ORGANIZATION MEETING SOUTHOLD TOWN BOARD~ MINUTES January 2, 1976 A regular meeting of the Southold Town Board was held on January 2, 1976 at the town board meeting room, 16 South Street, Greenport, New York. Supervisor Mmrtocchia opened the meeting at 3:00 p.m. with the following.present:- .Supervisor Albert M. Martocchia Councilman James H. Boken Supervisor Martocchia wished everyone aHappy New Year - healthy and prosperous. On motion of Justice Surer, seconded by Councilman Rich, it was RESOLVED that'.the minutes of the Southold Town Board meeting of December 23, 1975 be approved as corrected. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Surer, Justice Demarest, Justice Doyen. This resolUtion was declared duly adopted. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that the next regular meeting of the Southold Town Board will be held at 3:00 p.m., Tuesday, January 6, 1976 at the Town Board meeting room, 16 South Street, Greenport, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Surer, Justice Demarest, Justice Doyen. This resolution was declared duly adopted. Supervisor Martocchia reported the receipt of the Building Department monthly report for December - $324,000.00 estimate cost of buildings; and Preliminary Supervisor~s Report showing surplus~in the ,general fund and~whole~townof $175,418.46, and part-town'general fund of $117,699.~9~ Highway Department $206,083.97. --William Pell asked for a definition of whole and part-town. --Supervisor Martocchia stated everyona pays on whole~to~n and the Village of Greenport taxpayersdo not pay .on part-town. On motion of Justice Doyen, seconded by Justice Demarest, it was RESOLVED that the Town Board approves the action of ~the Fishers Island in purchasing two 44 by ~2 five-bladed propellers for the ferry boat at a cost of $2,594.00. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Surer, Justice Demarest, Justice Doyen. This resolution was declared duly adopted. Supervisor Martocchia reported that the dog pound building is finished but ~they still~have not received the~ balance of the cages. Supervisor Martocchia reported: 1. Request for a dredging project at Wickham Creek. Maps are available for ~tudy. 2. Letter~ from the Department ~o~f Transportation recommending the Orient site for the ferry. They would like to know how the Town of Southold~mfeels, ~and the answer wil~ be-that the Town has no quarrel with the way. it is now., but are'not too happy if they are going to expand-~in~o a-major highway and enormous ferries. ~,- Thank you letter_ from thee Custer Institute for the Town's contribution to~heir_organization. 4.-Letter:from the Southold Town Board of Assessors recommending Edward W. Fox as Chairman of the'Board of Assessors for 1976. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that Edward W. Fox be and he hereby is appointed Chair- man of the Board of Assessors of the Towm of Southold for the year 1976. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Surer, Justice Demarest, Justice Doyen. This resolution was declared duly adopted. Supervisor~'Martocchia reported: 5~ Traffic study made.of .the Wickham Avenue area Mattituck to determine if a traffic signal is needed. It was found That a trip light is needed. A representative of the Mattituck Fire Department has suggested that a trip to red be-incorporated at the time of a fire or emergency. The Town Board recommends the proposal; the cost of which will be picked up by.the County of Suffolk. On motion of Justice Surer, seconded by Justice Demarest, it was RESOLVED that Supervisor Martocchia be and he hereby is author- ized to sign an agreement with the County of Suffolk for the erection of a traffic signal at the intersection of Wickham Avenue and Route 27, Mattituck, New York; and recommend the incorporation therein of a red trip light to be used by the Mattituck Fire Department in the event of a fire or emergency. Moved by Councilman Rich, sec~onded by Justice Demarest, WHEREAS Pierce Yacht Basin, Inc. applied to the Southold Town Board for a permit under the provisions of the Wetland Ordinance of the~Town of Southold, application dated June 13, 1975, and WHEREAS the said application was' referred to the Southold Town Board of Town Tru:stees and the Southold Town Conservation. Advisory Council fortheir ffindings and recommendations, and WHEREAS a public hear£ng was held by the Town Board with respect to said application on the 9th day of December, 1975, at which * time all interested persons were given an opportunity to be heard, cont. on NO~ THEREFORE,~ BE IT RESOLVED that Pierce YachtBasin, Inc;, page 393 Manhasset_ Avenue and Beach Road, Greenport, New York, be granted a permit under the provisions of the Wetland Ordinance of the Town of Southotd .to dredge to a depth of 6 feet below mean low water~ .bul~kheadand install Biles to provide 38 additional slips for sailboats, at the PierceYacht Basin, Manhasset Avenue and Beach Road, on Stifling Basin, Greenport, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Surer, Justice Demarest. Justice Doyen-abstained. This resolutionwas:~declared duly adopted. On motion of Justice Demarest, seconded by Councilman Homan, it was~ - _ RESOLVED that~ all: eligible, town personnel are .hereby authorized to attend the Association of Towns meeting as a proper town charge on February 16, 17, 18, 1975 at New York City. Moved by Councilman Homart, seconded by Justice Demarest, WHEREAS Section 64 of the Town Law requires the Town Board to designate, by resolution, banks in the State in which the Supervisor or any other officer of the Town shall deposit all monies coming into their hands by virtue of their offices, and WHEREASthe Town Board may require any bank, so designated, to deposit with such Board bonds or certificates of the United States, of the State of New York, or any county, town, city, village or school district of the State of New York as security for such funds so deposited, but such bond or certificate shall be sub,eot to the approval of the Town Board and shall be deposited in such place and held under such conditions:as the Town. Moved by Justice Demaresto seconded by Councilman Rich, it was RESOLVED that the Southold Town Superintendent of Highways be and he hereby is authorized to purchase equipment, tools, snow plows and other implements and devices without prior approvalof' the Town Board in amounts not to exceed $15,000.00 during the period from January 1, 1976 to December 31, 1976. Martecchia appointed Justice Louis M. Demarest to act as ~eputy Supervisor in his absence for the period beginning January 1, 1976 through December 31, 1976 and he is to serve in such capacity without compensation. On motion of Justice Demarest, seconded by Justice Surer, it was RESOLVED that Supervisor Albert M. Martocchia be appointed Emergency Preparedness Coordinator for the Town of Southold, to serve in such capacity without compensation. Martocchia appointed William Schriever, Orient, New York as Deputy Emergency Preparedness Coordinator fo~ the Town of Southold, to serve in such capacity without compensation for the period from January l, 1976 through December 31, 1976. Moved by Justice Demarest, seconded by Councilman Rich, it was RESOLVED that Justice Martin Surer be designated to represent the Town of Southold at the annual meeting of the Association of Towns of the State of New York to be held in New York City, February 16, 17, 18, 1976, and to cast the vote of the aforesaid Town pursuant to Section 6 of Article III of the Constitution and by-laws of said Association, and be it further RESOLVED that Councilman James Homart be designated to act as alternate to cast'the vote of said Town at the annual meeting of the Association of Towns in the absence of Justice Surer. Supervisor Martocchia reported the aims of the Southold Town Board for the year 1976. Financial stability of Southold Town. 2. New street lighting program. 3. New town hall at the present town hall site in Southold. 4. Study the fresh water wetland program. 5. Sanitation facilities for the town beaches. 6. Complete microfilming of town'records. 7. Clam transplant program. 8. Continue program for Senior Citizen and Teenager building. The Board, Mrs. Katz, and Mrs. Wacker discussed the HUD program as it pertains to the Town of Southold and Village of Greenport.
