Main Rd. &Youngs Ave.) Telephone: 631 765-1938 Southold, NY 11971 LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD To: Glenn Goldsmith, President Town of Southold Board of Trustees Cc: Honorable Lori Hulse, Attorney From: Heather Lanza, AICP, Planning Director LWRP Coordinator Date: October 8, 2025 Re: LWRP Coastal Consistency Review JUNG, SCTM# 1000-70-4-4 This application is to remove the most seaward 4'x11' portion of existing 4'x45' fixed timber catwalk, and install in its place a 3'x14' hinged ramp and 6'x20' shore-parallel ("T" configuration) floating dock; remove and replace in-place, as needed, remaining 4'x34' portion of existing fixed timber catwalk and 3'x5' steps to ground using open- grate decking on the catwalk; and to connect water and electricity to the catwalk. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposal is CONSISTENT with the LWRP as outlined below. Policy Standard 6.3 Protect and restore tidal and freshwater wetlands The catwalk Is elevated at least four feet above grade in the intertidal zone and constructed with light penetrating open grate decking so as to not impede the potential growth of vegetation beneath it. Also the length of the dock as short as possible. These mitigation measures minimize adverse impacts to the tidal wetlands. Policy Standard 9.4 Assure public access to public trust lands and navigable waters The length of the proposed dock is landward of the neighboring docks on both sides, ensuring the creek remains open to public access. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. 2 Glenn Goldsmith,President (sor Town Hall Annex A.Nicholas Krupski,Vice President ,,,Q` 54375 Route 25 P.O.Box 1179 Eric Sepenoski Southold,New York 11971 Liz Gillooly Telephone(631) 765-1892 Elizabeth Peeples '` Fax(631)765-6641 BOARD OF TOWN TRUSTEES TOWN OF SOUTHOLD This Section For Office Use Only E " E I V E Coastal Erosion Permit Application D Wetland Permit Application Administrative Permit JUN 3 0 2025 Amendment/Transfer/Extension T eceived Application: SoutholdTown O d eceived Fee: $ Board ofTrustee5 Completed Application: Y, cl Incomplete: SEQRA Classification: Type I Type 11 Unlisted Negative Dec. (' 'yard of Trustees Applicat:' WETLAND/TRUSTEE LANDS APPLICATION DATA Purpose of the proposed operations: Modification of existing fixed dock to floating dock to improve efficiency of existing private, noncommercial boat dockage. Area of wetlands on lot: 0 square feet Percent coverage of lot: 0 °% Closest distance between nearest existing structure and upland edge of wetlands: 0 feet (bulkhead/dock) Closest distance between nearest proposed structure and upland edge of wetlands: 0 feet Does the project involve excavation or filling? X No Yes If yes, how much material will be excavated? N/A cubic yards How much material will be filled? N/A cubic yards Depth of which material will be removed or deposited: N/A feet Proposed slope throughout the area of operations: N/A Manner in which material will be removed or deposited: Statement of the effect, if any, on the wetlands and tidal waters of the town that may result by reason of such proposed operations (use attachments if appropriate): The proposed project is designed to convert an existing fixed-only dock to a floating dock by removing the most seaward 11 feet of the existing catwalk and installing in its place a hinged ramp and 6'x 20'shore-parallel floating dock, which will extend the overall length of the dock by approximately 7 feet. The modified dock will comply with all of the construction and operation standards set forth for docks in Chapter 275 of the Town Code. Specifically, the dock will remain positioned landward of the"pier line" of the surrounding docks, compliant with Section 275-11(C)(2)(c)(1)(c);and compliant with Section 275-11(C)(2)(b)(2),the dock's seaward encroachment on Jockey Creek, including the dimensions of a vessel having a beam up to approximately 10 feet in width, will not exceed '/4 the total width of the water body. The project will therefore create no adverse changes to,or impacts on,navigation. The floating dock will rest in 30 or more inches of water depth at mean low tide, and as stipulated by the project plans, any repairs or in-place replacement of the remaining portion of catwalk requiring replacement of existing decking will use untreated,open-grate decking. Thus, based on the proposed design, the modified dock will be consistent with the Chapter 275 standards for permit issuance and with the goals of LWRP Policies 5,6,and 9. r 617.20 Appendix B Short Environmental Assessment Form Instructions for Completing Part I-Project Information. The applicant or project sponsor is responsible for the completion of Part 1.Responses become part of the application for approval or funding, are subject to public review, and may be subject to further verification.
