Dear Mr. Kuoppala'
I am writing as a follow -up to the Work Session held on September 8, 2025 where the
Planning Board reviewed the above - referenced Site Plan Application and required the
following:
Revise Parking and Site Operations:
a. Update parking plan to include 60 parking stalls for the proposed
contractor use per §280 -78. Please note that the proposed parking in the
front yard may be land banked so that the stalls can be activated and
paved in the future as additional parking spaces are needed.
b. The following items must be included as notations on the site plan:
i. Direct all deliveries and contractor activity on -site; prohibit use of
public right -of -way for loading, parking, or standing.
Prohibit outdoor storage of materials or equipment.
iii. Conduct all business- related activities indoors to minimize noise
and disturbances.
2. Revise Landscaping Plan:
a. Revise the planting plan to use only native, drought - tolerant species per
Southold Town Planning Board specifications. Utilize a low maintenance
vegetation plan to reduce irrigation needs.

b. Enhance vegetated buffers along residential and parkland boundaries with
supplemental evergreen plantings where existing vegetation is sparse.
Ensure year -round screening, particularly during winter months, to protect
scenic views and neighboring property values.
c. Install noise - attenuating fencing along the boundary lines adjacent to
residentially zoned parcels.
d. Utilize interior fencing around parking and paved areas to prevent
encroachment of materials and activity into vegetated buffers.
e. Ensure that any proposed land banked parking in front yard area is well
screened from the road.
f. The following best management practices are required in all landscaped
areas and must be noted on the Landscape Plan:
i. Require the use of native, drought - tolerant plants in landscaping;
ii. Require only the use of organic fertilizers where the water - soluble
nitrogen is no more than 20% of the total nitrogen in the mixture;
iii. Require a maximum of 1 lb. of nitrogen per 1,000 square feet in any
one application, with a cumulative application of no more than 2 lbs.
per 1,000 square feet per year;
iv. Prohibit the application of fertilizer products containing nitrogen,
phosphorus, or potassium between November 1St and April 1St;
v. The use of phosphorus - containing lawn fertilizer is prohibited
unless establishing a new lawn or soil test shows that the lawn
does not have enough phosphorus. Fertilizer labels have three bold
numbers. The number in the middle is the percentage of
phosphorus in the product, e.g., 22 -0 -15. Use of products with 0.67
in the middle or lower is not restricted. Products with a number
higher than 0.67 may only be used if a new lawn is being
established or a soil test indicates it is necessary.
3. Submit Detailed Irrigation Plan:
a. Provide a detailed irrigation layout showing all landscaped areas,
specifying type and zones.
b. Include a watering schedule and smart irrigation controls to optimize
efficiency.
c. Ensure the system minimizes peak water demand and complies with the
Suffolk County Water Authority (SCWA) Water Conservation Plan.
4. Revise Building Design for Visual Impacts:
a. Revise the center windows on the south - facing fagade to be taller per
Architectural Review Committee comments.

b. Revise office windows to be rectangular in shape to match south - facing
window aesthetic.
c. The exterior should be painted a matte white color to reduce glare and
visual impact.
To facilitate efficient review, it is recommended that a draft electronic site plan (PDF)
incorporating all revisions listed above be submitted prior to printing multiple copies.
Once finalized, please submit a minimum of seven (7) revised site plans, signed and
sealed by the NYS licensed professional preparing the plan.
