Supervisor Martocchia called the meeting to order at 3:00 p.m. with the following present: Supervmsor Albert M. Martocchia Councilman James H. Rich, Jr. Councilman james Homart Justice Martin Surer Absent: Justice Louis M. Demarest Justice Francis T. Doyen Also present: Town Attorney Robert W. Tasker Highway Superintendent Raymond C. Dean Town Clerk Judith T. Boken On motion of Councilman Homan, seconded by Justice Surer, it was RESOLVED that the Southold Town Board minutes of February lC, 1976 be and hereby are approved. Vote Of the Town Board: Ayes: Supervisor Martoochia, Councilman Rich, Councilman Homan, Justice Surer. This resolution was declared duly adopted. On motion of Justice Surer, seconded by Councilman Rich, it was RESOLVED that the next regular meeting af the Southold Town Board will be held on March 9, 1976 at 3:00 p.m~ht the Town Board meeting room, 16 South Street, Greenport, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Surer. This resolution was declared duly adopted. Supervisor Martocchia appointad Justice Martin Surer Ac. ting Supervisor for the Town of Southold during his ahsence~from town, until the return of Justice Demarest, who is also out of town. Supervisor Martocchia reported: 1. Receipt of a letter from the Suffolk County Department of Civil Service requesting a seniority list of town employees which would be used in the event of cut-backs on the payroll. 2; Letter from Jo~na Tuthill expressing his opinion the Orient Point ferry should be located'at'the.railroad dock, Greenport. 3. Letter from Mary Tannenbaum, director of a gymnastic program with reference to the town-wide program. The Board directed the SuPervisor to ask Mrs. Tannenbaum for a schedule of activities and details of her proposals for the program. 4. Letter of confirmation from the Suffolk County Department of Fire Safety confirming the appointments of the following fire coordinatOrs: Edward Lademarna, Leander Glover, George Lessard, James Wall, John Gada Jr. ~' 5'J Letter from Albany relative to amendmen~on discharge of firearms, includ±ng literature (Bill #8190.) 6. Receipt of letter from Lloyd Terry, Orient., objecting to thepropoSed amendment to discharge of fire arms bill. 7. Letter from the Southold-Peconic Civic Association relative to improving the waterways in Southold Town, such as adding "No Wake" to those signs already existing in the creeks, buoys or posts at all entrances to the creeks, all channel stakes should be banded with reflective tape to aid navigation at night, all regulations and restrictiolns should be in aperation between April 15 and November 15. 8.~ Applicatio~ bY Thomas Blankley requesting permission to build a bulkhead on JoCkey Creek. Objections to the D.E.C. by March 5th. On motion of Justice Surer, seconded by Councilman Rich, it was RESOLVED that the Southold Town Board accepts Judith T. Boken's withdrawal of her one year leave of absence from the position of Stenographer in the 0ffiQe of the To~q Clerk', and her resignation from the position of'StenograDhe~~ ±n the Office of the Town Clerk. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan,Jus rice Surer. This resolution was declared duly adopted. On motion of Councilman Homau, seconded by Councilman Rich, it was RESOLVED that'the S0uthold Town Board awards SlackeTest Boring', Inc., lowest responsible bidder, the contract in the amount of $650.00 for test borings at the Southold site of the proposed town hall construction. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilm~n Rich, CouncilmanHoman, Justice Surer. This resolution~was declared duly adopted. On motion of Councilman Homan, seconded by Justice Surer, it was RESOLVED that Supervisor Albert M. Martocchia be and he hereby is authorized to order six sets of aerial maps Of Southold Town from Lockwood, Kessler, Bartlett, Inc., Syosset, New York, at a cost of $20.94 per set. