearing on the matter of the application of Charles J. Zahra for permission to establish and operate a transient travel trailer pa~k in Cutchogue,~ meeting to reconvene following the hearing. Southold Town Board Meeting of April 27, 1976 reconvened at 3:45' P.M. Supervisor Martocchia: 7. The Town is in the process of drafting a contract with the Village of Greenport for services provided by the Southold Town Police radio system. 8. Boy ScouttD~ner at Colonie Hill at Hauppauge t~s evening (April 27, 1976.)---The Town Boar.d will be represented. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that the Southold Town Board directs that the $68,897.00 federal revenue sharing funds for the Seventh Entitlement Period be directed to the proposed Southold Town Hall, Southold. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich Councilman Homan, Justice Suter,~Justice Demar~st, Justice Doyen. This resolution was declared duly adopted. Supervisor Martocchia: 9. Reported that the project on the Mill Creek bridge is again active. The road ~ill be closed for one day at the tim~ the temporary bridge is constructed. The work should be under way in October. 10. Summer jobs are available for youths in the age group of 14 through 21, and 15 through 18 at $2.30 per hour. Applicants must apply to the Department of Labor, Riverhead- 1t. Discussion will be held between the Suffolk supervisors relative to the Uniform Navigation Law.---Scott Harris suggested that the police boats be equipped with a marine radio VHF, which would be on the Coast Guard stand-by emergency channel and save a great deal of time.---Justice Suter stated the Coast Guard then m~st monitor too~many bands, and' feel they should monitor only one channel and thereby~do a comPrehensive job through that channel. 12. Letter from Thomas-O'Neill, Southold, relative'to-clam diggers encroaching on his property in front of his house. Mr. O'Neill feels he has title to the underwater property. -The .letter-will be referred~to the proper agency. t3~ Request from Mattituck Senior Citizens for. a bus bo Shea Stadium o~ June 3rd, but does not specify number of buses or cost of same. On motion of Justice Suter, seconded by Justice Dema-rest, it.wa~s -RESOLVED that the Southold Senior Citizens be granted permission to contract for two buses at a total cost~ of $900.00 for an overnight trip to Philadelphia, Pennsylvania on May 17 and 18, 1976. Receipt frmm Long Island Railroad informing the Town of a slide show they would like to present to ~hildre~ between the ages of 8 and 14, entitled ~'-What Makes The Trail Run", "It's Your Tomorrow", and "Showcase of Railroad." It might be feasible to incorporate it into the school's summer programs. 15. Marjorie--McDermott, Stenographer;-is retiring in~-June,~and SUpe~visor'Mar~occhia suggested that anyone-a~vaitable-for--such~a job shOu~ld'~take the civil service test to qualify for the position.~ 16.- Request-.from- the East End Sto Pitch League requesting fund~gfor~their program. · ......... On motion of Justice Demarest% seconded by Councilman Rich, it was RESOLVED that the Southold Town Board support the East End Slo Pitch Leauge in funding their program at a proportion to match others who have applied and been approved. The dock could quali~fy for the National Register of Historical Places. ~18. - - ~Boy, Scout~ Jamboree- - 1976~ Bicente~nia~L.~Muster - to he-'held at Hecksche~~ State Park the weekend ~of May 14~ and 15~. ~Te~. thousand scouts are expected, 375~-from Southold~ Town, and~request the~Southold Town Board to attend and be on the reviewing stand. 19. ~P~ogram for youth services under the Youth Bureau of the County Execut-ive's Office., a meeting~will be hel~--on April 28th-~at 7:30 P.M. at Moreland Road, Commack~ The Town Board will-be r~epresented. On motion of Justice Demarest, seconded by Justice Suter, it was ~SOLVED that the Southold Town Board accepts the $20,000.00 bond for roads and improvements in the subdivision known as "Syloret Estates", Bridge Lane , Cutchogue, New York, submitted by Lorraine ~ochman and Julius Hochman. Mr. Samuel Katz, Village Trustee., Greenport~; asked for ~larifica~tion of the ownership of a small beach water frontage at Gull Pond near Sandy Beach. Mr. Katz has been under the impression the~-Vi-Ilage own~s· the property; but notices mooring permits must he-obtained from the Board ~f~ Southold Town Trustees.---Supervisor Martocchia saated he believes the area i.s within the Town of Southold.. He wil-~have the matte~ looked into. ....... : Mrs. She~tey Katz asked what the second year .funding was under the Development Act of HUD? Supervisor Martocchia stated it was $23,760~00 for the firs.t year, and indications were. the second year the amount would be double that~amount, and believes it was around $54,000.00.---Mrs. Katz asked the Board if they heard whether it has been approved?---Supervisor Martocchia stated it has been~appr0ved. The tenta~tive plans-for the money is a Sen~ior-Citizen~Youth~Center. Tentative plans for ~th~.'building is--50 ft~ byyl0~0 ft.- to ac¢.omOdate appro~mately~400 people.~ The projected cost for-the building would be about $120;000.00, plus allocated amount of $23.,760.00 for the land purchase. The third year the allocation should be three times the first year. ~ ~- M~s. Mr. William Pell asked the Supervisor to comment on item 9, dog cages.---Supervisor Martocchia stated the town appropriated out of revenue sharing_$30,O00.00 for the dog pound, $25,000.00 for the town and $5,0~0~'00 fO~t~ Work'th~'hi~hway superintendent did, such as water, electricity, sewer lines, etc. to the pound. The town told the company that did the project that the cages were not accept- able, and received a $2,000.00 credit from the company. The town in turn had the cages put in by another firm and the total cast ran over only $61.30. On motion of Justice Demarest, seconded by Justice Doyen, it was RESOLVED that there being no further business Go come before this Town-Bo~rd~meeting adjournment be c'al~d at 4:25 P.M.
