While signage may help, there is more that must be done to improve the safety for pedestrians. To facilitate this discussion, the Planning Board is requiring a traffic and pedestrian flow and safety plan to be submitted at your earliest convenience. This plan is being required in accordance with Town Code §280-128, which references the need for development to proceed with due regard to the public interest, including.the construction and location of parking areas, whether or not accompanied by new building construction.. In addition, Town Code §280-129 requires the Planning Board to take public health, safety and welfare into consideration with respect to traffic and pedestrian access to roadways and interior circulation. The change in the parking area location for the hotel is a matter of public interest and public safety. In a meeting with the Planning and Building Departments in the past,when the idea of moving the parking for the hotel to the other side of the road was introduced, it was 'represented to us that all the parking would be valet and no guests would have to cross this busy street. In practice we have seen that many, if not all hotel guests are parking their own cars and crossing the street, We have witnessed guests climbing the berm and crossing at random locations (not in the crosswalks). We have received phone calls from the public with concerns about pedestrian safety here. Finally, the Town Transportation Commission and the Suffolk County Department of Public Works traffic Southold Town Planning Board Page 2 February 14, 2022 engineers have expressed concerns about pedestrian safety here, and the need for additional measures to be taken. The plan being required by the Planning Board should include the site as it exists today, on both sides of the road, and must include a description of how valet parking will function. Identify where cars will be stacked, and how multiple cars arriving at the same time will be handled. Arrows indicating traffic flow, existing crosswalks, pedestrian paths and flow must also be included, as well as any proposed or existing exterior lighting intended to facilitate safety.