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Surer. This resolution was declared~duly adopted. Supervisor Martocchia reported: 9. Receipt of a letter from Lucar Associates, Ltd. stating their problems with the road-end adjoining their property at Lighthouse Road., Southold such as picnicing, littering, noise, and asks for better enforcement, more signs, etc. lC. Letter from John Bredemeyer objecting ~to the firearm discharge amendment. On motion of Justice Surer, seconded by CouncilmanHoman, WHEREAS W. Edgar Worthington has applied to the Town Board for a. single trailer r~newaI permit dated February 4, 1976, now, there- fore, be it RESOLVED that the application of W. Edgar Worthington to locate a single trailer on his property on the south side of Sound Avenue, Mattituck, New York, be renewed for a period of six (6) monthsJ Vote of theTown Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Surer. This resolution was declared duly adopted. On motion of Justice Suter, seconded by Councilman Homan, WHEREAS Edmond Bokina has applied to the Town Board for a single trailer renewal permit dated February 4, 1976, now, therefore, be it ~ESOLVED that the application of Edmond Bokina to locate a single trailer on the property of Aldrich Lane Realty, on a right-of-way off the north side of Main Road, Laurel, for use by seasonal farm help be renewed for the period of June l, 1976 through November 30, 1976. Vote of the Town Board: Ayes: Supervisor MartocChia, Councilman Rich, Councilman Homan, Justice Suter. This resolution was declared duly adopted. On motion of Councilman Rich, seconded by Co~uacilman Homan, it was RESOLVED that the Superintendent of Highways of the Town of Southold be authorized to advertise for bids an~ to purchase from the lowest responsible bidder, thefollowing item: (1) One Internation 3200A Loader Tractor Hydrostatic Dri~e~,or equal. ....... On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED thatthe Superintendent of Highways of the Town of Southold be authorized to~'advertise for bids and tO purchase from the lowest responsible ~bidder, the following item: Delivery of 2,500 tons, more or less, as may be needed, of 3/8" Bluestone, to.be delivered by truck to the Highway Department yard, Peconic, New York, and each truck must have a weight slip. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Surer. This resolution was declared duly adopted. Supervisor Martocchia read a letter from the Long Island Cable Corp. in response to statements~-made at ~ public hearing on February 10th relative to a requested 25¢ increase. The letter refers to statements made regarding the~line extension policy of CATV - As a result of statements made by Dan Archer, I~r. Peter Jones spoke to Mr. David Corte, Municipal Consultant for the New York State Commission on Cable TV - Mr. Corte said he had spoken to Mr. Archer but made no statement with respect to the reason- ablenemss ,of the line extension formula, andhad not indicated a willingness to c~ome to Soutkold and hold hearings on the matter. He felt the State is at fault, and the line ~extension policy is a priority item on the Commissioners docket and can expect word on the matter in the near future.--Mr. Dan Archer stated Mr. Corte called Mr. Archer the next day with different statements. Mr. Archer sent a letter to the Commission and Governor Carey and they have been invited to go to Albanyon Marchi24th. Mr. Archer, as President of Orient Community ACtivities, stated they have written a letter tm Chief Cataldo regarding vandalism on two occasions and wish a replM to their inquiries. Dr. Maurice Shahan inquired as to the status of the dog control law.--Supervisor Martocchia stated there will probably be a de- cision within the next one or two meetings. Mention was made of a new law effective January 1st whereby all open trucks must be covered with canvass.--Justice Surer sta~ed covers are on, summons have ~been issued and two people have been fined.--Covers must be used when the load is beyond 6 ~inches of the sideboard. Question was asked why "no fishing" signs on the Goose Creek Bridge.--Supervisor Martocchia stated there have been problems with speeding boats, someone might step in front of a car on the bridget'-The signs were put there by the County of Suffolk basically for the public's own safety. Mt.William Gibbs asked if the Board has approved the increase of 25¢ for the Cable Television.~-SupervisorMartocchia-stated the Board has not acted on that matter.--Mr. Archer asked if Council- man Homan~has received the P & L statement f~om Mr.~ Jones.-- CounciZman~Homan state,'he had not, but it is something they have to give tO the board each year~'--Mrs. Sherley Katz asked if there is a clause for refunds if you are not able to get certain channels~--Supervisor Martocchia and the Board members Stated they do not think there would be a rebate. Mr. Dan Latham of Orient asked about a proposed two lane highway at ~rient off Youngs Avenue which concerns him greatly as it starts at ~his property. It appeared in the plan for the future.-- The Plan is on paper, but each property owner ~is asked to abide by~e-proposal. Mr. Latham skould speak to the~Planning Board.-- Cons!iderable-discussion followed.
