Conference Room and Zoom Online Platform
A meeting of the Southold Town Conservation Advisory Council was held Wed., August 6,
2025 in the Town Hall Conference Room and via Zoom.

CALL TO ORDER
Chairperson Carol Brown called the meeting to order at 4:30pm.
Moved by Carol Brown, seconded by Inga Van Eysden to request the Town Board
advertise to fill the vacancy on the Conservation Advisory Council.

ANNOUNCEMENTS
Carol Brown announced the Summer 2025 Community Compost Bin and Rain Barrel Sale
at the landfill was a success.
Carol is working on a grant application with Mark Haubner, NFEC. The grant award is
between $1,000-$5,000 with a deadline by the end of August. The money can be used for
education and advertising and possibly for promotion of the Repair Cafe. Margaret de
Cruz proposed using the money for the reuse center and building materials. There was a
question as to whether Town Board approval was required to apply for the grant. Carol will
pursue the grant with Mark Haubner and look into advertising costs.
APPROVAL OF MINUTES
Moved by Maggie Merrill, seconded by Barbara Friedman, to Approve the Minutes of July
9, 2025.
REPORTS
Nancy May attended the Board of Trustees meeting held on Wed., July 16th. The meeting
was business as usual. An application for a structure on North Parish Drive, Southold was
denied due to inadequate setbacks.
CLIMATE SMART COMMUNITIES PROGRAM-UPDATES
The CAC is actively working on projects which will quality for points. Councilman Mealy
will follow-up with Gwynn Schroeder on assisting the CAC with department head reports.
CONTINUED DISCUSSIONS
• Zoning Update —the letter to the Town Board on behalf of the CAC was submitted
in a timely fashion. Barbara Friedman noted that the Town Board decided not to
include impervious surfaces in calculating lot coverage. Councilman Mealy
suggested the CAC reiterate their comments and re-submit to the Town Board.
Maggie Merril and Inga VanEysden will work on a draft letter.
• SCWA Pipeline—the letter to the SCWA on behalf of the CAC was submitted in a
timely fashion.
Resident Guide Updates — Carol Brown shared the most recent draft She will
meet with Yan to make the additional changes and share with the CAC members
once completed.
• Review Randy Wade Comments re: Gas Leaf Blowers — Inga Van Eysden
requested more time to research gas-powered leaf blowers. Emissions are not
restricted to leaf blowers, and other gas-powered tools should be included. The

economic incentives are the same for the businesses, and should be included to
make a conversion. Inga and Burke will continue their research and share with the
committee and the next meeting.
• Water Advisory Irrigation Code Update - The Town Board adopted a Local Law in
relation to Irrigation on July 22"d
• Tree Committee Updates - The CAC members agreed to pressure the Town Board
for a tree code, and lobby the town to incorporate it into the Zoning Update. Inga
Van Eysden will research tree codes adopted by other municipalities.
• Repair Cafe and Recycle Day — Next Steps
Maggie Merrill recommended the Town, CAC and waste management sponsor a
Repair Cafe and Recycle Day next Spring with the help of the NFEC. Margaret de
Cruz from the NFEC participated in the discussion and shared her ideas about the
many programs to include in the event such as the Earthworm Celeb ratio n'Day.
Maggie Merrill will draft a memo to the Town Board with the specifics of the event.
NEW BUSINESS
• Board of Trustees recommended changes to Ch. 275 - The members agreed to
draft a letter to the Board of Trustees thanking them for the proposed changes to
the Code, and will urge the Town Board to amend the code accordingly.
• 2026 Budget Requests —A request will be made for a new line item for advertising
in the amount of$500 and a new line for brochures/publications in the amount of
$500.00.
Nancy May will attend the Board of Trustees meeting scheduled for Wed., August 13,
2025.
The next meeting of the Conservation Advisory Council is scheduled for Wed., September
10, 2025 at 4:30PM in the Conference Room.
There being no further business to come before the Council, the meeting was adjourned
at 6:15 PM.
